Carlisle Cycling and Walking Consultation Summary We are holding a consultation on proposals to improve the cycling and walking network in Carlisle, in order to promote more active travel and to make everyone feel confident they can walk or cycle. Details of the proposed routes are included in this consultation document. We want you to provide feedback on these proposals so we can develop the best possible Local Cycling and Walking Infrastructure Plan for Carlisle. Please take the time to get involved, read this consultation document and provide your feedback. Background Cumbria County Council and Carlisle City Council are working together to deliver the shared ambition to increase cycling and walking in the Carlisle area in line with the Government's 'Gear Change: A Bold Vision for Cycling and Walking' (July 2020) document. The Gear Change sets out a vision for travel revolution in England’s streets, towns and communities: “Because the potential benefits are huge: Increasing cycling and walking can help tackle some of the most challenging issues we face as a society - improving air quality, combatting climate change, improving health and wellbeing, addressing inequalities and tackling congestion on our roads. Bold action will help to create places we want to live and work - with better connected, healthier and more sustainable communities. It will help deliver clean growth, by supporting local businesses, as well as helping ensure prosperity can spread across the country and level up our nation”. A large proportion of residents within Carlisle live and work within the city. The compact nature of the city and small travel to work area creates ideal conditions for cycling and walking, with many trips to work occurring within the urban area to a small number of major employers. This shows there is significant potential in Carlisle for more journeys to be made by walking and cycling if the right conditions are put in place. The implementation of good quality cycling and walking infrastructure is key to getting more people to walk and cycle. Many of us recognise the challenges of climate change and the urgent need to act. We know that being active is good for us and more of us have been walking and cycling throughout the Covid-19 pandemic and we would like to encourage this to continue. When asked what would make people maintain this, safe walking and cycling routes were the number one priority. As part of this partnership working we are developing a Local Cycling and Walking Infrastructure Plan (LCWIP) for Carlisle. This will identify a cycling and walking network and the improvements identified will make it easier for everyone, regardless of age or ability to feel confident that they can walk or cycle. The improvements identified in the LCWIP will be used to help to secure funding. Delivery of the improvements is subject to funding being secured. 3 Development and delivery of the Plan The Carlisle LCWIP aims to support green growth through improving connectivity, both within Carlisle City and to Longtown and Brampton. Suggested cycling and walking routes have been identified and a draft priority network is presented as part of this consultation. Some initial routes have been identified for phased delivery where funding is available. Delivery of the Carlisle LCWIP is planned in the following phases: • Phase 1: Delivery of improvements identified as part of the Carlisle Southern Link Road will begin in the Spring of 2022. The project includes a segregated cycling and walking track on the northern side of the new road. It will include cycling and walking bridges at two of the major road crossings and a connection with the Caldew Cycleway which is part of National Cycle Network Route 7. The funding has been secured from the Housing Infrastructure Fund. • Phase 2: Delivery of improvements to be identified as part of the development of St Cuthbert’s Garden Village. These will be delivered as the Garden Village is developed, and will include an east to west greenway across the site, connections to the Caldew Cycleway and routes into Carlisle City Centre. • Phase 3: Delivery of improvements identified as part of the Carlisle Cycling and Walking Plan (Subject to securing funding).     Winter Planning: 2019/20 North Cumbria A&E Delivery Board Chair: Professor Stephen Eames Draft Version:1.1 Introduction This 2019-20 winter plan is based on the 2018-19 plan and includes systems and structures already in place as well as additional actions being taken to manage this winter’s pressures. Performance over recent months against the A&E 4 hour standard has been challenged, as in the rest of England. Performance has deteriorated month on month from 87.4% in July 2019 to 79.9% in October 2019. Activity has been broadly similar to the same period in 2018 in both attendances and admissions but there are fewer beds available and the acuity of the patients has increased. North Cumbria therefore enters winter in a pressured environment and is implementing a range of improvements to manage these pressures. This plan aligns to the wider NCIC Acute Care Improvement Programme established in November 2019. Overview of the North Cumbria System North Cumbria A&E Delivery Board is coterminous with the current North Cumbria Integrated Care Partnership. North Cumbria A&E Delivery Board is identified within the Partnership as the group responsible for: • oversight and delivery of effective urgent and emergency care services • Delivering on the key urgent care standards and DTOC targets • Delivery of STP plans related to urgent and emergency care services • Developing plans for winter resilience and ensuring effective system wide surge and escalation processes exist • Supporting whole-system planning and ownership of the discharge process • Helping to implement action plans, particularly in the case of BCF Delayed Transfers of Care (DToC) plans where they could help align the discharge elements of A&E plans and DToC plans • Agreeing deployment of any winter monies that become available.

    ALLERDALE LOCAL PLAN (PART ONE) EXAMINATION Carlisle City Council Statement Matter 4 – Cross Boundary Issues in Housing Provision. 1.0 Introduction 1.1 Carlisle City Council would like to submit this written statement to confirm that the Council can meet its own objectively assessed need for housing within its Plan area, and that we do not consider that Allerdale, or any other neighbouring authority, will be required to help the Council meet such housing need. 1.2 Under the Duty to Co-operate set out in the Localism Act 2011, the two Councils have held meetings on 14th June 2012, 1st October 2012, and 24th June 2013. Among the matters discussed was the issue of whether each district could meet its housing need. At all stages it has been agreed that each district could meet its own objectively assessed housing need within their boundaries. 2.0 Carlisle District Local Plan 2015 – 2030 (preferred options) 2.0 The Local Plan for Carlisle sets out the long term spatial vision for the District for the next 15 years, the strategic objectives, spatial strategy, development management policies, specific site allocations up to 2025, and a broad location for growth from 2025 onwards. It therefore complies with the requirement at paragraph 153 of the NPPF that ‘Each Local Planning Authority should produce a Local Plan for its area’. 2.1 Between 29th July and 16th September 2013, the Local Plan (preferred options) was available for public consultation. 1 138 individual representations were received comprising expressions of support, comments and objections. 2.2 Following a compliance meeting with the Planning Inspectorate in September 2013, the City Council was advised to hold a second period of consultation on the preferred options stage of the Local Plan, primarily to give stakeholders a further opportunity to comment in particular on the development management policies, city centre policies (drafted following more recent evidence), recent evidence concerning travellers, and new potential development sites that had been promoted in response to the consultation.

Rebuilding together is a three-year project with aim to promote resilience in Communities throughout Cumbria. To encourage householders to plan for an emergency; snow, flooding, loss of power encouraging them to make adequate preparations. An information leaflet has been produced and ACT will provide copies for each home in the Parish. (distribution required) Residents to be encouraged to use existing gatherings to generate interest, including the use of Community Messaging as a source of information e.g. coffee mornings, church meetings, village halls, supported by the Parish Council. To inform and encourage the more vulnerable residents to ensure that additional support is available.
