But too many of them are suffering from neglect, decay and pressure from development. Heritage at Risk is a national project to identify these endangered places and then help secure their future. Over that time, we have reduced the number of historic sites which have been at risk from destruction or demolition in many parts of the East of England region.The first category of assets which we focused on were Buildings at Risk. In our region, which has suffered the vicissitudes of industrial slumps and changing demographics alongside periods of rapid economic growth, this has led to a number of important buildings facing serious threats. Some of these are redundant farm buildings, mills and industrial structures, others are anything from private houses to ornamental follies. With the expansion of the Buildings at Risk Register and developers to proceed with some building projects, to a Heritage at Risk Register we have undertaken an with the reduced availability of funding. We understand, assessment of registered battlefields, registered parks and too, why it may sometimes be necessary to delay a gardens, scheduled monuments, conservation areas and project, although we also know that to put off routine protected wreck sites. 10. LAND AND SOIL The key issues addressed in this theme relate to land as a resource: o Efficient Use of Land o Agricultural Land o Waste o Minerals Resources 56 10.1 Issue: Efficient Use of Land Policy Context 10.1.1. The National Planning Policy Framework requires planning policies to encourage the effective use of land, by reusing land that is previously developed, provided it is not of high environmental value. Local planning authorities should set out their own approach to housing density to reflect local circumstances. 10.1.2. SUBJECT TO ANTICIPATED REVOCATION OF RSS: The East of England Plan 2008 includes the specific target of delivering 60% of development on previously developed land. What is the Situation Now? Reuse of previously developed land (PDL) 10.1.3. The percentage of development taking place on previously developed land in the district has been increasing in recent years. The upward trend was caused by affordable housing redevelopment schemes in a number of villages, whilst the number of completions on the large greenfield sites of Cambourne and Orchard Park slowed. 10.1.4. The area of previously developed land available in the district to accommodate development is relatively limited. The Core Strategy DPD 2007 set a target that at least 37% of new dwellings between 1999 and 2016 should either be located on PDL or utilise existing buildings. This target was rolled forward from the 2003 Structure Plan and was set lower than the regional and national target of 60% (formerly part of PPS3 Housing), reflecting the rural nature of the district and the location of the planned growth sites. -

The Annual Parish Meeting was held on Wednesday 10 April 2019 in the Reading Room at 7.30pm. Apologies: None received Present: Mr Sole, Ms Newland, Mr Wheeler, Mr Barnes, Mr Brown, Mrs Slator, Mr Wenman Cllr Williams, Cllr Kindersley, one member of the public and the Clerk. The Chair, Mrs Slator, welcomed everyone to the meeting. Police Report: A request to either attend or send a report was sent to the Police, but neither report nor representation was available. County Council report from Cllr Kindersley:. I report monthly to the Parish Council on developments at the County level. This report pulls together the trends over the last year and looks ahead to the future. As ever, I am very happy to engage with any residents who would like further details. 1. The political balance of the Council: The political composition of the Council now stands as: 36 Conservatives, 14 Liberal Democrats, 7 Labour, 2 St. Neots Independents, 2 Independents making 61 councillors in total. The Council has seven decision-making committees. with a majority of Conservatives on each committee and every Committee chaired and vice-chaired by a Conservative. The committees are: Adults Children and Young People, Commercial and Investment, Communities and Partnerships, Economy and Environment Health, Highways and Community Infrastructure. The overall political and financial direction of the Council is in the hands of the General Purposes Committee comprising 15 members. This is chaired by the Leader of the Council who is also the Leader of the Conservative Group. In addition there are several more smaller committees covering Planning, Audit and Accounts, Constitution and Ethics, Pensions, Staffing Appeals etc.
