Rasband, The Church of Jesus Christ of Latter−Day Saints. PRAYER BY ELDER RONALD A. RASBAND Dear God, our Father in Heaven and Father of us all. We thank thee for the privilege of assembling in this historic and beautiful chamber this morning. We are grateful Father in Heaven for this great land of America, this free country that we live, and for the history that is here in the great state of Utah. We are grateful for the privilege of being here together and appreciate those who have been elected to office to represent the people of this great state. We are grateful for the past leadership of this House and we pray for the incoming leadership of the House that they will be wise and use good judgement as we move forward the affairs of the state. Heavenly Father we thank thee for the service of each of these elected officials, we’re grateful for their willingness to run for public office and we pray that as they serve that thou wilt bless their affairs that they may prosper as they work diligently and serve the people here in the House in this great chamber. We thank Thee for their families and pray a blessing upon their families as well. -

At the time, Hughes said he and Rep. Jim Dunnigan voted for the Utah Access Plus plan. A plan that had been negotiated with top Republican leaders. Reporters criticized the house leadership for holding the closed meeting and not allowing the public to hear the debate of leaders At the time Hughes suggested that reporters ask all the members of the 63 person caucus how they voted if they wanted to know exactly who voted for what "I don't think they're going to hide it. Ask em where they're at, I think they'll tell you where they are," said Hughes So that's what we did, we emailed and called every Republican lawmaker in the caucus to find out how they voted. We do know the proposal failed overwhelmingly, one lawmaker says the vote was 57-7. ABSTRACT This qualitative-interpretive case study explores the topic of administrative ethics. It centers on allegations of corruption concerning Utah’s former Attorney General, John Swallow, who resigned from office in December 2013. This study addresses how key components of a culture of power contribute to public corruption. Semistructured interviews and archival research comprise the methods utilized. Administrative ethics approaches—the public interest approach, the social equity approach, the virtue approach, and the relational approach—serve as lenses to further assess the case study findings. -

With strong support from our governors, our legislators, and the State Board of Education, the number of charter schools in Utah has seen continued growth. In fact, we currently have 127 schools in operation statewide as of school year 2017. Our charter schools continue to emphasize quality, innovation, and creativity. They are increasing choices of learning opportunities for students and generating new and exciting opportunities for educators. Utah charter schools continue to experiment with new models of instruction and accountability as they focus on learning outcomes and student academic growth. As the largest authorizer in Utah, the State Charter School Board is working hard to enhance the charter school movement in Utah and is moving in some exciting directions. Testimony of Levin Center at Wayne Law before Pennsylvania House State Government Committee Hearing on Emergency Contracts July 20, 2021 Thank you for this opportunity to testify on behalf of the Levin Center at Wayne Law.1 The Levin Center was established to honor Senator Carl Levin who, after serving 36 years in the U.S. Senate representing the state of Michigan, has left a legacy demonstrating the value of fact- based legislative oversight conducted on a bipartisan basis. The Levin Center honors that legacy by promoting fact-based, bipartisan legislative oversight by Congress and the 50 state legislatures. We both work for the Levin Center, Elise Bean as director of our Washington office and Ben Eikey as manager of our state outreach effort. We would first like to commend the Committee for holding this hearing to examine how the Pennsylvania legislature can better oversee state contracts issued on an emergency basis and help safeguard taxpayer dollars and ensure contractors perform as promised. States spend billions of taxpayer dollars each year through contracts, enlisting companies and others to address critical public needs, including health care, education, housing, and transportation. The pandemic heightened the importance of contract oversight as states spent billions of federal and state dollars through contracts to combat COVID-related problems. Because of the rapid spread of the virus and its devastating impact on businesses, communities, and families, much of the pandemic contract spending was distributed on an emergency basis. Oversight of those emergency contracts – to ensure the price was reasonable, the contractor had the needed resources, and the work actually got done – is critical to protecting not only taxpayer dollars but also supporting communities, businesses, and families. -
