You have the option of downloading a blank, hard copy FWAB to complete by hand, or proceeding through electronic completion of the FWAB using the website’s FWAB Wizard. The first page of the FWAB is a Voter Declaration/Affirmation you must complete in order for your ballot to count. After completing the Voter Declaration/Affirmation, use the initial election notice issued on the 100th day before the election and the updated election notice issued on the 45th day before the election as a guide to: (1) write the name of each candidate or issue contest for which you are casting a vote and then (2) write the name of your choice of candidate or choice for or against an issue. After you have completed the FWAB, you must PRINT the ballot and MAIL it to your county board of elections at this address: 135 Courthouse Plaza, Wauseon, OH 43567. A complete listing of all county board of elections mailing addresses and contact information is available at http://www.sos.state.oh.us/SOS/elections/electionsofficials/boeDirectory.aspx#dir.     January 14, 2011 LIMITED CAPITAL BILL EXPECTED Legislative leaders suggested late last week that the next capital appropriations measure is likely to be reduced and possibly absent any funding for community projects. While expected, the development would prove a setback to local government entities and other groups that were hoping for state help to bolster public improvement works. One of the biggest items of unfinished business from the last General Assembly, the bricks-and- mortar bill never got past the planning stages. The Strickland Administration had penciled in a budget of $1.8 billion in bonds for such a bill that could be issued by the state while staying within the 5% constitutional debt limit. In recent capital budgets about $100 million was set aside for local requests, which amounted to only a fraction of the total of the mostly bond-backed measures. Nevertheless, the earmarking scramble always seems to consume much of the legislators' attention in processing the measures, which mostly fund new and ongoing construction and upkeep at state-owned facilities. Due to the economic climate, the general revenue fund portion of recent capital budgets had all but disappeared. With a huge GRF budget crunch looming in the next biennium, and a new legislature stocked with lawmakers who campaigned for reduced government spending and lower taxes, policymakers appear poised to dial back even more in an effort to curb future debt payments. Senate President Tom Niehaus (R-New Richmond) said in an interview that while the matter hadn't been fully discussed with the incoming Administration, he foresaw a minimalist approach to the next capital measure.

    December 12, 2016 131ST GENERAL ASSEMBLY ENDS LAME DUCK SESSION WITH SEVERAL MUNICIPAL ISSUES ADDRESSED The lame duck session ended Friday morning at about 3:30 am and as the dust settled, we’re proud to report that Ohio municipalities were able to claim a number of victories, a few draws, and only a limited number of losses. Now, we immediately turn our agenda to the next General Assembly, with the release of our first broad based policy report tomorrow. We would like to express our gratitude toward the many members of the General Assembly who worked with us on these many issues. Many members worked with us late into the night many times and worked hard to consider our concerns. Below, we review the legislation that effected municipalities in the final days of the session. Each of the following bills has been sent to Governor Kasich for his consideration. First, is Senate Bill 331, introduced by Senator Bob Peterson (R-Washington Court House). The original bill would regulate the sale of dogs from pet stores and dog retailers and to require the Director of Agriculture to license pet stores. This bill was introduced to create a statewide regulatory framework for pet breeding. The OML opposed this portion of the bill as an infringement on Home Rule and “single issue rule” problems which is the part of the Ohio Constitution that prohibits the legislature from passing bills with multiple subjects. This bill became a “Christmas tree bill” where numerous amendments were added, including language from AT&T on the 5G roll out Amendment 1: As mentioned above and as many of our members are aware, the House Finance committee amended the bill to create new regulations concerning micro wireless facility operators for their use of municipally owned land.

For example, in Georgia, Stacey Abrams defeated another woman, Stacey Evans, to win the Democratic primary for governor; Abrams is the first African American woman to ever be a major-party nominee for governor in US history. In addition, a record number of women have filed to run for US House (“2018 Summary”). Women are opening their pocket books in record numbers: in 2014, the last midterm election, 198,000 women contributed $200 or more to a federal campaign or political action committee. By July of 2018, three months before the midterm election, 329,000 women had contributed, and they were contributing to female candidates (Bump, 2018). As one political commentator explained, “As the midterms near, there are signs that an energized base of women will play a significant — and probably defining — role in the outcome” (Bump, 2018). This paper will explore the trends in women running for public office in Ohio; more specifically, are we seeing an increase in the number of women running for US Congress, state legislature, governor and other state-wide offices? In 1992, the original “Year of the Woman,” we saw a spike in the number of female candidates across the nation at the state and national level.

Election Review + What’s Next for Ohio We’re Going to Campaign like it’s 2018! by Steve Tugend Last night, when all of the Republican statewide officeholders were declared victors in their reelection bids, the 2018 gubernatorial race quietly began. Thanks to Article III Section 2 of the Ohio Constitution, not only is Governor John Kasich unable to run for a third term, but his statewide colleagues, Mike DeWine, John Husted, Dave Yost, Mary Taylor and Josh Mandel, will be unable to seek an additional term in their current positions in the 2018 election. While Yost, a former county prosecutor, is expected to seek the attorney general’s position in that year, there could be a crowded GOP field vying for governor in the 2018 election. Husted, DeWine, Mandel and Taylor could all enter the race. However, one of these four may opt to run against Senator Sherrod Brown that year. Matt Borges, the Chair of the Ohio Republican Party, is likely to lose sleep worrying about avoiding a repeat of the 2006 gubernatorial race debacle where Jim Petro and Ken Blackwell collided in a vicious primary battle that resulted in Democrat Ted Strickland clobbering the Republican nominee and the GOP statewide ticket winning only a solitary seat thanks to Mary Taylor.

    Nick Teti Testimony 1-29-2020 SB 33 To the Honorable Chairman Jamie Callender and Members of the Public Utilities Committee, I am an Ohio citizen who has testified and attended meetings five times before the Senate and House on the issue of SB 33 over the past couple of years. My round trip to Columbus is two hundred miles. I spent a good deal of time researching and composing my testimony. I have no regrets about the time and effort I have invested in having my voice heard on this legislation. I feel privileged to be a part of a nation that gives me the right to share my opinions and ideas with my lawmakers. My participation in the legislative process, however, has opened my eyes to a troubling paradigm has taken root in the Ohio Legislature. SB 33 falls into the pattern of much of our current legislation. Legislation is introduced at secret meetings to key legislators representing states across the nation. It is then carried to state legislatures and shepherded through the committees by corporate lobbyists and politicians influenced by large campaign contributions. In order to get reelected our lawmakers must acquiesce to promoting the drafted legislation or face well-funded corporate challengers and hostile political ads in their next primary election contest. The distribution and support for this autocratic boardroom agenda is carried out by a coordinated group of organizations known collectively as the State Policy Networks. The coordinating entity behind all of this legislation by proxy, payoffs to lawmakers, and distorting public perception of issues and candidates with unlimited spending is the American Legislative Exchange Council, (ALEC), an industry lobbying front group that gets away with masquerading as a 501c3 charity.

    March 17, 2017 On Tuesday, the House Finance Subcommittee on State Government and Agency Review held extensive hearings regarding the municipal income tax provisions in the Governor's proposed budget. The League was on hand to chronicle the testimony presented and the subsequent "Q&A" from committee members (which is always a critical component of the information gathering exercise that are committee hearings) to testify and to support the witnesses who came to the committee to defend their communities financial integrity. We want to thank all of the great professionals to who came out to support and give testimony. We also want to thank the many legislators who were very engaged and thoughtful during very long committee hearings on often very technical testimony this week. The following are full reviews of the testimony presented and conversations that followed, as the House continues to review the centralized collection and throwback language. We feel that because the issues included in HB49, the state operating budget bill, impacting the municipal income tax particularly, are such critical issues to Ohio's cities and villages, that our members would be interested in a detailed reporting of the House committee actions. The following is lengthy, but for those that are interested in accessing as much information on the topics as possible, we hope this timely information is helpful. EXTENSIVE HEARINGS ON MUNICIPAL TAX ISSUES HELD On Thursday, the House Finance Subcommittee on State Government and Agency Review held hearings on the tax portions on HB 49, the Governor's proposed budget. Tina Timberman, Tax Administrator for the City of Athens, gave testimony on how both the centralized collection of municipal net profits for income tax and the elimination of the "throwback" rule would harm her community, impacting not only the local government but businesses, and tax preparers and accountants.
