Zoning Here is a brief overview of New York City’s zoning: There are three basic zoning designations within New York City: residential (R), commercial (C), and manufacturing (M). The three basic categories are further subdivided into lower, medium, and higher density of residential, commercial, and manufacturing districts. Development within these districts is regulated by use, bulk, and parking regulations. Residential zoning districts range from R1 (the lowest density) to R10 (the highest density).
