The Standard Template report has been utilised to inform the layout and required content of the Final Report. LGA Overview Tweed Shire covers 1303 square kilometres and adjoins the NSW shires of Byron, Lismore and Kyogle to the south, with the NSW/Queensland border to its north where it divides the twin towns of Tweed Heads and Coolangatta. With 37 kilometres of natural coastline, wetlands and estuarine forests, lush pastoral and farm land, the entire basin of the Tweed River and mountainous regions containing world-heritage listed national parks, Tweed comprises a unique and diverse environment. Tweed valley is encircled by four World Heritage listed national parks which offers a picturesque and rugged beauty. The valley is the ancient remains of a shield volcano with Mt Warning (1156 meters) at the volcanic core. The steep rim of the surrounding ranges, or caldera, have offered a catchment for the Tweed River whose short tributaries have carved out the caldera. Tweed Valley supports an abundant variety of rainforests, eucalypt forests and coastal wetlands which embellish the natural beauty of the area which along with the coastal lifestyle and climate are major attractors for both tourists and people relocating to the area.     Open Space Strategy 2019 – 2029 Community Engagement Report Stage 1, March 2016 Living and loving the Tweed OPEN SPACE STRATEGY: CONSULTATION FINDINGS BACKGROUND Council is developing an Open Space Strategy (OSS) that will provide the framework by which Council will enhance, protect and manage its open spaces over the next ten years. Council’s open spaces includes: parks, sports fields, natural areas, foreshore areas and paths for walking and cycling. As part of the process, Council will also review its provision of playgrounds, outdoor fitness equipment, dog exercise areas, bush trails, spaces for community gardens and community events. Open spaces are significant and valuable assets and provide direct benefits to our community: health, wellbeing, social, environmental and economic benefits. Council’s vision is to create a quality, diverse and accessible open space system that meets the current and future needs of our community. COMMUNITY ENGAGEMENT The key aim of the OSS community engagement was to identify the community’s needs, preferences and aspirations for open spaces in Tweed Shire. The outcomes of the community engagement activities will inform the development of the OSS. STAGE 1 The initial community engagement for the OSS included the following: Development of a ‘pop up’ park, which travelled to 10 community events across Tweed Shire during November and December 2016 including: Chillingham Markets, Pottsville Markets, Kingscliff Markets, Rotary Duck Race in Kingscliff, Kingscliff TAFE Orientation Day, Tweed City Shopping Centre, John Follent Park in Tweed Heads, Murwillumbah Farmers Market, Murwillumbah Agricultural Show and an event hosted by the Tweed Heads Canine Club. Residents had the opportunity to complete the following surveys: Open Space Survey, Youth Survey, Child Survey and Playground Survey.

Tweed Shire has highly diverse Crown Land system which over the past years have been the subject of CEC campaigns. CEC support that all Crown lands remain in public ownership for the benefit of the community. In this shire Crown Land forms a major part of the Coastal Reserve, includes areas of high conservation value vegetation including EEC’s and SEPP 14 and 26 vegetation communities, recreational areas, scenic areas, open space and linkages for movement of flora and fauna. The remaining Crown Lands in this state and in Tweed Shire are under increasing pressure from proposed activities such as residential and industrial developments, major roads, caravan parks and an airport extension. This submission addresses the terms of reference of the NSW Upper House is conducting an Inquiry into Crown land. a) the extent of Crown land and the benefits of active use and management of that land to New South Wales, Crown land must be retained throughout the state for public access and use from active recreation through to minimal use in locations where conservation is a priority. In northern NSW Crown Land extends along the coastline and is used for a range of activities such as beach access, walking, fishing, vegetation restoration by Dunecare groups and enjoyment of the natural environment.

The disaster resulted in the deaths of six members of the community, the flooding of over 2,100 homes and businesses, and many millions of dollars of damage to private and public infrastructure. In the wake of the disaster, Tweed Shire Council was faced with an enormous cleanup and restoration task estimated at approximately $45M. Damage included $25M of road infrastructure, $5M for dozens of buildings, $2M for flood levee, local airport, waterway infrastructure, and multiple pump stations and treatment plants within Council’s water and wastewater systems. Council also collected the equivalent of two thirds of the annual household waste volume within the first few weeks following the event. Furthermore, clean-up and restoration was hampered by the inundation of Council’s main depot; resulting in the loss of the depot administration building, workshops, stores, and almost one third of the plant and vehicle fleet. As well as the usual restoration and recovery actions, Council responded with a suite of novel approaches aimed to enhance outcomes for the community while reducing the long term impacts of the flood. These included free building damage assessments, free health advice for food businesses, raising more than $440,000 in the Mayoral appeal for those unable to access insurance or grant funding, expanding voluntary house purchase areas, free land swap for businesses situated on flood prone land, a “no wrong door” policy for businesses, and delivering all restoration works on top of the existing $60M capital works program.
