The youngest lieutenant governor in the country, Brian Calley is a forward-looking leader intent on building the best Michigan for everybody. First elected as lieutenant governor in 2010, Calley has worked in partnership with Governor Rick Snyder to play an integral role in Michigan’s comeback, combining skills acquired from an accomplished private sector career in the financial services industry with a heart for public service. A pragmatic and inclusive solutionist with a long-range vision, Calley approaches every issue with a focus on addressing the needs of current and future generations through positive advance- ments in public policy.

Kevin Kerrigan is the Senior Vice President, Automotive Office and the Senior Automotive Adviser to the State of Michigan with the Michigan Economic Development Corporation. In this position Kevin’s primary focus is international business development for the MEDC’s Automotive Office. Working with the world’s automotive manufacturers he is promoting Michigan’s automotive industry, building and maintaining strong international client relationships, nurturing economic development and assisting foreign based companies who choose Michigan for their future expansion

Ajay Desai is the Head of the International Trade Team at the Coventry & Warwickshire Chamber of Commerce. Ajay started his career as a regional manager in one of the largest home-grown personal care companies in India. He immigrated to the UK in 1989 and secured a Masters in Business Administration with a focus on the EU and international marketing. Ajay has a long standing interest in training from his training and enterprise background and has led several transnational EU projects in the fields of Interna- tional trade skills, entrepreneurship, ICT and environmental technologies.

Inspired by the incredible brand, employee commitment, and core competencies, Hal Reisiger accepted the appointment of Chief Executive Officer of Cosworth Group Holdings Ltd. in October 2013. Previously, Mr. Reisiger was President of the group’s North American companies, where he was instrumental in secur- ing two of the largest automotive OEM contracts in the company’s history. Mr. Reisiger has a proven track record of growing public and private businesses through the development of high performance teams, global sales channel development, innovative new product development, and improved operational effectiveness.

Sarah is a shareholder and point person for international tax strategies at Clayton & McKervey. She helps business owners and executive teams with international tax consulting and compliance, looking for big-picture solutions to advise clients on global operational structuring, foreign tax credit utilization, and tax treaty analysis. Sarah works with both domestic companies expanding internationally, and for- eign-owned companies from Germany, Canada, Brazil, China, France, Italy, Mexico, the Netherlands, and the United Kingdom. She values the opportunity to collaborate with both accountants and tax specialists globally on behalf of our clients.

Oakland County Executive L. Brooks Patterson appointed Matthew A. Gibb Deputy County Executive in May 2011. Mr. Gibb’s appointment came following his very productive work as Supervisor of the Charter Township of Orion. Mr. Gibb oversees all aspects of Economic Development and Community Affairs for Oakland County including the County’s role in planning, business recruiting and retention, access to ser- vices, information, marketing, grant funding, home assistance programming, workforce development, and a variety of related issues and divisions. Mr. Gibb sits on the Board of Automation Alley, the Budget Task Force, and is a direct liaison for the Oakland Business Roundtable and its committees.

US Preclearance at Dublin Airport The US Preclearance (USCBP) facility at Terminal 2 in Dublin Airport is a purpose built facility that allows US bound passengers to undertake all US immigration, customs and agriculture inspections at Dublin Airport prior to departure . Dublin Airport is one of only a handful of airports outside North America that offers a US Preclearance facility . The benefit is that having cleared USCBP, passengers arriving in the US are treated as domestic arrivals, allowing them to avoid immigration queues upon arrival and pick up their bags and go . By Terry Potter, from the Michigan United Kingdom Center On June 23, voters in the United Kingdom voted to leave the European Union by a margin of 52 to 48 percent . “Leave” won the majority of votes in England and Wales, while every council in saw “Remain” majorities . The vote is the beginning of a lengthy transition as the U K. . reconstructs its regional and global role . Officially, the U .K .’s departure from the EU will not commence until Article 50 of the Treaty of Lisbon is triggered . This Article gives any EU member the right to quit unilaterally, and outlines the procedure for doing so . After triggering Article 50, the U K. . has two years to finalize negotiations – although many economists believe negotiations could potentially take longer than this and any extension to this two-year period would need to be agreed with existing EU members . Once set in motion, Brexit cannot be stopped except by unanimous consent of all member states and any deal must be approved by a “qualified majority” of EU member states and can be vetoed by the European Parliament . Theresa May, the U K. ’s. new Prime Minister, has said she would not trigger Article 50 before the end of this year . According to Mrs . May, “Only the U K. . can trigger Article 50 and in my judgment, we should only do that when there is a clear view about what new arrangements we are seeking with our European neighbors . In the meantime, during the negotiations that will follow, there will be no change to people’s rights to travel and work and to the way our goods and services are traded or to the way our economy and financial system is regulated .” It cannot be denied that Great Britain will experience near and mid-term costs as it rewires its economy, but there are good reasons to believe that both the United Kingdom and European Union will make the new arrangement work as it is in all parties’ interests to protect their important trade and investment links and the U .K . will have more freedom to expand its wider international business relationships .

Major categories of U .S . exports include Aerospace Products, Agricultural Products, Biomass, Cyber Security, Medical Equipment, New Build Civil Nuclear, certain consumer goods such as Pet Products, Smart Grids, Sustainable Construction and Travel & Tourism . The United Kingdom remains the number one overseas market for travel to the United States with about four million UK travelers es- timated to have visited the United States in 2014 . The U .S .-UK investment relationship is the largest in the world with cumulative bilateral stock in direct investment valued at more than $1 trillion in 2014 . More than two million jobs, approximately one million in each country, have been created over the years to manage and drive this investment . More than 7,500 U .S . firms have a presence in the United Kingdom which is also the top location in Europe for U .S . regional headquar- ters covering Europe, the Middle East, and Africa . The UK economy grew by 2 8%. in 2015, reflecting a continued recovery from the recession . The economy is expected to remain relatively strong in 2016 with forecast growth of 1 .9% . A major international financial, media, and transportation hub, London is also headquarters to the European Bank for Reconstruction and Development (EBRD) .

Overview The UK aerospace industry is the second largest in the world behind that of the U .S . and is a major market for U .S . aerospace exporters . Total UK civil aerospace turnover in 2015 amounted to $45 billion, 91% of which was generated by exports . In 2015, the UK aerospace industry sector had a 17% global market share and directly employed 110,600 people . Aside from 2009 and 2010, the trade balance for UK aerospace products has been in surplus since 1998 . Conversely, the trade balance for all other UK-manufactured products has been in deficit every year since 2003 . More than 3,000 aerospace companies operate in the UK, and the aerospace sector has the largest number of SME companies in Europe, providing over 240,000 jobs directly and indirectly . Domestic companies include BAE Systems, Cobham, GKN, Meggitt, Qin- etiQ, Rolls-Royce, and Ultra Electronics . Non-domestic companies with a major presence include Boeing, Bombardier, Airbus Group, Leonardo-Finmeccanica (including its AgustaWestland and Selex ES subsidiaries), General Electric (including its GE Aviation Systems subsidiary) Lockheed Martin, MBDA, Safran and Thales Group . The UK does not produce any large civil aircraft, and 90% of domestic production is exported . The UK has a particular reputation as a global center of excellence for the design and production of engines, helicopters, wings, structures and aircraft systems (including landing gear) . Rolls-Royce-manufactured engines power more than 35 types of commercial aircraft, and the company has over 13,000 engines in service around the world . The UK also designs and manufactures wings for all Airbus aircraft platforms, as well as for the new Bombardier C Series . In addition to manufacturing, the UK has a thriving maintenance, repair and overhaul sector which makes up a 17% share of the $45 billion global MRO industry . The Government of the UK invests heavily in the aerospace market to create well-paying jobs and to maintain critical job skills . To put the UK at the forefront of the global aerospace and transportation market, the Government recently announced it will soon introduce a Modern Transport Bill to increase the UK’s development of drones, satellites and commercial spaceflight . The announcement included measures to enable the development of the UK’s first commercial spaceport, and to bring commercial and personal drone flight for households and businesses a step closer towards everyday use . In addition, to maintain and increase the UK’s position in the aerospace market and to improve access to finance for UK aerospace companies, the Government continues to provide investment to support the development and design of UK civil aerospace projects through Repayable Launch Investment . The policy allows the UK Government to invest in civil aerospace projects which are unable to access finance through traditional means . Government commitments currently exceed $775 million . The Aerospace Technology Institute, a collaboration between the UK Government and industry, has enjoyed in- vestment of more than $700 million for R&D to help ensure that the UK remains Europe’s number one aerospace manufacturer .

Opportunities The UK continues to enjoy a record backlog of orders for equipment across narrow-and wide-body aircraft, but to deliver on these orders is an increasing challenge within the UK supply chain . This backlog of orders is becoming more acute for tier 2 suppliers and below, and may cause UK companies to consider forming new alliances to create extra capacity to meet obligations . U S. . suppliers should consider collaborating with a larger customer with an established presence in the UK which is looking to increase capacity . U S. . companies should also expect to enter the UK market at a lower tier of the supply chain than they might otherwise usually enter in the U .S . or globally . The largest purchaser of medical equipment, the pub- licly-funded National Health Service (NHS), accounts for about 85% of the country’s healthcare provision . It’s a large and competitive organization that has a constant need for new products and services . In comparison, the private health sector is considerably smaller and funded through private health insurance or, increasingly, self-pay patients . Its strengths lie in the provision of areas of secondary and tertiary care that are not well-served by the NHS (cosmetic surgery and care homes) or where public sector service is limited (NHS dental care) . The nature of the UK healthcare market means that private sector growth is closely linked to public sector performance, policy and public funding for core services . The NHS receives funding from central government but is essentially managed as four separate segments: NHS Wales, NHS Scotland, HSC Northern Ireland, and NHS England . That being said, it’s widely understood that investment in new equipment is an essential component of providing efficient, quality care . The government has demonstrated a commitment to the uptake of innovative technology through the work of agencies such as the NHS Academic Health Science Networks (www england. nhs. uk/ourwork/part-rel/ahsn/). and support of organizations such as Digital Health London (http://digitalhealth .london/) . It also initiated the Accelerated Access Review aimed at implementing reforms to hasten access to diagnostics, medicines and medical devices . An interim report was published in October 2015 . Medical devices are regulated by three EU Directives: the Medical Devices Directive; the Active Implantable Medical Devices Directive; and the In-Vitro Diagnostic Medical Devices Directive . The Directives set out compliance requirements and procedures . The existing legislation is currently being revised at European level . All three of the above Directives will be replaced with two European regulations, which are expected to come into force between 2018 and 2020 in the UK . The medical device and diagnostic manufacturing industry continues to be a vibrant growth sector and a cornerstone of the Irish economy with twenty of the world’s top thirty medical technology companies having significant operations in Ireland. The sector is the second largest exporter of medical devices in Europe and accounts for 8% of total. merchandize exports. Employing 25,000 people, the sector has the highest number per capita working in the industry in any country in Europe. More than 100 companies are involved in developing, manufacturing, and marketing a diverse range of products from disposable plastic and wound care products, precision metal implants, orthopedic implants, diagnostics, contact lenses, and stents.

A total of 33% of the world’s contact lenses and 50% of ventilators worldwide are manufactured in Ireland, while 30m people rely on injectable devices also manufactured in Ireland. The Irish healthcare system provides a mix of public and private healthcare. Irish medical staff is highly skilled with many doctors and surgeons having been trained in the United States. There are over 11,000 in-patient beds and1,200 day beds distributed across 51 public hospitals, 22 voluntary hospitals, and 19 private hospitals. In the primary care sector there are around 1,650 general practi- tioners (MDs) and the number of people per doctor is approximately 680. Just over 2 million people have private health cover in Ireland, down from almost 2.3m when records began at the end of 2008. A total of 1.36 million people with low incomes and those over the age of 70 with modest incomes are entitled to avail of the free med- ical card scheme which is managed by the Health Services Executive. Charges currently apply for visits to a local doctor unless you have agovernment approved medical card. However new measures introduced as part of a move towards Universal Health Insurance include the recent introduction of free GP care for under sixes and over 70’s. The Health Products Regulatory Authority is the regulatory authority for medical equipment and products in Ireland. Medical devices are regulated by EU Directives that set out compliance requirements and procedures including the Medical Devices Directive, the Active Implantable Medical Devices Directive, and the In-Vitro Diagnostic Medical Devices Directive.

Opportunities Against a backdrop of substantial cutbacks in the healthcare service, the Irish Government has instigated reform within the sector including efforts to establish a Universal Healthcare Model which would provide free GP (MD) service for all. Plans for reform has insti- gated the grouping of hospitals to streamline procurement and the provision of services, changes in work practice, a Special Delivery Unit to ease congestion in accident & emergency services, and the setting up of a Health Innovation Hub to facilitate commercialization of new technologies. The plan for the implementation of the Universal Healthcare model is taking longer than first envisaged with ongoing funding issues to meet current demand for services. Construction on a new 445-bed National Children’s Hospital is planned for 2016 with the first patients being treated in 2019. The new children’s hospital will merge the existing health services for children currently being provided at Our Lady’s Children’s Hospital Crumlin, the Children’s University Hospital Temple Street and the National Children’s Hospital Tallaght. The project will accommodate full clinical facilities for the provision of national tertiary services, as well as secondary services for the Greater Dublin Area. Thesewill include: emergency department, operating theatres, out-patient and in-patient care, with 384 single rooms. The Irish government is also focusing on preventive medicine and early detection systems with the implementation of countrywide breast, cervical and colon cancer screening schemes. A National Diabetes Retinopathy Screening is also available for those with diabetes aged over 12 years. Public tender opportunities are advertised on the eTenders Public Procurement website.
