Wagner was born at Indianapolis, December 20, 1884. His early edncation was in the jjiiblic schools of Indianapolis, and he was a graduate of Manual Training High School. In 1905 he was a member of the first graduating class of the Indianapolis College of Pharm- acy; in 1906 he received the degree of Pharmaceutical Chemist. He en- gaged in the practice of Pharmacy, and in 1910 became the owner of a drug store on Virginia Avenue, which he conducted until 1917. In 1919 he be- came associated with the Indianapolis College of Pharmacy as an instructor and in 1923 was made Professor of Pharmacy and faculty secretary. He was a member of the Indiana Pharmaceutical Association and a regular attendant at the meetings. He was annual delegate to the conven- tions of the American Pharmaceutical Association, in which he held mem- bership, and he had a national acquaintance through his visits to various cities of the United States. DESCRIPTION: At the northwest corner of North Meridian and West Vermont Streets stands the Blacherne (Photo 3 of 42 ), a large seven-story apartment building constructed of red pressed brick resting on a quarry face limestone foundation. The principle east and south facades are accented by stone lintels and sills and one-over-one rectangular sash windows. The structure is six bays wide on Meridian Street where the street entrance occurs and fifteen bays wide on the Vermont Street side. The building's most distinctive feature is the use of two circular projecting bays of three windows each that are located at the southeast and southwest Vermont Street corners. These tourelle-like corner projections extended from the second through the seventh story have wide corbeled bases of limestone carved in intricate foliar mozarabic-like patterns enwreathing human and animal heads and a plaque with the name BLACHERNE. Four segmental curved projecting bays on similiarly carved corbeled bases with paired one-over-one sash windows occur at the second through the sixth floor levels. One bay is asymmetrically placed on the Meridian Street facade. The other three are used on the Vermont Street side. The Meridian Street entrance is based on the idea of a medieval Romanesque portal. A large semicircular quarry face limestone arch with a lion's head keystone rests solidly on two squat limestone colonettes.

BIOGRAPHICAL SKETCH The Hugh J. Baker & Company was a locally owned fabricator of structural and reinforcing steel and concrete in Indianapolis. The company was involved in the construction of many major building projects in Indiana and especially Indianapolis during the first half of the 20th century. The founder, Hugh J. Baker, a native of Ohio, began his career in Indianapolis in 1909 as a draftsman for the Brown- Ketcham Iron Works. The following year he established a consulting engineering office in the Majestic Building. By 1911 he formed the Fireproofing Company, a structural steel firm, with his brother-in-law, J. Ralph Fenstermaker. In 1918 the two businesses were consolidated as Hugh J.
