OHIO GENERAL ASSEMBLY JOINT MEDICAID OVERSIGHT COMMITTEE SENATE MEMBERS HOUSE MEMBERS DAVID BURKE BARBARA SEARS CHAIR VICE-CHAIR WILLIAM COLEY CAPRI CAFARO ROBERT SPRAGUE NICKIE ANTONIO CHRIS WIDENER CHARLETA TAVARES RYAN SMITH VERNON SYKES SUSAN ACKERMAN EXECUTIVE DIRECTOR Request for Letterhead Bids Actuarial Services June 6, 2014 Background The Joint Medicaid Oversight Commission, a newly formed legislative agency, is required by Section 103.414 of the Ohio Revised Code to contract with an actuary to determine the projected medical inflation rate for the state fiscal year 2016-2017 biennium. Ohio’s Medicaid Director must implement reforms that limit the growth in monthly per member cost aggregated across all eligibility groups to the lower of the weighted three year average of annual growth in the CPI medical inflation rate or the JMOC projected rate. To comply with Section 103.414 of the Ohio Revised Code, the Joint Medicaid Oversight Commission (JMOC) is requesting letterhead bids (RLB) for a vendor to provide actuarial services and related consulting services to assist JMOC with this task. Scope of Work/Specifications of Deliverables Review price and utilization information prepared by the contracted actuary for Ohio’s Medicaid program for Ohio’s managed care program and price and utilization information for Ohio’s fee for service delivery program. Based on the review, develop a projected medical inflation rate for Ohio’s Medicaid program for the fiscal year 2016-2017 biennium. Present findings and projected inflation rate recommendation to JMOC members, Medicaid staff and at public JMOC hearing in September 2014. Prepare and submit a final report that summarizes and supports the vendor’s projected medical inflation rate. Participate in meetings with Ohio’s Medicaid Department and contracted actuary on rate development and review. Provide ongoing support and consultation to JMOC on Ohio’s Medicaid rates and rate setting process. 77 South High Street, Concourse Level ∙ Columbus, Ohio 43215 ∙ (614) 644-2016 Mandatory Vendor Qualifications In order to be considered for this proposal, JMOC requires that interested vendors must meet the following requirements: A. Key actuarial staff must possess certification by the American Academy of Actuaries and the Actuarial Standards Board. B. Have experience working with Medicaid programs. Experience with Ohio’s Medicaid program is preferred. Anticipated Timeline June 6, 2014 JMOC releases RLB to prospective vendors June 13, 2014, 5:00PM EST Deadline for vendors to submit proposals June 19, 2014 JMOC issues award notification (estimated) July 1, 2014 Work begins with vendor September 1, 2014 Preliminary analysis due to JMOC September 18, 2014 JMOC approval of rate October 1, 2014 Final report submission Proposal Format and Submission All proposals must be submitted electronically to [email protected] by 5:00PM EST on June 13, 2014. Proposal should include the following components: A summary of the vendor’s qualifications and experience including education and experience of project staff; Description of proposed methodology, work plan with key milestones, and anticipated staff time and data needs from either JMOC or Medicaid program staff; and Detailed budget and narrative that includes all costs including any travel. Evaluation Process All bids will be reviewed by a subcommittee of JMOC members and the executive director. Terms and Conditions A. JMOC reserves the right to reject any and all proposals, and to waive minor irregularities in any proposal. B. JMOC reserves the right to negotiate the final scope of work with the vendor. C. JMOC reserves the right to request clarification of information submitted, and to request additional information from any proposer. D. JMOC reserves the right to award any contract to the next most qualified contractor, if the successful contractor does not execute a contract within thirty (30) days after the award of the proposal. E. Any proposal may be withdrawn up until the date and time set above for delivery of the proposals. Any proposal not so timely withdrawn shall constitute an irrevocable offer, for a period of ninety (90) days to sell to JMOC, the services described above, or until one or more of the proposals have been approved by JMOC leadership, whichever occurs first. F. The contract resulting from acceptance of a proposal by JMOC shall be in a form approved by the JMOC, and shall reflect the specifications in this proposal and will include requirements to comply with state law including the ADA, Civil Rights Act, and EEO requirements. JMOC reserves the right to reject any proposed agreement or contract that does not conform to the specifications contained in this RLB, and which is not approved by the Majority Legal Counsel of the Ohio House and Ohio Senate. G. JMOC shall not be responsible for any costs incurred by the organization in preparing, submitting, or presenting its response to this RLB.
