It is not the purpose of such an investigation to establish blame or liability. Accordingly, it is inappropriate that RAIB reports should be used to assign fault or blame, or determine liability, since neither the investigation nor the reporting process has been undertaken for that purpose.

Annex Regeneration & Leisure Executive Board Report Welsh Church Fund 2016- 2017 Report Author: Caroline Owen [email protected] Tel: 01269 590216 Balance Available: £163,000 Report Value: £17,624.00 1 of 7 Application Reference – WCF- 16-01 Project Title Chapel Refurbishment & Repairs Applicant Bethel Chapel Project Description Dre-fach Felindre is a village in Carmarthenshire, West Wales. It is located four miles south-east of Newcastle Emlyn. It lies at the confluence of three fast-flowing streams, the Nant Bargod, Nant Esgair and Nant Brân, where their steep-sided valleys open out into the Teifi Valley. In the 19th and early 20th century it was an important centre for the woollen industry and was given the epithet, "the Huddersfield of Wales". As the population increased, the villages of Dre-fach and Velindre extended and merged to form the present community. Bethel Baptist Chapel is situated in Drefach, built by Daniel Davies, in 1889-90, it has a typical plastered front with centre arch and Florentine timber tracery Dre-fach Felindre has little industry today. The mills still stand as monuments to the past but have been put to other uses. One now houses the National Woollen Museum, another a furniture warehouse and others have been converted to residences or accommodation for holiday visitors. There is a post office, a few shops, a church, several chapels and a primary school, Ysgol Gynradd Penboyr. There is a community hall, the Red Dragon Hall, and a children's playground. This funding request is to refurbish the Chapel, upgrade to include external fascias and guttering, internal plastering and decorating, also repairs to the graveyard gates.

Carmarthenshire Local Planning Authority PLANNING ANNUAL PERFORMANCE REPORT 2019 (Reporting period April 2018 – March 2019) PREFACE I am delighted to introduce the Fifth Annual Performance Report for Carmarthenshire County Council’s Planning Service, a service which plays a key role in delivering Council priorities, which will cover every aspect of people’s lives. I fully welcome the Planning Annual Performance Report (APR), as it captures the ongoing work being carried out on improving performance and will form a basis for year-on-year analysis. Good planning is at the heart of what we are about as a Council, making good, safe places for our residents to live, work and enjoy their leisure time in. The planning service can help in delivering these aims whilst generating growth in the economy and protecting our natural habitats. The adoption of the Planning (Wales) Act in July 2015 has introduced a number of new challenges and the implications of that Act continue to filter through in the form of secondary legislation and guidance. Other relatively new Acts that have significant implications for the planning process in Wales include that of the Environment (Wales) Act 2016 and Historic Environment (Wales) Act 2016. This Council will continue to look at embracing the move towards positive planning that the Planning Act prescribes. Councillor Mair Stephens Deputy Leader 1 Introduction The purpose of this Annual Performance Report is to set out the planning context over the period 1 April 2018 to 31 March 2019 for Carmarthenshire. The report excludes parts of the County covered by the Brecon Beacons National Park Authority, as they have their own Development Management function and Local Development Plan, and will have prepared their own Annual Performance Report for the same period.
