Some traveled from as far away as Chattanooga to hear such bands as the Rank Strangers, Hollow Creek and the Dillon Band perform. Many of the out- of-town guests said they were follow- ers of festivals where bluegrass music is played. The high-stepping Tennessee Country Cloggers also entertained the crowd. The Rank Strangers, which started off the music at 11 a.m., was the fi rst band to play at the new park. Eaton Senior Policy Analyst Department of Historic Resources 1 National Historic Preservation Act of 1966 The National Historic Preservation Act sets forth national policy, a broad philosophy, and a framework for decision making. The Legal Framework: Federal Preservation Responsibilities Section 106 requires that all federal agencies consider historic properties as part of their decision-making and calls for an advisory review of all federal undertakings What is Section 106? • The head of any Federal agency having direct or indirect jurisdiction over a proposed Federal or federally assisted undertaking in any State and the head of any Federal department or independent agency having authority to license any undertaking shall, prior to the approval of the expenditure of any Federal funds on the undertaking or prior to the issuance of any license, as the case may be, 4 • take into account the effect of the undertaking on any district, site, building, structure or object that is included in or eligible for inclusion in the National Register. The head of any such Federal agency shall afford the Advisory Council on Historic Preservation...a reasonable opportunity to comment What is Section 106? Always spunky and devoted to music, she quit school at the age of fifteen to work in a drug store and help support her single mother and younger brother and sister. In return, her mother dedicated her spare time to helping Patsy's career, and drove her to Nashville when she was only sixteen for her first Grand Ole Opry try-out. Patsy was never shy about self-promotion and impressed everyone the moment they heard her. Ironically, her music talent was never really rewarded until “Walkin’ After Midnight”, which was recorded ten years after she began singing professionally. Her incredible rendition of this song on the Arthur Godfrey Talent Scouts in 1957 not only won the contest, but finally set her on the road to the acclaim she deserved. It was followed three years later by the memorable “I Fall to Pieces”. Then came “Crazy” (written by Willie Nelson), “She's Got You”, “Leavin' on Your Mind”, “Sweet Dreams” and “Faded Love”. Her last single release was “A Closer Walk with Thee”. -

According to Nassour, Cline (1932-1963) was the first woman to demonstrate that country music could appeal to a wide audience. She apparently had few close friends, but she showed generosity to any number of people, particularly talented young women singers such as Dottie West and Loretta Lynn. Her long-term association with producer Bill McCall was, financially, "probably the single biggest mistake Patsy made in her professional life," claims Nassour, but he gives McCall great credit for promoting Cline's career. Although Cline died in a plane crash 30 years ago, her musical influence has persisted. -

CPC and its partners will build a radiating network of public programs, tours, and special event throughout the Winchester region to celebrate the life and legacy of Patsy Cline.
