H-8 as amended. The reasons for the proposed designation are as follows: The Molstad Residence was constructed in 1912 for Edward and Addie Molstad, who had recently arrived in Edmonton during one of its earliest real estate booms. Mr. Molstad sold real estate and insurance and established Edmonton's oldest surviving real estate company (known today as Molstad & Co.) soon after his arrival. Constructed with three stories of brick, the elegance of the residence was enhanced with its expansive grounds, fountains, a carriage house and circular driveway. While some of these features have disappeared, the present appearance of the property makes it a strong symbol of the vibrant real estate industry that helped establish Edmonton so rapidly prior to the outbreak of World War I. It is therefore considered that preservation and protection of the resource is in the public interest. Dated August 1, 1996. Dr. W.J. Byrne, Assistant Deputy Minister. • Potable Water Strategy W Rep
D- Chief Administrative Office TO: Council DATE: January 26, 2010 FILE: 170-1 SUBJECT: Potable Water Strategic Discussion Paper DISCUSSION: This report is coming forward through the collaboration of the Chief Administrative Office the Infrastructure and Operations Department. Issues involving water supply have dominated discussions in and around Rocky View County as of late. Since the Alberta Government “closed” the Bow River to new water licenses, many communities and private companies have been scrambling to meet their desired water objectives. In addition, Provincial policy has also supported and fostered the creation of a market for water licenses adding a new dynamic to this environment. Indeed, for Rocky View County, addressing water related issues has required a great deal of time and energy on behalf of both Council and Administration. However, if one was to look at acquiring a new license for a specific project or an area as a micro level discussion, certainly no less important is the macro, or the need to consider water and wastewater across an entire community such a Rocky View County. This has perhaps become even more important since the approval of the County’s Growth Management Strategy (GMS) and its implications toward more comprehensive land use planning. As the GMS began to take shape it became clear that the traditional means of supplying certain services needed to change. For example, it could be argued that until recently the County has taken somewhat of a secondary role toward water servicing. For the most part, development proposals requiring higher service levels were required to meet their needs through their own efforts and then only confirming solutions before County approvals were granted.
