Sir, This has reference to your application No.129 /VP(P)/APlIC/EIA/IP- Naidupeta dated 07.11.2015 submitted the above proposal to this Ministry for seeking Terms of Reference (ToR) in terms of the provisions of 'the Environment Impact Assessment (EIA) Notification, 2006 under the Environment (Protection) Act, 1986. 2. The proposal for 'Naidupeta Industrial Park' at MenakURU & Konetirajupalem Villages, Naidupeta Mandai of District S.P.S.R. Nellore (Andhra Pradesh) by And ra.PRadesh Ind~s_~rial Infrastructure Corporation Limited, was considered by the Expert Appraisal Committee (EAC) in the Ministry for Infrastructure Development, Coastal Regulation Zone, Building/ Construction and Miscellaneous projects, in its 154th meeting held on 22nd - 23rd December, 2015. 3. The details of the project, as per the documents submitted by the Project Proponents (PP), and also as informed during the above said EAC meeting, are reported to be as under:- (i) The proposal involves proposed Naidupeta Industrial Park at Menakuru & Konetirajupalem Villages, Naidupeta Mandal of District S.P.S.R. Nellore (Andhra Pradesh) by Andhra Pradesh Industrial Infrastructure Corporation Limited which would function as an industrial package with all the required facilities to ensure sustainable developmen t of small, medium and large scale industries with sufficient provision for future growth and expansion. The location of the site is 79°49' 37.25"E & 130 55' 33.16" N. (ii) Andhra Pradesh Industrial Infrastructure Corporation Ltd (APlIC) has identified around 1244.02 acres (503.44 ha) of land for this green field project. The project includes following facilities/ activities: '. Plotted Area - 933.81 Acres • Roads Area - 103.56 Acres • Open Space - 124.88 Acres •CFC Area - 1'5.20 Acres Prcposal :\o.iA,AP/SCPj32695j201S Page 10(6 • Buffer + Green Belt Area - 66.57 Acres (iii) Although, there is no forest area involved in the project site, yet there are Reserve Forest/ Protected Forests in 10 km radius study area. (iv) The project site is well accessible from NH-16/ 15 connecting Chennai with Kolkata. Tirupati Airport is 42.5 km and Krishnapatnam port around 47 km from the site. Most of the area has been classified as 'scrub land'. Other land uses are single crop, barren/waste land. The project site is devoid, of any human settlements, and there shall be no.requirement of.land acquisition, resettlement or rehabilitation. (v) Total water demand for the proposed park estimated as 6.4 MLD, is to be sourced from Telugu Ganga Canal (TGC), nearly 20 km west. APIIC is in the process of seeking approval from I&CADDepartment to tap water from TGC. (vi) Nearly 4.5 MLD of effluent will be generated when the IP is fully operational. About 10% (0.45 MLD) generated during initial stages of operation shall be sent to CETP of 1 MLD capacity proposed for the entire cluster. (vii) Water bodies: There are numerous water bodies in the immediate vicinity of the project site. Canal is passing within the layout of Naidupeta IP, which is in dry condition. Existing canals will not be disturbed as part of the project development. (viii) Power demand for different uses is estimated as 48.6 MVA. (ix) Hazardous wastes shall be disposed off to TSDF as per MSIHC Rules. (x) Investment/Cost: The total cost of the project is Rs.94.77 crore. (xi) No Court cases/litigation is pending against the project -and/ or land In which the project is proposed to be·developed. ·'.r"'_ (xii) Employment potential: The total estimated employment generation In Naidupeta-IP is 22,292 no's. (xiii) Benefits of the project: The Project will have significant beneficial impacts on both urban and rural economy in the project area. T e proposed industries in the Naidupeta-IP shall open up new and better employment opportunities for the local population. Farmers and their families will also benefit from expanded opportunities for seasonal employment elsewhere to earn supplemental incomes. Rural village level enterprises will also prosper, promoting local economic growth. Manufacturing spurs demand for a numbe-r of inputs from raw materials to intermediate components. Robust manufacturing growth would provide an impetus to services and agriculture, and will act as source of gainful employment in the project region. This will result in the higher standard of living of the local population. 4. The proposal was considered-by the EAC in.iss l54th meeting held on 22-23 December, 2015 and recommended for grant of ToR. As per the recommendation of the EAC, the Ministry of Environment, Forest and Climate Change hereby accords ToR for 'Naidupeta Industrial Park' at Menakuru & Konetirajupalem. Villages, Naidupeta MandaI of District S.P.S.R. Nellore (Andhra Pradesh) by Andhra Pradesh Industrial Infrastructure Corporation Limited, for preparation of the Environment Impact Assessment Report and Environment Management Plan (EMP)with the specific and general conditions as under: (i) Different types of industrial units or other auxiliary facilities shall be identified at the earliest for better infrastructure planning. (ii) Different environmental parameters shall be firmed up for ascertaining the requirement/ adequacy of CETP, TSDF etc, for ensuring environmental safeguards and meeting with the statutory requirements, Proposal No.lA/AP/NCP/32695 /2015 Page 2 er e (iii) Reasons for selecting the site with details of alternate sites examined/ rejected/ selected on merit with comparative statement and reason/basis for selection. The examination should justify site suitability in terms of environmental damage, resources sustainability associated with selected site as compared to rejected sites. The analysis should include parameters considered along with weightage criteria for short-listing selected site. (iv) Submit the details of the land use break-up for the proposed project. Details of land use around 10 km radius of the project site. Analysis should be made based on latest satellite imagery for land use with raw images. Check on flood plain of any river. (v) Submit details of environmentally sensitive places, land acquisition status, rehabilitation of communities/ villages and present status of such activities. (vi)Examine the impact of proposed project on the nearest settlements. (vii) Examine baseline environmental quality along with projected incremental load due to the project taking into account of the existing developments nearby. (viii) Environmental data to be considered in relation to the project development would be (a) land, (b) groundwater, (c) surface water,_ (d) air, (e) bio- diversity, (f) noise and vibrations, (g)socio economic and health. (ix) Submit a copy of the contour plan with slopes, drainage pattern of the site and surrounding area, and any obstructio 1 of the same by the project. (x) Details regarding project boundary passing through any eco- sensitive area and within 10 km from eco- sensitive area. (xi) Green buffer in the form of green belt to a width of 15 meters should be provided all along the periphery of the industrial area. The individual units should keep 33% of the allotted area as a green area. (xii) Submit the details of the trees to be felled for the project. (xiii) Submit the details of the infrastructure to be developed. (xiv) Submit the present land use and permission required for any conversion such as forest, agriculture etc. (xv) Submit details regarding R&R involved in the project (xvi) Zoning of the area In-'terms of 'type' ~f industries' coming-up in the industrial area based on the resource requirement along with likely pollutants with quantity from the various industries. (xvii) The project boundary area and study area for which the base line data is generated should be indicated through a suitable map. Justification of the parameters, frequency and locations shall be discussed in the EIA. (xviii)Submit Legal frame work for the implementation of Environmental Clearance condition - to be clearly spelt out in the EIA report. Proposal !\0.L.o.IAP/NCP/32695 /2015 Page 3 of6 (xix) Submit Roles and responsibility of the developer etc for compliance of environmental regulations under the provisions of EP Act. (xx) Site justification of the identified industry sectors from environmental angle and the details of the studies conducted if any. (xxi) Ground water classification as per .the Central Ground Water Authority. (xxii) Submit the source of water, requirement vis-a-vis waste water to be generated along with treatment facilities, use of treated waste water along with water balance chart taking into account all forms of water use and management. (xxiii)Rain water harvesting proposals should bejriade with due safeguards for ground water quality. Maximize recycling of water and utilization of rain water. Examine details. (xxiv)Examine soil characteristics and depth of ground water table for rainwater harvesting. (xxv) Examine details of solid waste generation treatment and its disposal. (xxvi)Examine and submit details of use of solar energy and alternative source of energy to reduce the fossil energy consumption. (xxvii)In case DG sets are likely to be used during con truction and operational phase of the project; emissions from DG sets must be taken into consideration while estimating the impacts on air environment.
