SUPPLEMENTARY DEMANDS FOR GRANTS (GENERAL), 2017-2018 AND DEMANDS FOR EXCESS GRANTS (GENERAL), 2014-2015 SHRI K. C. VENUGOPAL initiating said: I would like to point out some serious concerns relating to the economic situation of this country. The common people of the country have not come out of the shock of demonetization. The Government claimed that the demonetization would boost the economic growth in the country and would end all types of extremism in the country. But the actual figures give a very opposite picture. The Government has a duty to inform the Parliamentarians the exact figures on three points. How much demonetized currency has come into the banking system after demonetization? How many new notes have been printed so far? How much black money is unearthed? We expect answers to these three major questions from the Finance Minister today. If he cannot disclose that information in the current session, at least he can give a date when he is going to disclose it. The main argument is that demonetization was against fake currency. But, the data shared by the Government and the RBI reveal that the Government has failed to check the circulation of fake currencies. Another argument is that demonetization was meant for encouraging digital transactions. According to official data, the number of digital transactions which grew significantly in the aftermath of demonetization last year, has started showing a declining trend since March 2017. The other argument was that it will curb terrorist activities in the country including Kashmir. But, what is happening in Kashmir? The situation in Kashmir is beyond our control. All of these show the complete failure of all claims made during demonetization. As far as the job scenario is concerned, according to the data released by Centre for Monitoring Indian Economy, 1.5 million jobs were lost in India during the first four months of 2017. The Prime Minister had claimed to provide two crore new jobs to the youth of India. But what is actually happening? Even the employed people are losing their jobs because of Government's economic policies. Moreover, the Government decided to stop the LPG subsidy. All the poor people are suffering because of the activities of the Government; only the poor people are being targeted while rich people are getting exemptions. The entire State of Kerala is dependent on tourism which is the largest employment generating sector. But introducing 28 per cent GST on tourism has hit the entire tourism sector in the State hard. The economic condition of the country is in a very disturbing state. Demonetization and hasty implementation of GST have failed in all their aims. They have shattered the backbone of our economy. Demonetization has led to overall destruction in agriculture, small-scale industry, tourism, construction, and manufacturing activities. SHRI NISHIKANT DUBEY: Our Government is very much concerned about the development of villages, the poor, farmers, women, workers, Scheduled Castes and Scheduled Tribes of this country. Similarly, the Government has taken care of all States including Jammu & Kashmir, Himachal Pradesh, Eastern States and Uttarakhand in the budget and for this very purpose the Government has presented Supplementary Demand for Grants and all sections of the House should support Government in this noble cause. In the Demands for Grants, Demand No.15 is about Price Stabilization Fund for pulses. This Government has made a provision of Rs.500 crore in this Budget for Price Stabilization Fund for essential commodities. Secondly, our Government has given emphasis on the Prime Minister Rural Digital Literacy Mission. We are marching towards digital economy. So the Government is making efforts to promote the BHIM App. For this purpose, provision of Rs.100 crore has been made. When this Government came to power, there was a huge mistrust between the Center and the States. States were not ready to follow the instructions of the Central Government. When this Government came to power in 2014, the arrears of the states to the tune of approx Rs.33,000 crore to Rs.50,000 crore was outstanding. The previous Government had not paid the dues of the States and due to this mistrust State Governments were not willing to implement the GST. So in the very first meeting of GST our Government made it clear that it is ready to pay the dues of the State Governments. Our Government has provided approx Rs.50,000 crore from first allot year 2010-2011 to 2014-2015. Our Government has provided approx Rs.64-65 crore for the welfare of aged people. The second demand is related to health sector. I would like to thank the Government for making a provision for All India Institute of Medical Sciences in the backward area of Deogarh and for this purpose this Government has provided approx. Rs.150 crore in this Supplementary Demand for Grants. This Government has also created a time bound fund under the Pradhan Mantri Sinchayee Yojana and has undertaken works on 92 projects to provide irrigation facilities to the farmers and to increase the area under irrigation and cultivation. Besides, Rs.200 crore have been provided to create fund for regional connectivity. Air services should not be restricted only to the metro cities like Mumbai, Delhi and Madras. It will be made available to the small cities also. In the end, I would like to reiterate that this Government is committed towards the welfare of the poor. *SHRI R.K. BHARATHI MOHAN: It is a matter of concern that there is no mention in the Supplementary Demands for Grants about the drought situation which has drastically affected the agriculture and farmers of Tamil Nadu. I therefore urge upon the Union Government that a special assistance package should be provided to Tamil Nadu as a relief measure to address the severe drought * Original in Tamil situation in the state.
