The partnership has developed six guiding principles, which we will use to test everything that we do. If something that we are planning as a partnership does not fit with these principles then we should not be doing it.

Inclusion We will ensure that our actions improve all Aberdeenshire citizens’ ability to access our services and will take account of all factors that create a barrier to this. We will do all that we can to ensure equal opportunities and will meet all national requirements on these.

Welcome to the second Community Plan for . This Plan brings together the key actions and projects of a number of public agencies for the next four years.

The vision of the Aberdeenshire Community Planning Partnership is “Working together for the best quality of life for everyone in Aberdeenshire”. The actions within this Plan indicate how, by Partnership working, we can more ably deliver services and supports to the communities that make up Banff & Buchan.

Over the last few years Partnership working has seen many achievements within the Banff and Buchan area and a large number of these are to be found within the “Recent Achievements” section of the Plan. We hope that with your support we will be able to build on these and also hope that, based on what has been achieved to date, you might want to let us have your ideas on new priorities that we should consider in the future.

Many of the actions listed in the Plan stem from ideas and suggestions made by local communities at the various community engagement events held across the Banff and Buchan area during the course of 2009.

We are aware that some of the actions in the Plan are aspirational and will only happen if a range of factors, including funding, can be brought together. It is our hope that by working together we can strive to turn at least some of these aspirations into reality.

We hope that you will find the Plan interesting and easy to read. 1.1 Community Planning and Partnership Working bring many benefits to the communities of Banff & Buchan. By working together Community Planning Partners, along with community groups and organisations, gain a shared understanding of local issues and can endeavour to jointly deliver solutions without duplication of effort. This means that more effective solutions can be reached and delivered in the way that best suits the communities of Banff & Buchan. 1.2 The format of the Community Plan reflects the links between the Plan and the Community, Strategic and other Plans of the Council and its Partners. An important new influence is the Single Outcome Agreement (SOA) between the Community Planning Partners and the Scottish Government. We will show how the Community Plan links with the SOA on the Community Planning website. 1.3 The Single Outcome Agreement sets out the aspirations to focus Government and Public Services on creating a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth. The strategic objectives are to be: • wealthier and fairer • healthier • safer and stronger • smarter • greener.

These high level objectives filter through the Single Outcome Agreement to specify actions and outcomes at a local level.

2010 – 2014 Yachts in Banff Marina 6 1.4 The Banff & Buchan Community Plan contains the intentions of the local Community Planning Partners for developments and projects in the Banff & Buchan area over the next four years. Other actions under the various theme headings will be taken forward by various partner agencies. 1.5 The Community Plan has been drawn up by the Community Planning Partners in conjunction with the Banff & Buchan Area Management Team and consulted and commented upon by the Banff & Buchan of Aberdeenshire Council. 1.6 The Banff & Buchan Community Planning Group (BBCPG) currently consists of representatives from the following groups and organisations: Aberdeenshire Council; NHS Grampian; Grampian Police; Grampian Fire and Rescue Service; Banff & Buchan Councillors; Scottish Enterprise; BRIDGE, CVS; the Partnership; Reaching Out Project; representatives from Banff & Buchan Community Councils; the Banff & Macduff Community Trust; and the Fraserburgh Development Trust.

Fraserburgh Harbour 2010 – 2014 7 2 The Banff & Buchan Area

2.1 Banff & Buchan has a land area of 617 sq km. The population estimate for 2016 is 35,610. Throughout Banff and Buchan, there is a palpable sense of history, a history for the most part which is visible in its architecture. The elements and great physical beauty in this part of Scotland have combined to shape the work of man from times of antiquity, through the development of its early settlements, its medieval towns and villages, the building of its castles and great houses and provided the stunningly magnificent settings for its coastal villages. 2.2 Banff & Buchan’s most striking physical feature is its dramatic 77km coastline, one of considerable ecological and scenic significance, recognised in conservation designations for most of its length. Inland, the Area is characterised by an open agricultural landscape with occasional woodland, interspersed by farms and small settlements. Other physical features include the and . 2.3 The population in Banff & Buchan is expected to rise slightly in the period to 2016. Banff & Buchan’s main settlements are Fraserburgh (12,451), Banff (3,990) and Macduff (3,724). The age profile contains a higher representation of older groups than Aberdeenshire overall, but is similar to the Scottish breakdown. 2.4 The economy remains largely based on the traditional industries of fishing and agriculture. Banff and Buchan is eligible for European Union funding. This is due to its high dependency upon traditional economic sectors. 2.5 Banff and Buchan is a traditional fishing area, with over 28,000 tonnes (2008) landed at the fishing of Fraserburgh (which includes Macduff). Macduff is a major boat building and repair centre in the North East. These ports account for 32% of the value of fish landed

2010 – 2014 Banff and Macduff 8 in the North East of Scotland and 10% of the value of Scotland’s fish landings. There are an estimated 763 fishermen working from the Banff and Buchan ports, with further persons employed onshore, in fish processing, boat building and other support services. 2.6 Banff and Buchan is more self-contained than other Areas in Aberdeenshire with just over half of the working population travelling to the other Areas and to . Fraserburgh and Banff/Macduff are the Area’s two most significant work destinations. Around 44% of the residents of Banff/Macduff work there and 69% of Fraserburgh’s residents work within Fraserburgh. Despite its rural character, Banff and Buchan has the greatest proportion of households with no car in Aberdeenshire (28%). There are an estimated 313 unemployed persons in the Area (February 2008), 27% of Aberdeenshire’s jobless. This represents an unemployment rate of 1.4%. The highest unemployment rate is in the Banff ward (3.0%). 2.7 In recent years, major investment has taken place to upgrade port facilities at Macduff and Fraserburgh. Through the European Union, support has been provided to fishing dependent communities to maintain the industry and promote diversification. 2.8 Banff and Buchan’s principal tourism assets are its spectacular coastline and its great wealth of architectural interest. Due to its peripheral location, the Area has seen little tourism related development historically, although in recent years the Council and its partners have taken steps to improve this. Major attractions include Gallery, (Banff), the Museum of Scottish Lighthouses, Fraserburgh, Fraserburgh Heritage Centre, the Banff and Marinas, and Macduff Marine Aquarium. The Scottish Traditional Boat Festival which is held annually in Portsoy is an established national event. The Banff Marina was completed in 2007.

Gardenstown 2010 – 2014 9 2.9 Fraserburgh and Banff/Macduff are the Area’s main centres, with the widest range of Education Learning and Leisure facilities. The Banff and Buchan Area has 2 secondary schools, 18 Primary Schools and 1 Special Needs School. Public facilities include 2 swimming pools, 9 libraries and 2 Community Centres. (Opening times are as advertised in each location and these may vary.) 2.10 An average of around 107 new dwellings have been built annually in Banff and Buchan over the last five years, roughly 8% of the Aberdeenshire total in this period. Almost half of this development took place in the main towns of Fraserburgh, Banff and Macduff. A further 34% took place in smaller settlements with the remainder in rural areas. 62% of the housing stock is owner occupied, lower than Aberdeenshire as a whole (71%) with 30% rented from the local authority or a housing association, 4% rented privately and the remainder consisting of other tenures. 2.11 Over the last five years, an average of just 0.3 hectares per annum of land has been developed on designated industrial land allocations in Banff and Buchan, roughly 3% of the Aberdeenshire total over this period. Most of the development took place in Fraserburgh and Macduff. In terms of future developments, the area has just over 16 hectares of marketable industrial land. Land for industrial sites at Macduff and Fraserburgh has been acquired and the sites are progressing. 2.12 Banff & Buchan faces a number of key challenges for the future. There is a need to continue to work to overcome peripherality and pockets of deprivation, to widen the area’s economy and to modernise social and community facilities in the area’s rural villages.

3.1 The Banff and Buchan Community Plan aims to develop the Partners’ vision by building a sustainable economic and social future for communities in Banff and Buchan and by aiming to deliver the very best services. 3.2 The actions and projects within the Plan are organised around the five themes of the Community Plan for Aberdeenshire: A Community Wellbeing – enhance the quality of everyday life across Aberdeenshire by improving health and social care, housing and community safety B Jobs and the Economy – improve the economy of Aberdeenshire and the employment prospects of its people. C Lifelong Learning – develop and improve learning opportunities and build stronger communities in Aberdeenshire by improving knowledge and skills, developing confidence, promoting inclusion and empowering communities. D Sustainable Environment – achieve sustainability by reducing resource use, protecting our environment, combating climate change and enhancing biodiversity. E Developing Our Partnership – work together to make our partnership as efficient and effective as possible. 3.3 The local strategic intentions for these themes are shown under the relevant theme headings contained within the “Actions and Priorities” section of this document.

Sandhaven Fraserburgh 2010 – 2014 11 3.4 Cross-service working and working in partnership with other agencies and bodies is essential to the successful achievement of the Plan’s objectives. 3.5 Work is ongoing to develop forums to meet community groups’ needs. Meetings have been, and will continue to be arranged in Fraserburgh and Banff/Macduff for discussion on how these needs can best be identified and addressed.

Listed below are some of the projects which have been completed and which deliver the actions and priorities identified in the previous version of the Plan.

A Community Wellbeing a) “With Inclusion in Mind” events in both Banff & Fraserburgh – bringing people and agencies together to look at the service provision for those in our community with mental health problems, learning difficulties or personality disorders. b) Fraserburgh Academy Traffic Calming – Academy Bus Turning Circle for education – now complete. c) Construction of shared use cycle/footway Redwell Court to the cemetery in Whitehills on the B9038. d) Provision of support and assistance for vulnerable tenants – 141 customers with specific needs were assessed and/or received support and advice from specialist housing support officers. 262 improvements were made to council-owned homes to assist disabled customers. e) Tenants and Residents Association established in Banff and Macduff – empowering local people to take action on housing, environmental and social issues. f) Planning Gain is being used both to provide affordable housing units in Banff and Buchan, and also to improve Community facilities within Banff & Buchan. Examples of some of the uses of Planning Gain are as follows:

Banff Health Centre Health Point 2010 – 2014 13 Housing:

• Planning gain has been used to provide affordable housing in Fraserburgh, Macduff, Portsoy and Whitehills. Additional housing units in , Banff, Fraserburgh, and Rosehearty are expected to be completed by 2012.

Community Facilities:

• The provision of CCTV in Fraserburgh; refurbishment of the pavilion in Aberchirder; the replacement of the pavilion in Whitehills; refurbishment of Public Hall; replacement windows and doors in the Dalrymple Hall, Fraserburgh; the Town Centre Initiative in Banff (forming part of the Banff Renaissance Project); and street lighting in Whitehills; and the property enhancement scheme in Fraserburgh. g) Ongoing support for the new Development Trusts in Banff/Macduff and Fraserburgh. h) Through Community Service the following projects were achieved: • Land has been cleared of corrugated iron and barbed wire, and work done to restore ponds and paths at Puddock Howe, ; Fraserburgh Community Centre’s hall has been painted; at Duff House the fence at the playing field has been painted; public access to the area known as “Hong Kong Road” in Whitehills has been improved by cutting back gorse bushes and strimming the grass; the rooms and office at “Pitstop” Fraserburgh have been painted; and support was provided with stewarding the car park during the gala at Banff Marina. • Provision of the ‘Walking Way’ and the ‘Green Route’ in Fraserburgh – walks and walkways within Fraserburgh which, through a combination of art and landscape features, have enhanced pedestrian links between Fraserburgh’s Town Centre, Harbour and Esplanade. i) Grampian Police – recent achievements include:

• Funding awarded from the Aberdeenshire Community Safety Partnership of Aberdeenshire Council provided extra high visibility, uniformed foot patrols in various areas of Banff and Macduff following complaints from residents of a perceived increase BANFF & in anti-social behaviour and underage drinking. The Officer’s worked alongside Youth Workers from Community, Learning and Development, to interact with local BUCHAN youngsters, gauge their ideas for organised activity on a Friday and Saturday night COMMUNITY and enlist their help towards making their thoughts a reality. PLAN 2010 – 2014 14 • The Patrols proved to be very successful with a 44% reduction in vandalism in the areas concerned and, during the weekends the Patrols were in action, no reports were received from members of the public regarding anti-social behaviour or underage drinking.

Fraserburgh:

• Neighbourhood Watch Scheme initiation Robertson Road, Fraserburgh. • Inputs to /Police Station visit by/ Fraserburgh Migrant Community Group. • Drug awareness DVD for input to schools compiled by Police (School Liaison Officer)/ SWD (Youth Strategy Manager)/Education (Principal Teacher of Drama Fraserburgh Academy). • Re-assurance contact visits by Community Wardens to sheltered housing Albany Court/Windmill Court Fraserburgh and Mitchell Court, . • Establishment of monthly Friday night under 18 Disco supported by Community Warden / Community Beat Officer / Fraserburgh Youth Network. • Public Space CCTV introduced in Fraserburgh.

B Jobs and the Economy a) Support for Aberdeenshire Business Scheme – Supporting businesses in the target sectors who are creating employment and contributing to the economic development of the Area in accordance with the Council’s Economic Development Priorities to 2011. b) Servicing, marketing and development of industrial/business sites at Tarlair Business Park, Macduff and Fairney Industrial Estate, Fraserburgh. c) Provision of support to parents looking to return to learning, training or employment. The Working for Families Project provides one to one support to overcome any barriers faced when looking at improving their work situation. BANFF & BUCHAN d) Support for local Tourism groups to develop the tourism offer on the Banff COMMUNITY coast area with events such as the PLAN Coast Festival. Portsoy Players 2010 – 2014 15 e) Ongoing support for the New Development Trusts in Banff/Macduff and Fraserburgh. f) Banffshire Partnership provided with grant funding to assist with developing its services and has entered into a service level agreement to deliver three “Making it Real” exercises to communities within the Banff and Buchan area.

C Lifelong Learning

Over the last few years a considerable number of initiatives have been delivered by the Community Learning team across Banff & Buchan. Of particular note are the following:

In the Banff area:

• Tenants support – supporting (in partnership with the Tenant Participation Officer, Landscape Services and the Respect 2 team) the Banff & Macduff Tenants & Residents Association to develop an area of ground at the Leys. • Polish School – Supporting local volunteers to set up a Polish school – organised and run by parents and providing Polish cultural classes for primary and secondary aged school pupils. • Ladies B4 Lunch – a woman’s group set up in partnership with Working for Families and WEA. • Association of East European Cultures (AECC) – supporting a group of local volunteers to set up and constitute the AECC. This is an independent association focussing on furthering integrated cultural, social and educational opportunities for migrants. • “Street Haikers” – a constituted group of young people whose aims are, to inspire young people to be socially and creatively active within their own community, and to challenge and change negative perceptions of young people across the Banff area. • Further initiatives include (but BANFF & are not restricted to) – XL Support; BUCHAN School based parenting groups; COMMUNITY Parents’ Drugs Education; Banff PLAN Youth Forum; Portsoy Youth Forum; Youth Work Practitioners Group. 2010 – 2014 Fraserburgh – Saturday Morning Club 16 In the Fraserburgh area:

• Saturday Morning Group – through Community Planning a Diversity Worker has been appointed to work with the group and to support migrant workers and their families. • Light Bytes (computing) Project – Ran 86 open access sessions with approximately 300 individual learning sessions; several “Confident with Computers” groups and provided easy access to IT for various community groups on a regular basis. • Language classes – through consultation carried out at Macraes and IFC in conjunction with Scott’s Work Skills Project the need for an increase in ESOL was identified. These classes now run 5 evenings and 1 morning a week. • “Pathway for Parents”, which includes sessions for – 3B Group (pregnancy and babies to first birthday); Toy Library; Kindergym; Active Tots; Parent and Child; Crafty Kids; Parenting / support group. • Youth Promotion Event Committee – working towards Youth Achievement awards whilst organising a Fraserburgh Youth Promotion event. • Further initiatives include (but are not restricted to): – Step Up; More Choices, More Chances; Youth Bank; We Are Now Generation; Fraserburgh Youth Forum; Youth Work Practitioners Group.

D Sustainable Environment a) Restoration of 2-4 Old Castlegate grade B listed building – now fully restored in partnership with North East Scotland Preservation Trust, Banff Renaissance, Historic Scotland, Heritage Lottery and other funders. b) £180,000 committed to the repair of 32 listed and historic properties in the Banff Conservation Area through Banff Renaissance. c) Banff & Buchan Core Paths Plan at formal consultation stage. d) External funding secured and Management Plans being drafted for woods at Duff House and Lusylaw Woods. e) Castle and Peathill Kirk Trust has formed a partnership with Aberdeenshire Council EL & L to use the project as a learning source. Website designed and BANFF & operational and interpretation panels on site. BUCHAN f) Tarlair outdoor swimming pool complex feasibility study completed. COMMUNITY PLAN 2010 – 2014 17 E Developing our Partnership a) Continue to work with the Banffshire Partnership and its constituent groups in providing “bottom up” community planning and enabling community aspirations to be met. b) Support, through staff time, existing budgets, land and existing facilities, community fund raising, Banffshire Partnership and Area Top Up budget, for Community Councils and other community organisations in Banff & Buchan to work up proposals for and develop community play, sports, recreation and other community facilities to promote vibrant communities and partnership working. c) Promoted annual Community Council Forum – bringing together representatives from the 14 Community Councils in the Banff & Buchan area, local Councillors, representatives from the Banff & Buchan Community Planning Group, and Community Council representatives from the Community Planning Board and Executive. The Forum provides Community Councils with an opportunity to share information and to encourage their involvement in the Community Planning process. d) Establishment of a Youth Workers Network Group in Fraserburgh – consisting of representatives from the Reaching Out Project Fraserburgh, Community Learning, Police, Community Wardens, Junior Arts Society, local churches, local residents associations, Fraserburgh Academy, Link Up, Fraserburgh Development Trust & local business. e) Multi Agency Speed Networking Event held with various partners from the voluntary & statutory agencies in attendance. The event promoted the services & facilities of each agency and allowed new contacts to be made. f) Regeneration Outcome Agreement – Fraserburgh North. This project has been set up to ensure that services, learning opportunities, information and advice are accessible and relevant to the local residents in the area. Fraserburgh Reaching Out Project has developed various local partnerships with community activists and volunteers (including Fraserburgh North Residents Association, the church, and Working for Families) as well as developing and supporting existing groups in the area. Various sub groups meet on a regular basis tackling issues around health, employment, BANFF & youth opportunities and reducing the social isolation of older people. BUCHAN g) In March 2009 the Reaching Out Project won the “Best Team” award at the COSLA Excellence Awards in Edinburgh and also picked up a silver award in the “Advancing COMMUNITY Community and Citizen Well Being” category. A Community Wellbeing

We will work to develop a caring community which supports its more vulnerable citizens and promotes community wellbeing. With the active participation of service users and carers and in partnership with local agencies, we will promote socially inclusive policies.

A1 Aberdeen Telecare Project – piloting the use of Telecare to support people at home – including reduction of delayed discharge, prevention of unplanned hospital admission, increase independence at home and prevention of admission to care home settings. Funding for the Aberdeen Telecare Project has been continued until March 2010. A project Manager has been appointed with a 2-year contract from September 2009 to mainstream Telecare services for adults across all of Aberdeenshire. Banff Primary 2010 – 2014 33 C11 Provision of leisure activities for young people in Fraserburgh North and the surrounding areas. A survey of young people from Fraserburgh Academy was conducted in order to identify what facilities they would like in the town. As a result of this the following projects have been, and are being, developed:

a) “Audacious Disco” – Monthly disco/club nights for under 18s, supported by the Police and local business community. b) Pilot by Junior Arts Society of Cinema – the Dalrymple Hall Cinema has been made available for use by young people in the area and will embark on a new programme early 2010.

C12 Investigate potential for provision for learning trade skills. The Banff & Macduff Community Trust have identified this as a priority for the Banff area and will develop a project plan to investigate this further. C13 Junior Warden Scheme. Grampian Police and Community Warden Service are currently working with 16 primary seven school pupils from Fraserburgh on this award winning six week scheme which is

The scheme is to be extended in 2010 to include pupils from Fraserburgh’s satellite villages. C17 Promote cultural and heritage opportunities for people of all ages – see C9. The museum service will work to improve and promote access to the collections of Aberdeenshire Council and explore opportunities for developing partnership working such as Fordyce Joiners Workshop and the Sandhaven Meal Mill. The service will also explore the opportunity for developing a community partnership museum in Banff. 7.1 In order for the Banff & Buchan Community Plan to be effective it is important that it is monitored and reviewed on a regular basis. The prime responsibility for monitoring the Plan lies with the Banff & Buchan Community Planning Group who will monitor the actions within the Plan on a six monthly basis. 7.2 The Community Planning Partners will advise the Banff & Buchan Community Planning Group on the progress of their agency’s actions on a regular basis. 7.3 Progress with the Banff and Buchan Community Plan will be discussed with Councillors of the Banff & Buchan Area Committee every six months.
