INTERNET www.monninghom.vie.gov.ou History of sale of public open space within Manningham City Council The former City of Doncaster and Templestowe (now Manningham City Council) ABN was one of the first municipalities to develop and implement an Open Space 61498471081 Strategy. The City of Doncaster and Templestowe's 1991 Open Space Strategy provided a guide for the strategic planning and development ofthe open space network within the municipality. The 1991 Open Space Strategy recommended that parcels of Council owned land with minimal open space value could be sold under Section 189 of the Local Government Act to fund the purchase and/or development of more strategic areas of open space. The subsequent Manningham Open Space Strategies of 1999 and 2004 have continued to endorse this approach. Since 1991, as part of the implementation of the 1991, 1999 and 2004 Open Space Strategies, Council has sold 29 parcels of surplus open space to fund the purchase and/or development of more strategic open space. These sales were motivated and endorsed as part of the delivery of strategic projects. The following land purchase projects have been funded through sale of surplus open space: • Hussey's Lane Reserve (horse cross country course); • Currawong Bush Park; (part) • Ruffey Creek Linear Park; (part) Dltf1!.!: .~r"(fi tu,' • Green Gully Linear Park; (part) • Mullum Mullum Creek Linear Park (White's Orchard);and • Doncaster Hill open space (2 properties). INTERNET www.manningham.vic.gav.au For example, the land at 51 Reserve Road, Wonga Park has declared as surplus by ABN Melbourne Water and is proposed for sale for private development. It is a site of 61498471081 State Significance according to Department of Sustainability and Environment (DSE) criteria and is also part of a Nationally Significant Biosite as assessed in the Manningham Biosites Sites of (Biological) Significance Review 2004. This parcel also contains an endangered and vulnerable Ecological Vegetation Class (EVC). Under the tenets of this submission, we would suggest that the ecological value of this land should be recognised and it should be retained as a community asset either through a transfer between departments to Parks Victoria or to local government. Ongoing costs of public land management In the past, Manningham City Council has purchased a number of properties from State Government which were deemed as 'surplus' to their requirements. The most notable of these was the area of land along the Eastern Freeway Extension from Bulleen to Springvale Roads, which was transferred via a from VicRoads as a nil cost exchange and resulted in an additional 8.8 ha of open space for use by the public. However, the major issue discussed when Council resolved to support this land exchange in 2005 and which continues to be discussed today is the cost of ongoing maintenance of this land. In this particular case, the Koonung Creek _tiE: Linear Park was created by VicRoads as part of the Eastern Freeway Extension as J.l,nr.JIt"f a regional recreation facility. However, Council has had to cover the cost of the maintenance of this facility into the future. MANNINGHAM Sale or alienation of public land for development and the relationship to the CITY COUNCIL Victorian Government's Melbourne 2030 policy and Green Wedges CITY OFFICES As part of the implementation of Melbourne 2030 and the Doncaster Hill 699 Doncoster Rood, Strategy, Manningham has sold four parcels of minimal open space value to fund Doncoster, vie 3 108 the purchase of private property to provide valuable open space in the Doncaster Hill precinct. TELEPHONE 0398409333 The basis for these additional land purchases was to provide sufficient open space FACSIMILE for the residents of the Doncaster Hill Primary Activity Centre. To achieve the 0398483110 provision of this additional open space, Council has had to purchase, at market rates residential land from private land owners. [email protected] Similarly, Manningham's Green Wedge Strategy 2004 and Open Space Strategy INTERNET 2004 recommends that private properties be identified for potential purchase for www.manningham.vie.gov.au biodiversity conservation within the Green Wedge area. It is recommended that Council land of minimal open space value is sold to fund the purchase of private ABN 61498471081 land for biodiversity conservation. The State Government, through the former Melbourne Parks and Waterways Grants Program had a fund to assist in the purchase of private land for important open space areas, such as the Green Wedges. This fund is no longer in existence and its reintroduction would be welcomed by Manningham. Summary In summary, it is Council's submission that: • Where public land in State Government ownership is flagged for disposal, that it is subject to a cross-departmental assessment for alternative community uses such as open space or affordable housing; • Where public land in State Government ownership is flagged for disposal, that consultation is conducted as a matter of course with the relevant local government to assess any possible community use or value; • Where a community use or value is identified, that land be transferred to Certified Safety Ma'\8gemllfIl:S)'$lem the relevant local government at zero or minimal cost with an acknowledgement of the ongoing costs of its maintenance as a community asset; and • Where public land in State Government ownership is assessed as suitable, that it is used to provide additional open space in Activity Centre areas as B!1M: u,,,"~,,,,1 defined by Melbourne 2030 or to support Green Wedge protection and enhancement.
