On 19 October, the Government of Japan hosted a meeting between IUCN experts and local stakeholders of Iriomote Island as a part of the on-site review by IUCN. At the meeting, the experts then noted their comments as tentative evaluations, including the outcome of the on-the-spot review. The most important points of their comments are as follows; Firstly, in the context of inscription on the World Heritage List the most outstanding issue for Iriomote Island is the potential for adverse effects from tourism/visitors pressure on the ecosystem. They also expressed a sincere concern about the prediction of an increase in visitors to Iriomote Island, predicted to be more significant than the 3 other nominated areas. Based on their observations, they suggested that the key measure for protection and management of Iriomote Island as a World Natural Heritage is to introduce a “holistic (comprehensive)” approach (management) to address increasing tourism/visitor pressure. They also referred to the fact that only some voluntary restrictions have been introduced in a few rivers so far, and recommended the participants at the meeting to have a vision with regard to the limit of the number of visitors to be allowed to enter in the Island overall in other words, to envision what the carrying capacity is for tourists. Judging from their comments , the requirements for the said holistic or comprehensive management should include; (a) Thinking about the island as a whole unit; (b) Consistency and Integrity; (c) Sufficient effectiveness; and (d) Serving as a total volume control to tourism/visitors pressure. While JTEF evaluated and made recommendations on necessity for extending the areas of the nominated property and a significant improvement of the management plan in the previous report , this report intends to add 2 new points as follows; Firstly, more caution is needed to address increased pressure on the natural property caused by an increase of tourism/visitor pressure due to being added to the World Heritage List will be discussed (Section 1). Iriomote Island has already experienced sharp increases in tourists triggered by specific events in the past, so a similar situation is likely to happen if it becomes listed (“1.1”). Recently, the number of Iriomote cat road kills has been increasing and reached a record-high of 7 cases in 2016. This trend may be caused by an acclimatization of individual cats to human beings possibly due to the past 10 years of increasing numbers of visitors coming for invasive “eco-tours” which have penetrated into the critical habitat of Iriomote cats (“1.2”). Based on this, introduction of a comprehensive 4 management of tourism/visitor pressure, which strictly meets the 4 requirements, will be necessary (“1.3”). Secondly, the total volume control to be placed on tourism/visitor pressure where management is a serious issue on Iriomote Island will be discussed. The official institution of a comprehensive management scheme needs to first of all be based on a set of concepts, principles and legal framework for the entire island. Then step-down management for the especially vulnerable and small-scale ecosystems separately designed units can be effectively planned, implemented and enforced. Just what level of planning and enforcement required to manage Iriomote Island should be discussed thoroughly. Especially the case study of stream ecosystems in the North Coast Section which is one of the most critical habitats for the Iriomote Cat (“Section 2”). 1 More caution is needed to address increased pressure on the natural property caused by an increase of tourism/visitor pressure due to being added to the World Heritage List 1.1 Expected increases in the number of visitors /visitors for “eco-tour” entered in Iriomote Island 1) Relationship between number of visitors and transportation The visitors from inside Japan and overseas would arrive at Ishigaki Airport or Ishigaki Port (by cruise ships), and then board an express liner / ferry or a charter boat at the Ishigaki Remote Islands Terminal Port bound for either Ohara (East Iriomote) or Uehara, West Iriomote. 【Entry into Ishigaki Island by air】 Figure 1 show the number of visitors who arrived at Ishigaki Airport. It was significantly pushed up by the liberalization of air fare in 2000, then suppressed by the economic recession subsequent to the Global Financial Crisis in 2008 and continued to decline until the year of the Great East Japan Earthquake in 2011. However it recovered rapidly by the launch of the new Ishigaki Airport in 2013 which improved the access to Ishigaki Island supported by direct flights provided by Low-cost carrier (LCC) airlines. Visitors exceeded 1 million for the first time in the year. The number of visitors declined slightly due to the withdrawal of a LCC company but it soon recovered by the entry of another LCC, and is maintaining a record-high-level now. 【Entry into Ishigaki Island by sea】 Figure 2 shows the number of visitors who arrived at Ishigaki Port by sea. The number of visitors can be determined by the number of entry and the size of the ships. The number of entries was ranked 3rd in the country1 at 65 times in 2013, which followed #1 Yokohama Port (152 times) and #2 Kobe Port (101 times). In 2016, 11 cruise ships entered in Ishigaki Port at 84 times in total2.

They are placed within the Clavulariidae and form a sister clade basally to the genus Knopia Alderslade & McFadden, 2007 and species of Clavularia Blainville, 1830. The polyps of this new species show morphological variation in both shape and sclerite density, but there is conformity in the typical overall petal shaped tentacles, which have fused pinnules (pseudopinnules).

Satoh2 1Nihon University, Japan 2Nihon Harbor Consultants Ltd., Japan Abstract Okinawa Prefecture marked the 40th anniversary of its reversion to Japanese sovereignty from US control in 2012. Such isolated islands are almost under the environment separated by the mainland and the sea, so that they have the economic differences from the mainland and some policies for being active isolated islands are taken. It is necessary to promote economical measures in order to increase the prosperity of isolated islands through initiatives involving tourism, fisheries, manufacturing, etc. In this study, Ishigaki Island was considered as an example of such an isolated island. Ishigaki Island is located to the west of the main islands of Okinawa and the second-largest island of the Yaeyama Island group. Ishigaki Island falls under the jurisdiction of Okinawa Prefecture, Japan’s southernmost prefecture, which is situated approximately half-way between Kyushu and Taiwan. Both islands belong to the Ryukyu Archipelago, which consists of more than 100 islands extending over an area of 1,000 km from Kyushu (the southwesternmost of Japan’s four main islands) to Taiwan in the south. Located between China and mainland Japan, Ishigaki Island has been culturally influenced by both countries. Much of the island and the surrounding ocean are protected as part of Iriomote-Ishigaki National Park. Ishigaki Airport, built in 1943, is the largest airport in the Yaeyama Island group. The runway and air security facilities were improved in accordance with passenger demand for larger aircraft, and the airport became a tentative jet airport in May 1979.

    季 刊 地 理 学 Vol. 47 (1995) pp. 1-12 Quarterly Journal of Geography Developmental Processes of Mangrove Habitat Related to Relative Sea-level Changes at the Mouth of the Urauchi River, Iriomote Island, Southwestern Japan Kiyoshi FUJIMOTO* and Yasuhiro OIINUKI** Abstract In order to clarify geomorphologically the developmental processes of the mangrove habitats of Iriomote Island, topographic and surface geological surveys were performed along four lines in and around the mangrove habitat at the mouth of the Urauchi River in northwestern Iriomote Island. As a result, it was learned that the mangrove habitat of Iriomote Island has migrated in response to relative sea level changes. It is especially worth noting that the mangrove habitat abruptly moved seaward by a relative sea level fall that occurred about 1,000 yrs BP. During the rising sea-level phase between 2, 000 yrs BP and 1, 000 yrs BP, the mangrove forests of the island retreated, landward, which indicates that they are possibly more sensitive to sea-level changes than mangrove forests of tropical areas such as Micronesia and the Philippines, where landward movement of mangroves during this period has not recognized. On the other hand, at the Rhizophora stylosa habitat situated in the inner mangrove forest, it was found that the mangroves have maintained their habitat and position by accumulating mangrove peat against relative sea level rise after 260 yrs BP. ABSTRACT A regional map of mangrove forests was produced for six islands located in the southern part of Japan by integrating the spectral analyses of Landsat Enhanced Thematic Mapper plus (ETM+) images with a digital elevation model (DEM). Several attempts were applied to propose a reliable method, which can be used to map the distribution of mangrove forests at a regional scale. The methodology used in this study comprised of obtaining the difference between Normal- ized Difference Water Index (NDWI) and Normalized Difference Vegetation Index (NDVI), band ratio 5/4, and band 5, from Landsat ETM+, and integrating them with the topographic information. The integration of spectral analyses with topographic data has clearly separated the mangrove forests from other vegetation. An accuracy assessment was carried out in order to check the accuracy of the results.

Fish samples were collected by cast nets, hand nets, and angling. In total, 5,747 individuals representing 13 orders, 47 families, 104 genera and 155 species were recorded from four mangrove estuaries. The number of species was found to increase from north to south. In terms of individual numbers, several species represented dominant key species, which comprised over 50 % of the total number of individuals collected in each estuary. In terms of the number of species per family, the most dominant family was the Gobiidae in each river and accounted for 25.5 % of the total number of species that appeared in the Gesashi River, 30.2 % in the Shimajiri River, 40.7 % in the Nagura River, and 38.1 % in the Urauchi River. The diversity of fish species found in the Okinawan mangrove estuaries was considered to be similar to or greater than those in other tropical regions.

The Iriomote cat Prionailurus iriomotensis occurs only on Iriomote Island in the Ryukyu Archipelago of southern Japan. The population is estimated at 100 individuals and is on the decline. We examined resource overlap for prey and habitat between this species and introduced cats Felis catus by scat census and analysis of scat contents. The distribution of scats was completely different between the two species. The distribution of scats from Iriomote cats was associated with environmental factors such as vegetation types and terrain conditions, while the distribution of scats from feral cats mainly depended on locations of garbage dumps. Although the feral cat heavily utilized human rubbish, it also preyed upon thirteen species of native animals, ten of which were also used by Iriomote cats. From 1997 to 2001, the number of observed scats from Iriomote cats declined significantly, while feral cat scat became more common. Feral cats on Iriomote Island still depend on humans, but the expansion of their distribution into habitats of Iriomote cats may increase the competition for prey and habitat resources in the future. Mandibles from Iriomote Island were smaller in size than those from the other localities. Specimens from the Taiwanese population significantly differed from the Mie or Tanba (Honshu) samples in some important measurements such as length of the mandible, although the Mie samples were similar to the Taiwanese ones in many measurements especially in males, while the prin- cipal component charts showed that the Taiwanese population is separated from the Oita and Miyazaki (Kyushu) populations for older age classes.

Administratively, the Ryukyus are divided into two prefectures: Kagoshima Prefecture including Yoron Island and other islands in the northeastern part, and Okinawa Prefecture including other islands in the southwestern part (Fig. 1). Biogeographically, on the other hand, the Ryukyus are primarily divided into three major areas by two geographical gaps, namely the Tokara and Kerama gaps. The northern Ryukyus comprise the Osumi Group and most of the Tokara Group; the central Ryukyus consist of the remainder of the Tokara Group, and the Amami and Okinawa Groups; and the southern Ryukyus include the Miyako and Yaeyama Groups (e.g., Tagawa and Miyagi, 1991; Yokota, 1997).
