The Combined Chiefs of Staff and the Public Health Building, 1942–1946 Christopher Holmes The United States Public Health Service Building, Washington, DC, ca. 1930. rom February 1942 until shortly after the end of World War II, the American Fand British Combined Chiefs of Staff operated from a structure at 1951 Constitution Avenue Northwest in Washington, DC, known as the Public Health Building. Several federal entities became embroiled in this effort to secure a suitable meeting location for the Combined Chiefs, including the Federal Reserve, the War Department, the Executive Office of the President, and the Public Health Service. The Federal Reserve, as an independent yet still federal agency, strove to balance its own requirements with those of the greater war effort. The War Department found priority with the president, who directed his staff to accommodate its needs. Meanwhile, the Public Health Service discovered that a solution to one of its problems ended up creating another in the form of a temporary eviction from its headquarters. Thus, how the Combined Chiefs settled into the Public Health Building is a story of wartime expediency and bureaucratic wrangling. Command in a Coalition War 91 Command in a Coalition War: Reassessing Marshal Ferdinand Foch Elizabeth Greenhalgh* Marshal Ferdinand Foch is remembered, inaccurately, as the unthinking apostle of the offensive, one of the makers of the discredited strategy of the “offensive à outrance” that was responsible for so many French deaths in 1914 and 1915. His acceptance of the German signature on the armistice document presented on behalf of the Entente Allies in 1918 has been overshadowed by postwar conflicts over the peace treaty and then over France’s interwar defense policies. This paper argues that with the archival resources at our disposal it is time to examine what Foch actually did in the years be- tween his prewar professorship at the Ecole Supérieure de Guerre and the postwar disputes at Versailles. I The prewar stereotype of the military leader was influenced by military and diplomat- ic developments on the island of Corsica during the eighteenth century that resulted in the Genoese selling the sovereignty of the island in 1768 to France. This meant that Carlo Buonaparte’s son would be a Frenchman and not Italian, thus altering the face of Europe. The achievements of France’s greatest of “great captains” thus became a benchmark for future French military leaders. A French family from the southwest corner of France near the Pyrenees saw service with Napoleon Bonaparte, and in 1832 one member of that family, named Napoleon Foch for the general, consul and empe- ror, married Mlle Sophie Dupré, the daughter of an Austerlitz veteran. Their second surviving son was named Ferdinand. -

In some instances they have supplied a few names and a short lineage while. in other cases they have given material practically unobtainable elsewhere. For a number of years, the late Rose Lee Dill, devoted her time to the Dill family history especially to the Colonel Matthew line. She was an invalid and her voluminous correspondence, her only link with the outside world, helped to lighten her days of pain. Her material, in manuscript form, has been of great value in connecting various lines with the James Dill chain, the subject matter of Part I. Among those who have been delving into the labyrinth of the Dill connections has been Dr. Alva D. Kenamond whose manuscript has been thankfully used and Mrs. Zula Dill Neely whose interest in the Dill's is unflag ging. Her background and perspective along the trail of the Dill's is unequalled. Several years ago, Reverend Calvin Dill Wilson, Mabel Dill Brown, Kathryn Lee Evans and myself met in conference in Ohio and decided that the scattered information concerning the Dill's might well be as sembled and shaped up in some book form. -

The British Army, Information Management and the First World War Revolution in Military Affairs ABSTRACT Information Management (IM) – the systematic ordering, processing and channelling of information within organisations – forms a critical component of modern military command and control systems. As a subject of scholarly enquiry, however, the history of military IM has been relatively poorly served. Employing new and under-utilised archival sources, this article takes the British Expeditionary Force (BEF) of the First World War as its case study and assesses the extent to which its IM system contributed to the emergence of the modern battlefield in 1918. It argues that the demands of fighting a modern war resulted in a general, but not universal, improvement in the BEF’s IM techniques, which in turn laid the groundwork, albeit in embryonic form, for the IM systems of modern armies. -

CERI STRATEGY PAPERS N° 5 – Séminaire Stratégique du 13 novembre 2009 Russian Military Thinking and Threat Perception: A Finnish View Dr. Stefan FORSS The author is a Finnish physicist working as Senior Researcher at the Unit of Policy Planning and Research at the Ministry for Foreign Affairs and as Adjunct Professor at the Department of Strategic and Defence Studies at the National Defence University in Helsinki. The views expressed are his own. Introduction “The three main security challenges for Finland today are Russia, Russia and Russia. And not only for Finland, but for all of us.”1 This quote is from a speech by Finnish Minister of Defence Jyri Häkämies in Washington in September 2007. His remarks were immediately strongly criticised as inappropriate and it was pointed out that his view didn’t represent the official position of the Finnish Government. Mr. Häkämies seemed, however, to gain in credibility a month later, when a senior Russian diplomat gave a strongly worded presentation about the security threats in the Baltic Sea area in a seminar organised by the Finnish National Defence University and later appeared several times on Finnish television.2 The message sent was that Finnish membership in NATO would be perceived as a military threat to Russia. This peculiar episode caused cold shivers, as it reminded us of unpleasant experiences during the post-war period. The Russian military force build-up and the war in Georgia in August 2008 was the ultimate confirmation for all of Russia’s neighbours, that the Soviet-style mindset is not a thing of the past. -
Historical Perspective on Meade's Actions Following the Battle Of
HISTORICAL PERSPECTIVE ON MEADE'S ACTIONS FOLLOWING THE BATTLE OF GETTYSBURG Terrence L. Salada and John D. Wedo Pursuit and destruction of a defeated army is an often unfulfilled wish of both generals and history. Accounts of battles sometimes offer a postscript similar to this: "But General (or Admiral) So-and-So did not pursue and destroy the enemy thereby losing an opportunity to end the war then and there." In many cases, the battles are tremendous victories, such as Borodino in the Napoleonic wars, Shiloh in the American Civil War (referred to hereafter as simply the Civil War), and Midway and El Alamein in World War II (WW2). This is particularly true for the Battle of Gettysburg in the Civil War and the Union commander, Major General George Meade. For almost no other battle is the criticism of no quick pursuit and destruction more injurious to the reputation of the victorious commander. This paper first presents a summary of the arguments pro and con for a pursuit after Gettysburg. It then presents the core of the paper, a meta-analysis of five decisive victories without pursuit and the conditions leading to those decisions. These battles span roughly 130 years, occur on land and sea, and include three wars. The objective is to present Meade's decision in a historical context both in situ (discussing only that battle) and in comparison with other such decisions. The goal is to ascertain whether historiography has been more critical of Meade than others. The hope is that examination 1 of the actions of other commanders of great victories will open the door for a different interpretation of Meade's actions. -

USAFA Harmon Memorial Lecture #10 “George C. Marshall: Global Commander” Forrest C. Pogue, 1968 It is a privilege to be invited to give the tenth lecture in a series which has become widely-known among teachers and students of military history. I am, of course, delighted to talk with you about Gen. George C. Marshall with whose career I have spent most of my waking hours since1956. Douglas Freeman, biographer of two great Americans, liked to say that he had spent twenty years in the company of Gen. Lee. After devoting nearly twelve years to collecting the papers of General Marshall and to interviewing him and more than 300 of his contemporaries, I can fully appreciate his point. In fact, my wife complains that nearly any subject from food to favorite books reminds me of a story about General Marshall. If someone serves seafood, I am likely to recall that General Marshall was allergic to shrimp. When I saw here in the audience Jim Cate, professor at the University of Chicago and one of the authors of the official history of the U.S. Army Air Forces in World War II, I recalled his fondness for the works of G.A. Henty and at once there came back to me that Marshall once said that his main knowledge of Hannibal came from Henty's The Young Carthaginian. If someone asks about the General and Winston Churchill, I am likely to say, "Did you know that they first met in London in 1919 when Marshall served as Churchill's aide one afternoon when the latter reviewed an American regiment in Hyde Park?" Thus, when I mentioned to a friend that I was coming to the Air Force Academy to speak about Marshall, he asked if there was much to say about the General's connection with the Air Force. -

“WE HAVE IMPROVISED”: THE ANGLO-AMERICAN ALLIANCE AND AXIS PRISONERS OF WAR IN WORLD WAR II by MARTHA MCNEILL SMART (Under the Direction of John H. Morrow, Jr.) ABSTRACT This project assesses the dynamics of the Anglo-American relationship with regard to prisoner of war policies in Western Europe during the Second World War. Through an examination of government documents, particularly those of the Combined Chiefs of Staff, this study determines that American and British policies developed disparate trajectories as the war continued. Though Britain and the United States established a relationship of informality and generosity in the early stages of the war, public concern encouraged American policy-makers to embrace self-serving policies of prisoner detention, as Britain grew increasingly reliant upon American assistance. British attempts to motivate American aid through exhibitions of their harrowing experiences as a European state lost efficacy as the war continued. Ultimately, the culture of informality and integration established early in the war, contributed to the friction between the United States and the British Commonwealth in the late stages of the conflict.
