In late 2017 the UK government published a white paper, Industrial Strategy: building a Britain fit for the future. As well as detailing a range of plans and proposals for strategic government intervention in the development of the UK economy and industry, it reaffirmed the government’s view of the importance of Place, describing it as one of the ‘five foundations of productivity.’ This SIA differs from others completed in waves 1 & 2, in that it takes a whole ecosystem approach around a specific business, London Heathrow Airport. In doing so, we view Heathrow as both an ‘Anchor Business’ for the 400 businesses that come together to operate Heathrow and their supply chains, and as a ‘Connectivity Institution’, enabling people and products from across the UK to connect with the emerging economies within Asia and South America.

It pays track access charges to Heathrow for the use of the track from Airport junction to the airport stations, and also pays track access charges to Network Rail for use of the track from Airport Junction to London Paddington.
