Approved: March 27, 2019 MINUTES OF THE HOUSE APPROPRIATIONS COMMITTEE The meeting was called to order by Chairperson Troy Waymaster at 9:00 am on Thursday, March 21, 2019, in room 112-N of the Capitol. All members were present except: Representative Willie Dove – Excused Representative Brenda Landwehr – Excused Representative Ken Rahjes – Excused Committee staff present: David Wiese, Office of Revisor of Statutes J.G. Scott, Legislative Research Department Jill Wolters, Office of Revisor of Statutes Kathy Holscher, Committee Assistant Shirley Morrow, Legislative Research Department Victoria Potts, Legislative Research Department Zach Fridell, Office of Revisor of Statutes Jeffrey House, Administrative Assistant Conferees appearing before the Committee: No conferees present Others in attendance: See Attached List Discussion & action on: HB2369 — Authorizing the secretary of transportation to designate toll projects on new and existing highways and changing financing requirements for toll or turnpike projects. Chairman Waymaster opened discussion on the bill. Representative Proehl reviewed amendments to the bill (Attachment 1), and (Attachment 2. He noted that this information was included in Julie Lorenz, Acting Secretary, Kansas Department of Transportation, testimony that was provided yesterday. Technical amendments and balloon amendments were reviewed as related to toll and turnpike project requirements, and turnpike provisions (See attachment 1) and (See attachment 2). Representative Proehl made a motion for the approval of the amendments related to toll and turnpike project requirements as reviewed. Representative Francis seconded the motion. Discussion followed by committee members regarding the amendments. The State Finance Council includes members of the legislature who will also be involved in the oversight of turnpike and toll projects. Motion passed. Discussion followed by committee members. It was noted that projects that have been completed remain in the bill as they are in existing law. as stated in the statute. Any further action on completed projects would be through enhancement requests. Representative Proehl made a motion for favorable passage of HB 2369 as amended.
