EXP Services Inc. (EXP) was retained by M. Flaman Productions Ltd. (the “Client”) to conduct a Phase One Environmental Site Assessment (ESA) of the property located at 68-76 Wyndham Street South, Guelph, Ontario (hereinafter referred to as the “Site” or “Phase One Property”). The Site is currently zoned for residential property use. It is EXP’s understanding that the Site is proposed to be developed as a apartment building and may require the filing of a Record of Site Condition (RSC) on the Ontario Ministry of the Environment, Conservation and Parks (MECP’s) Brownfields Environmental Site Registry in accordance with Ontario Regulation 153/04, as amended (O. Reg. 153/04). Thus, in accordance with the requirements of O. Reg. 153/04, a Phase One ESA was conducted to evaluate the current Site conditions to support an RSC filing. The Site is an “L”-shaped property that is 0.13 hectares (0.32 acres) property located on the east side of Wyndham Street South (formerly Crawford Street) in Guelph, Ontario. Note: In the vicinity of the Site, Wyndham Street South runs in a northwest/southeast direction. For the ease of reporting, Wyndham Street South will be referred to as running in a north/south direction and surrounding properties and physiographic features will be oriented as such. The Site is located in an area of mixed residential, institutional and commercial land use. The nearest waterbody is the Speed River which meanders throughout the Phase One Study Area and is located approximately 85 m north, 120 m west and 190 m south of the Site. The Site is currently developed with a slab-on-grade, wood framed commercial building (former car sales and rental business), and single-family residential building with basement level with approximate footprints of 75 m 2 (830 ft 2) and 65 m 2 (685 ft 2), respectively. There is a wood framed detached garage located in the southeast corner of the Site. Refer to the Site Location Plan, Figure 1a, and the Site and Surrounding Land Use Plan, Figure 1b. EXP could not confirm the exact date of the first development of the Site. However, based on a review of available information (chain of title search and available online historical archives), the parcel of land which included the Site was first patented by the Crown in approximately 1832. The first recorded deed was issued to Samuel Crawford. To date, the Site, at least in part, has been owned by independent persons with the exception of Guelph Carpet Mills Company (also known as Guelph Carpet and Worsted Spinning Mills Ltd. and Guelph Yarns Ltd.) between 1902 and 1949. However, the fire insurance plans (FIPs) reviewed did not provide coverage of the Site, indicating that the Site was not developed at the time the Site was owned by Guelph Carpet Mills Company. According to aerial photographs, the Site is occupied by an inferred residential dwelling on the south side of the Site and an inferred commercial building on the central portion of the Site from 1964 to 2018. According to the review of city directories, the Site was occupied by car rental sale and sale operations between 1976 and 2006 as well as residential between approximately 1955 and 2011. A previous Phase I ESA conducted by Trow Associates Inc. (the former identify of EXP) indicated that the Site was occupied by a Tastee Freeze (1969-1970) and Jack’s Pizza (1970-1980). Phase One Environmental Site Assessment 68-76 Wyndham Street South, Guelph, Ontario KCH-00252519-A0 May 30, 2019 portion of the Site is currently rented out for parking and the residence on the south side of the Site has been converted into separate units for student rental housing. The Phase One Study Area consists of properties located within 250 m of the Site boundaries. The Phase One Study area encompasses lands in the City of Guelph generally extending east from Gordon Road to Neeve Street and south from Surrey Street West extending to the green space located on the south side of the Eramosa River. Land uses within the Phase One Study Area are a mixture of commercial, residential and light industrial development. Roads, including names, within the Phase One Study Area are identified on Figure 1b. Current observations, records and historical information pertaining to the Site and previous assessments were evaluated in relation to on-and off-Site PCAs. Three on-Site PCAs were identified during this Phase One ESA and are shown on Figure 3A, including: • 28. Gasoline and associated products in fixed tanks (Furnace Oil AST) • 30. The off-Site PCAs are shown on Figure 3A and include: • 28. Gasoline and associated products in fixed tanks (71 Wyndham Street South) • 34. Metal Fabrication (67 Wyndham Street South) • 37. Operation of dry-cleaning equipment (77 Wyndham Street South) • 52. Storage, maintenance, fueling and repair of equipment, vehicles and material used to maintain transportation systems (71-75 Wyndham Street South) • 54. Textile manufacturing (Guelph Carpet and Worsted Spinning Mills, east of Neeve Street between the Speed River and Howitt Street and Canadian Textile & Weaving Co. Limited, east side of Wyndham Street South, south of Speed River (formerly 30-33 Crawford Street now 67 Wyndham Street South)) Off-site PCAs distanced enough from the Site and/or cross-gradient in relation to the inferred groundwater flow direction to the north/northwest.
