We welcome everyone to this morning’s hearing on Oversight of the Department of Justice, and we wel- come our witness, the Acting Attorney General of the United States Matthew Whitaker. Before we turn to the business at hand, I want to take a moment to comment on the passing of our friend and former colleague Chairman John Dingell of Michigan. Representative Dingell was elected to Congress in 1955 and went on to become the longest serving Member of Congress in the history of the United States and, by virtue of enduring accomplishment, one of the greatest. He was a presence in the hearing room, a determined investigator, and a true believer in congressional oversight. Chairman Dingell will be missed. Mr. COLLINS. Mr. Chairman, can I just echo that as well, and you know, for Mr. Dingell’s service and also with our colleague Debbie during this time. Our thoughts and prayers are with them, and the service that he rendered, I will agree with you on that. Chairman NADLER. I thank you. I will now recognize myself for an opening statement. Mr. Whitaker, I want to begin my remarks by commending the tradition of independent law enforcement at the Department of Justice. As you and I both know, it is the career officials at the De- partment, the FBI, and the U.S. attorneys’ offices whose commit- ment to the rule of law protects our democracy. Given the focus of this hearing, I therefore feel compelled to single out for praise the career ethics officials who helped you transition into your role as Acting Attorney General. On December 20th, in a letter from the Department meant to justify some of the decisions we will examine here today, Congress learned the following, quote: In a meeting with the Acting Attorney General’s senior staff, ethics officials concluded that if a rec- ommendation were sought, they would advise that the Acting At- torney General should recuse himself from supervision of the spe- cial counsel investigation because it was their view that a reason- able person with knowledge of the relevant facts likely would ques- tion the impartiality of the Acting Attorney General, close quote. In other words, even though you apparently did not ask for their advice on this topic, these career officials went out of their way to tell you that your many past public—many public past criticisms of the special counsel’s investigation were grounds for you to step aside. Chen Spring 2015 The Disability Drive © Anna Mollow, 2015. 1 Abstract The Disability Drive by Anna Mollow Doctor of Philosophy in English University of California Berkeley Professor Kent Puckett, Chair This dissertation argues that the psychic force that Freud named “the death drive” would more precisely be termed “the disability drive.” Freud‟s concept of the death drive emerged from his efforts to account for feelings, desires, and actions that seemed not to accord with rational self- interest or the desire for pleasure. Positing that human subjectivity was intrinsically divided against itself, Freud suggested that the ego‟s instincts for pleasure and survival were undermined by a competing component of mental life, which he called the death drive. But the death drive does not primarily refer to biological death, and the term has consequently provoked confusion. By distancing Freud‟s theory from physical death and highlighting its imbrication with disability, I revise this important psychoanalytic concept and reveal its utility to disability studies. While Freud envisaged a human subject that is drawn, despite itself, toward something like death, I propose that this “something” can productively be understood as disability. In addition, I contend that our culture‟s repression of the disability drive, and its resultant projection of the drive onto stigmatized minorities, is a root cause of multiple forms of oppression.

On top of that, Chabot has used his political organization to enrich his family. But when it comes to helping your family pay the bills, Chabot has voted 15 times to increase health care costs and take away protections for people with pre-existing conditions in Ohio, like asthma, cancer and diabetes. The Chabot Campaign Released A Justice Department Letter Stating That An FBI Fraud Investigation Into Former Chabot Campaign Manager Jamie Schwartz After $123,000 Went Missing From Chabot’s Campaign. “The campaign of U.S. Rep. Steve Chabot, R-Westwood, released correspondence from the Justice Department that confirmed for the first time that Chabot’s former chief political aide, Jamie Schwartz, is under investigation for fraud. […] The July 21 Justice Department letter to the Chabot campaign’s attorneys in Washington, D.C., Jones Day, discusses a 2011 Jeep Wrangler seized by the FBI in its investigation of Schwartz. ‘An investigation conducted by the Federal Bureau of Investigation has determined that Steve Chabot for Congress is a victim of the violation of law which resulted in the seizure and forfeiture of the above-referenced property,’ the letter, signed by Stephen Jobe, chief of the department’s legal forfeiture unit, states. […] About $123,000 went missing from the campaign. About a year ago, Schwartz closed his consulting business and vanished from the local political world. He could not be reached for comment. Schwartz has not been charged with wrongdoing. The Justice Department letter said the amount of forfeited funds “available for remission” is $13,255.20.

Admittedly, it makes an exception for Konstantin Kilimnik, about whom it provides five pieces of evidence and a comment redacted for sources and methods reasons — on top of repeating the FBI’s assessment — that he’s spooked up. Manafort told the Office that he did not believe Kilimnik was working as a Russian “spy.”859 The FBI, however, assesses that Kilimnik has ties to Russian intelligence.860 Several pieces of the Office’s evidence-including witness interviews and emails obtained through court-authorized search warrants-support that assessment: Kilimnik was born on April 27, 1970, in Dnipropetrovsk Ob last, then of the Soviet Union, and attended the Military Institute of the Ministry of Defense from 1987 until 1992.861 Sam Patten, a business partner to Kilimnik,862 stated that Kilimnik told him that he was a translator in the Russian army for seven years and that he later worked in the Russian armament industry selling arms and military equipment. 863 U.S. government visa records reveal that Kilimnik obtained a visa to travel to the United States with a Russian diplomatic passport in 1997. 864 Kilimnik worked for the International Republican Institute’ s (IRI) Moscow office, where he did translation work and general office management from 1998 to 2005.865 While another official recalled the incident differently,866 one former associate of Kilimnik’s at TRI told the FBI that Kilimnik was fired from his post because his links to Russian intelligence were too strong.

Vogel, Sharon LaFraniere and Adam Goldman Aug. 31, 2018 WASHINGTON — An American lobbyist on Friday admitted brokering access to President Trump’s inauguration for a pro-Russian Ukrainian oligarch in a scheme that highlighted the rush by foreign interests to influence the new administration. As part of a plea agreement under which he pledged to cooperate with federal prosecutors, the lobbyist, Sam Patten, pleaded guilty to failing to register as a foreign agent for a Russia-aligned Ukrainian political party, and to helping the Ukrainian oligarch who had funded that party illegally purchase four tickets to Mr. Trump’s inauguration. Although the charges were not brought by the special counsel investigating Russian interference in the 2016 presidential election, Robert S. Mueller III, they stem from his team’s work, and overlap substantially with its continuing investigation, suggesting that Mr. Patten could be a useful witness. The case sketched out by prosecutors encompassed Mr. Patten, a respected Republican operative and consultant whose family was once part of Washington’s social elite; money transfers from a Cypriot bank; and a Russian national who had also worked for Paul Manafort, Mr. Trump’s former campaign manager, and been accused of maintaining ties to Russian intelligence.
