This year’s report is based on ILGA’s strategic plan for 2008-2010 and the 2010 Operational Plan. The activities that were undertaken aimed at achieving the two strategic objectives for the period: Promotion of LGBTI rights and Strengthening the capacity of ILGA At the December 2010 ILGA World Conference, attendees voted on a new three-year strategic plan which includes the revised vision, mission and strategic objectives below. This new strategic document was produced after a consultation process with ILGA mem- bers and has been the basis for the production of ILGA 2011 budget and operational plan. About ILGA ILGA, founded in 1978, is a worldwide network of national and local groups dedicated to achieving equal rights for lesbian, gay, bisexual, trans and intersex (LGBTI) people and their liberation from all forms of discrimination everywhere. Brazil was at the front of this progression and by the early 2000’s, scholars believed Brazil was poised to emerge as Latin America’s gay rights champion. Despite some advancements, the image of Brazil as a gay rights champion is nebulous. The Brazilian Congress has failed in passing federal legislation protecting sexual minorities from violence and discrimination and this thesis seeks to answer why. Qualitative interviews were conducted with LGBT activists, political aides, politicians and Evangelical Pastors. Ultimately this thesis argues that Brazil does not have LGBT anti- discrimination policy because of two factors: 1) a weakening LGBT social movement and 2) a strong countermovement to LGBT rights. iii Acknowledgements Thanks is offered to numerous people upon the completion of this thesis. The Yogyakarta Principles are a set of principles on the application of international human rights law in relation to sexual orientation and gender identity. They were developed in response to well- documented patterns of abuse directed toward persons because of their actual or perceived sexual orientation or gender identity. Today’s publication - the Activist’s Guide - is a toolkit, which provides an introduction to the Yogyakarta Principles, exploring how they can enhance the work of activists in advancing rights for LGBTI people around the globe. It presents several creative examples of ways in which LGBTI activists have already used the Yogyakarta Principles to make significant gains, and suggests strategies for further engagement with the Principles. One initiative profiled in the Activist’s Guide is a project by the Polish organisation KPH (Campaign Against Homophobia) called “From Berlin to Yogyakarta”: these travelling billboards trace the struggle for LGBTI rights from persecution under the Nazis to the affirmation of equality embodied in the Yogyakarta Principles. “From the beginning we realised the importance of the Yogyakarta Principles,” said KPH Board Member Greg Czarnecki. “They have brought

Research directed by the Grupo Gay da Bahia (Gay Group of Bahia, GGB), based on newspaper reports (Grupo Dignidade 29 Nov. 2005), established that the number of murders of homosexuals in Brazil increased 27 per cent in 2004 compared to 2003 (GGB 28 Nov. 2005; O Globo 19 May 2005). According to GGB's study, there were 158 registered deaths in 2004 versus 125 in 2003 (ibid.). In correspondence with the Research Directorate, a representative of the Grupo Dignidade (Group Dignity) noted that "[t]here are no official statistics as to hate crimes against people due to their sexual orientation ... since not all the country's newspapers are monitored and only those reports that specifically mention the victim's sexual orientation are included" (29 Nov. 2005).

This report is a synopsis of the discussions held regarding the current epidemiological situation of HIV among gay men and other men who have sex with men (MSM), how to improve their access to HIV treatment, and the health and human rights challenges they face. The report also highlights recommendations made by participants to help inform the actions to be taken by UNAIDS and partners in meeting the HIV treatment and health needs of gay men and other men who have sex with men. THE HIV AND HUMAN RIGHTS CRISIS AFFECTING GAY MEN AND OTHER MEN WHO HAVE SEX WITH MEN Over the last ten years, the global incidence of HIV has begun to decline in the general population.1 Among gay men and other men who have sex with men, however, the incidence has continued to rise across low-, middle-, and upper-income countries. HIV prevalence remains on average 19 times higher among gay men and other men who have sex with men than it is among the general population.2 For example, in Myanmar, HIV prevalence is 0.6% among the general population, but 7.7% among gay men and other men who have sex with men.
