HHHHHHBHHHBBHBBBHHHHHHHBHHHHHHHHHHHHHHHHHHHrlHHHHHHHHHHHHHHHHHHHH HHHHHHHHHHHHHHH H THE IUN The Independent UFO Network had life breathed into it by a complicated series of blood sacrifice rituals, in September 1987, and was moulded from the souls of the West Yorkshire UFO Research Group <WYUFORG) and the West Yorkshire UFO Network <YUFON>, together with many hitherto independent investigat ors from all over the U.K. The Network exists as a non-dogmatic, free- floating pool of active researchers and investigators working together by consent and agreement, not rules. We have no membership, you are in it if you think you are. The IUN operates a policy of total freedom of information, witness details where applicable excluded, and will assist other researchers of the UFO phenomenon to the best of its abilities. !lL completed IUN case files are open for inspection, comment and re- evaluation. The IUN holds no fixed viewpoint as to the ultimate nature of the UFO enigma, respecting individual beliefs and freedoms in such matters, although if you believe in something strange we 1 11 probably poke fun at you. Closely linked with the F. U.N. <Freemasons Ufology Network- why else do you think Philip Mantle wears his left trouser leg rolled up) 1 the I UN have spies everywhere- be careful, what you are thinking now is being recorded. Seriously, we aim to get things done without constraint. The IUN also operates the 24 UFO Hotline, courtesy of Philip Mantle at his numb~r above, and is involved in Project Pennine <co-ordinator David Clarke), a long term study of anomalous light phenomena in the Pennine region of the U.K. All enquiries about the IUN, case files, UFO BRIGANTIA etc should be addressed via one of the contact addresses above. In a pretentious attempt to cultivate an enigmatic persona, the IUN no longer tells people why UFO BRIGANTIA is named thusly, hoping instead that strange theories will spring up to account for it. eeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee CONTENTS Editorial Andy Roberts 3 GEPAN News Perry Petrakis 6 Reagan Retires Werndna Strebor 7 Hessdalen Update :Mentz Kaarbo 8 New Scientist, CSICOP & UFOs Jenny Randles 14 UFO Lecture News IUN 17 Updates From The States Jim :Melesciuc 18 Alternative 3 !UN 20 Reviews Philip Foster 21 Lincolnshire Lights David Clarke 22 News Various 26 Letters Petrakis, Staithes 27 Nazi UFOs IUN 28 UFO BRIGANTIA MARCH "8 9 <<3>> saw this massive thing, all colours and with a domed top, near the quarry where Mike Sachs had had his sighting. UFO WAVES: AN INTERNATIONAL BIBLIOGRAPHY Vicente-Juan Ballester Olmos FOTOCAT Project [email protected] Introduction In the study of UFO phenomena there are several topics that emerge as key issues for the understanding and potential resolution of this worldwide enigma. The subject of UFO waves and UFO flaps is, evidently, one of these. Compiling bibliographies of research items has been a recurrent interest in my investigative life (1-7), as I have always thought that, as in mainstream science disciplines, progress is linked to the knowledge of prior work in the field. Those who ignore what their senior colleagues have produced on a given matter waste time duplicating past efforts or are unable to build upon previous finds. Over the years, the field of ufology has produced many authoritative bibliographies. With a few exceptions, these are general lists of literature, sometimes annotated, but usually not organized by topic (8-28). Nevertheless, these assist the researcher and represent an academic advancement. As I am committed to the concept of achieving a synthesis of knowledge in some of the main areas of the study of UFOs (29), I think a more pragmatic approach is to design a series of very specific, subject-focused bibliographies. As a practical example, I have combed through my files to create a thorough bibliography of articles and papers related to the mystery of UFO waves, those periods when UFO reporting increases noticeably and suddenly with respect to average historical records. I have been assisted by a number of top scholars who have contributed references, actual materials, pdfs and online links to create what is intended to be a comprehensive list of the literature on this subject published all over the world.

Abstract Background: The aim of this study is to investigate whether the public believes high cost patients should be a lower priority for public health care than low cost patients, other things being equal, in order to maximise health gains from the health budget. Semi-structured group discussions were used to help participants reflect critically upon their own views and gain exposure to alternative views, and in this way elicit underlying values rather than unreflective preferences. Participants were given two main tasks: first, to select from among three general principles for setting health care priorities the one that comes closest to their own views; second, to allocate a limited hospital budget between two groups of imaginary patients.

It was born out of the recognition that scientific discovery and the creation of plausible fictional scenarios are often two sides of the same coin. Each relies on an understanding of the way the world works, coupled with the imaginative ability to invent new or alternative explanations—and even other worlds. Authored by practicing scientists as well as writers of hard science fiction, these books explore and exploit the borderlands between accepted science and its fictional counterpart. Uncovering mutual influences, promoting fruitful interaction, narrating and analyzing fictional scenarios, together they serve as a reaction vessel for inspired new ideas in science, technology, and beyond. Whether fiction, fact, or forever undecidable: the Springer Series “Science and Fiction” intends to go where no one has gone before! Its largely non-technical books take several different approaches. Journey with their authors as they • Indulge in science speculation—describing intriguing, plausible yet unproven ideas; • Exploit science fiction for educational purposes and as a means of promoting critical thinking; • Explore the interplay of science and science fiction—throughout the history of the genre and looking ahead; • Delve into related topics including, but not limited to: science as a creative process, the limits of science, interplay of literature and knowledge; • Tell fictional short stories built around well-defined scientific ideas, with a supplement summarizing the science underlying the plot.

Imagine what it must be like for the cyborgs depicted in the Space Man comic book series (Dell, 1962). The US government has joined the Galactic Guard, pitching in to defend peaceful worlds from evil aliens. Some brave American men have volunteered to become cybernetic organisms that can handle living in outer space. 1 XR #137 High tech mechanisms have been added to each volunteer through surgery. Cyborg conversion means no more need to breath oxygen or depend upon food for energy. Human lungs have been replaced with an oxygen and carbon dioxide converter. A cyborg is enwrapped in a special skintight protective covering that blocks his mouth and ears. He can only communicate through a speaker embedded in his chest. And as for hearing -- no go. He has to lip read what a normal person is saying. (Microphones couldn't be installed? Lousy cyborgizing.) Not discussed is what happened to the sex organs. Most likely they were no longer needed like the lungs. The cyborgs play important roles in the Galactic Guard. They go into battle against alien enemies. And they also wait on tables. That's right. When the normals sit down for a meal cyborgs are waiters, hauling trays back and forth. Did the man who volunteered to be cyborgized know he was going to do menial chores like serving meals? Cyborgs probably do the dishes and clean the toilets. Now that's patriotism.

In order to increase quality of life and community sustainability the environmental and social sustainability of housing must also be taken into consideration. The paper considers the application of a methodology that can be applied to assess the affordability of different housing locations in a sustainable manner, taking into account a range of economic, environmental and social criteria. The COPRAS method of multi-criteria decision making (MCDM) is selected and applied to three residential areas as an example of how sustainable housing affordability can be assessed using a MCDM method.
