MOTION Animo Ralph Bunche School is sponsoring the "American Idol Viewing Event" on March 25, 2009, from 7:45PM-I0:30PM. Approximately 200 students, staff, parents and neighbors are expected to come out to support contestant and Animo student Allison Iraheta. Council District Nine has received a request that the City provide certain services and declare this function a Special Event. Approval of this request will mean that an estimated $500 in fees and salary costs will be absorbed by the City (Event Coordinator: Loraine Chong- 213/621-0276 ext. 255 and fax 213/621-4419). I THEREFORE MOVE that the "American Idol Viewing Event" be declared a Special Event, and City departments be requested to waive all fees and costs, except insurance and application requirements. I FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices. These devices will be provided with the understanding that the sponsoring organization will pick up and return them to the Bureau, and remove any debris following this event. I FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and provide traffic control personnel, if necessary: Northside of E. 27th Street between Nevin and Long Beach Ave Westside of Long Beach between E. 27th Street and Adams Blvd Eastside of Nevin Ave between E. 27th Street and Adams Blvd Southside ofE. Indeed, they had become punch lines in comedyAmerican routines: Idol from Comedy Central’s Stephen Colbert complaining that it took too long to determine the next American Idol (in a gag that had audiences assuming he was referring to the next U.S. president) to ABC’s Jimmy Kimmel quipping that, after watching the vice presidential debate during the U.S. presidential campaign in 2008, he “voted four times for Sarah Palin and six times for David Archuleta,” in reference to the popular Republican vice presidential candidate and frontrunner contestant that year. Interestingly, movie critic RogerAmerican Ebert Idol’s mounted criticism against Palin for being “the American Idol candidate,” in which he argued the following: I think I might be able to explain some of Sarah Palin’s appeal. She’s the “American Idol” candidate. Consider. What defines an “American Idol” finalist? In 1999 - 2000, the Multi-Ethnic Media Coalition, a group comprised of the National Latino Media Council (NLMC), the National Asian/Pacific American Media Coalition, the NAACP and the American Indians in Film and Television, persuaded the four major television networks, ABC, CBS, Fox and NBC, to sign unprecedented Memoranda of Understanding. Before these memoranda were signed, we saw much fewer people of color on television than we do today. The Memoranda serve to diversify the networks' workforce both in front and behind the camera and to open up procurement opportunities for people of color. These initiatives have incrementally increased diversity over the past ten years; however, the job is far from complete. In 1999, Greg Braxton, of the Los Angeles Times, wrote that out of the 24 new shows debuting at ABC, NBC CBS, and FOX, there was not one single person of color in a lead or regular role. Ten years later, the Screen Actors Guild (SAG) reports the following breakdown of film and TV roles for 2008: 72.5% Caucasian, 13.3% African-American, 6.4% Latino-Hispanic, 3.8% Asian & Pacific Islander, .03% Native American and 3.8% other/unknown. The 9th annual “Report Cards” summarize the progress and/or shortfalls of the networks’ efforts to diversify their workforce and increase minority vendor contracts in calendar year 2009.
