Allocation of Air Time in Public Radio-Television of the Election REPUBLIC OF ALBANIA CENTRAL ELECTIONS COMMISSION DECISION ON ALLOCATION OF AIR TIME IN PUBLIC RADIO-TELEVISION OF THE ELECTION CAMPAIGN OF POLITICAL PARTIES THAT REGISTERED AS ELECTORAL SUBJECTS FOR LOCAL GOVERNMENT ELECTIONS OF JUNE 30, 2019 The Central Elections Commission, in its meeting on 30.05.2019, with the participation of: Klement ZGURI - Chair Denar BIBA - Deputy Chair Bledar SKËNDERI- Member Edlira JORGAQI- Member Rezarta BITRI- Member Reviewed the issue with the following OBJECT: Allocating air time in public radio and television to political parties for the election campaign of political parties registered as electoral subjects for local government elections of June 30, 2019. LEGAL REFERENCE: Article 23, item 1 letter ”a”, article 80, item 1 letter “b” and “c”, of the law no.10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania”, as amended. The Central Elections Commission, after reviewing the submitted documentation and heard the discussions of those present, NOTES Article 80, item 1 of the law no. 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania” as amended, provides that the Public Radio Television has available air time, free of charge, to the political parties registered in the CEC as electoral subjects for their election campaign for local government elections of June 30, 2019. The Central Elections Commission, based on the provisions of item “b” and “c” , defines the minutage for parliamentary parties, according to the number of seats they won in Parliament in the last elections as well as for non-parliamentary parties. ____________________________________________________________________________________ Decision no. 727 Decision date 30.05.2019 Time 17:00 Allocation of air time in public radio-television of the election campaign of political parties that are registered as electoral subjects for local government elections of June 30, 2019 The parliamentary parties that in the last parliamentary elections won above 20% of the seats in Parliament, are assigned a minutage by the CEC which is no less than 30 minutes, the Public Television and the same minutage in the Public Radio. For the other parliamentary parties this time is no less than 15 minutes in the Public Television and no less than 15 minutes in the Public Radio. With the Decision no.555, dated 26.07.2017, the CEC announced the final elections result of 2017 elections for the Parliament of Albania, by assigning the number of seats won by each electoral subject. Based on the number of won seats in the last parliamentary elections: . The parliamentary parties which in the last parliamentary elections won more than 20% of the seats in Parliament are registered as electoral subjects for local government elections of June 30, 2019 are: 1. SOCIALIST PARTY OF ALBANIA . The other parliamentary parties that in the last parliamentary elections won less than 20% of th seats in parliament and are registered as electoral subjects in lokal government elections of June 30, 2019, are: . 1. SOCIAL-DEMOCRAT PARTY OF ALBANIA In addition, 34 non-parliamentary political parties have been registered with the CEC as electoral subjects running in Local Government elections of June 30, 2019, which according to the provisions of Article 80, point 1, letter "c" benefit 10 minutes on the Public Television and 10 minutes on the Public Radio. There are also 17 registered candidates nominated by the voters who, according to the practice created by the CEC and the public radio and television, should benefit 5 minutes on Television and 5 minutes on Public Radio. FOR THESE REASONS The Central Election Commission, based on Article 23, point 1, letter "a", article 80 point 1, letter "b" and "c" of the law no. 10019, dated 29.12.2008 "The Electoral Code of the Republic of Albania", as amended, DECIDED 1. To assign a minutage of air time equal to 60 minutes, respectively in the Public Radio and Television, to cover the election campaign of parliamentary parties as follows: 1. SOCIALIST PARTY OF ALBANIA 2. To assign a minutage of air time equal to 60 minutes, respectively in the Public Radio and Television, for the coverage of the election campaign of parliamentary parties as follows: 1.     ENEMO International Election Observation Mission Parliamentary Elections, 25 April - Albania 2021 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS 26 April 2021 ENEMO assesses the electoral amendments introduced in 2020 as a step forward in harmonizing the legislation with international standards. However, the 2021 Parliamentary elections took place in a highly polarized and tense political and campaign environment, despite the efforts to ensure proper conduct of the polls. ENEMO raises concern over alarming cases of violence few days before and on Election Day. At odds with the Law, a significant number of voters, mainly citizens living abroad and hospitalized patients, were deprived of their right to vote. On 29 March 2021, the Central Election Commission of Albania accredited the European Network of Election Monitoring Organizations (ENEMO) International Election Observation Mission (IEOM) to Albania, to observe the 25 April 2021 Parliamentary Elections. ENEMO has deployed four Core Team experts based in Tirana. The Mission is headed by Dr. Gianluca Passarelli. The IEOM’s scope is limited in scale, and has not engaged additional long-term or short-term observers and, as a result, did not conduct a comprehensive observation of the voting and counting process on Election Day. However, the mission has provided information on the preparation and conduct of the elections, and observed at a number of selected polling stations on the day of voting. The mission has been monitoring and assessing the overall political and electoral environment, respect for the rights to elect and stand for election, conduct of election management bodies, campaigning, gender equity, voting and tabulation processes, electoral dispute resolutions and other crucial aspects of the process, based on international standards for democratic elections and the Albanian legal framework.

Our visit took place during the run up to the parliamentary elections, which are scheduled to take place on 23 June 2013. As a result, the developments with regard to the preparations for the elections – and particularly with regard to the composition of the Central Election Commission (CEC) – dominated the discussions during our visit. In addition to the preparations for the parliamentary elections, the reforms and legislation necessary to fulfil accession commitments and to obtain EU candidate status were discussed. 2. During the visit, we met, inter alia, the President of Albania, the Prime Minister of Albania, the Speaker of the Albanian Parliament, the Minister of Justice, the Chair of the Central Election Commission, the Chairpersons and members of the Committees for Education and Public Information Media and for Parliamentary Reform, the Chairperson of the Socialist Party (SP), the Vice-Chairperson of the Socialist Movement for Integration (SMI), the Chairperson of the Red and Black Alliance Party, representatives of the New Democratic Spirit Party, as well as representatives of civil society and members of the diplomatic community in Tirana.
