It is part of the Local Green Spaces 30 Government’s new approach to planning, which aims to give local people more say about Biodiversity 31 what goes on in their area. However, all Plans must be in line with higher level planning Heritage Assets 31 policy, namely the 2012 National Planning Policy Framework and the 2011 Harborough Core Climate Change 31 Strategy. The overall requirement is that a Neighbourhood Plan has a presumption in favour of sustainable development. 9 BILLESDON village DESIGN statement 33 a The Billesdon Neighbourhood Development Plan (the Plan) relates to the whole of the Parish of Billesdon. An important part of the Plan concerns where new housing and new 10 SUMMARY OF BILLESDON PLANS 46 employment should go, but it is about much more than this. The Plan includes a wider range of topics, such as services and facilities, traffic and transport, and environment and climate 11 NEXT STEPS change. Referendum 48 a The Plan has been prepared by the accountable body – Billesdon Parish Council – Monitoring And Delivery 48 and covers the period to 2028. The Parish Council has been assisted by the Billesdon Neighbourhood Development Plan Group (BNDPG), comprising some 15 volunteers drawn 12 GLOSSARY 49 from the residents of the Parish. The BNDPG has undertaken extensive consultations with the people of Billesdon, including others with an interest in the Parish, and has considered 13 ANNEXE 49 their views in preparing the Plan. The consultations have included: a public meeting; several community consultation events; questionnaire surveys with young people, formally constituted groups, the owners of businesses and managers of services; and meetings with interested landowners and developers. Community Vision The Community was consulted on its Vision for the Parish in 2028 with the following results: a Maintaining the character of Billesdon: the Community places value on a village whose rural character and sense of community have been maintained. Value is also attached to preserving the appearance of the village by the managed integration of new housing built to high standards of design. Protection and enhancement of the countryside landscape, wildlife habitats and biodiversity also form part of the Community Vision, as well as containing through traffic and parking problems at manageable proportions. a Developing a sustainable community: the Community wants to maintain an integrated mix of people across a range of personal characteristics, as well as meeting their housing needs through the development of a mixture of housing types built on a restricted number of sites integral to the village. The Community also values meeting its varied educational, medical, recreational, leisure and retail needs by a range of sustainable services and facilities, underpinned by a strong local economy. Such a rich history can be explained by Tilton’s location, at the crossroads of two ancient, pre-Roman pathways that date back to the Bronze Age. Furthermore, the village was recognised not only as ‘The Best Village in Leicestershire’ in the Calor Village of the Year Awards 2009, but also as the ‘Sustainability Village of the Year’ for the Midlands in the same year. An achievement that can be considered the fruits of ‘Tilton Green’s’ labour – a community centred on improving Tilton’s environmental record (discussed in Tilton Parish Council section). Lastly, Tilton is among one of the highest places in east Leicestershire, standing at 219 metres above sea level near the peak of the High Leicestershire area.

    Appendix 1 Great Glen Neighbourhood Plan Consultation Statement Introduction 1.1 This Consultation Statement has been prepared to fulfil the legal obligations of the Neighbourhood Planning Regulations 2012. Section 15(2) of Part 5 of the Regulations sets out what a Consultation Statement should contain. According to the Regulations, a Consultation Statement: a) contains details of the persons and bodies who were consulted about the proposed neighbourhood development plan; b) explains how they were consulted; c) summarises the main issues and concerns raised by the persons consulted; d) describes how these issues and concerns have been considered and, where relevant, addressed in the proposed Neighbourhood Plan. The purpose of this document This document provides a record of the engagement that took place regarding the Great Glen Neighbourhood Plan area and related Neighbourhood Planning body. The main methods used to publicise the engagement process are also documented, along with the main findings from the engagement. A formal engagement period provided members of the public and other key stakeholders an opportunity to submit comment on the proposed neighbourhood plan area and proposed neighbourhood planning body for Ripley.     ORM THE SERPENT: A taLE OF VIKING LEICESTERSHIRE Michael Wood It is a real pleasure, and a great honour, to be elected President of the Society – an undeserved honour given such distinguished predecessors. Local history is the root of history, and Leicester is the home of local history. Almost at the start of British writing on local history, following Lambarde in Kent, came Burton’s Description of Leicestershire (which went through Ned Blunt’s printing shop at the same time as the First Folio).1 Burton planned no less than three village histories – Lindley, Theddingworth and Dadlington – and his notebooks are a still untapped source of material, including his transcripts of lost Leicestershire Hundred Rolls in the Bodleian Library which would be a very valuable and exciting task for a local historian with Latin, following the model of the Kent Hundred Rolls Project. Later, as local studies burgeoned the London printer John Nichols compiled perhaps the greatest local history ever written, The History and Antiquities of the County of Leicester, which is still a gold mine for the local historian. That impetus continued throughout the nineteenth century when this society was founded in 1855. Then from the 1930s came a new golden age (a long one – for we are still in it!) when Frank Attenborough brought the Devonian Bill Hoskins here (there are photos of young David counting hedgerows around Oadby!). From then on the Transactions contain a roll call of the great historians who have shaped every generation of students since and opened local studies to a far wider public, nationally and internationally.

    Harborough District Council Settlement Profile: Billesdon May 2015 General Introduction This settlement profile has been prepared as part of the evidence base for the preparation of the new Local Plan. The new Local Plan, which will cover the period 2011 – 2031, will review and replace existing Core Strategy policies. New evidence in the Strategic Housing Market Assessment (2014) shows that the number of new homes needed annually across the District to 2031 is substantially higher than the figure set out in the Core Strategy. The new Local Plan will set out a strategy to meet these higher housing numbers, whilst ensuring that sustainable economic development is supported, infrastructure is delivered, local communities are protected, environmental capacity is respected, the quality of the built environment and heritage assets are protected and the level of development is not disproportionate to the size of the settlement and the level of services. This profile seeks to summarise currently available evidence in relation to the settlement which, along with other evidence, will be used in determining the appropriate amount of development to be directed to the settlement to 2031. The profile does not seek to set out future policy as this will be done through the new Local Plan and any reference to Core Strategy policies is to provide context only. Section D of the profile sets out the findings of the Strategic Housing Land Availability Assessment (SHLAA) for the settlement. It should be noted that the sites shown are not allocations and their inclusion in no way implies that planning permission for housing will be granted.
