This statement is filed on be half of the Spreydon/Heathcote Community Board (“the Board”). 2. The Board lodged a submission on the Proposed Christchurch Replacement District Plan (“the Plan”) and in addition lodged further submissions on the submissions of other submitters including the submissions of the Riccarton/Wigram (254) and Hagley/Ferrymead (803) Community Boards that relate to Chapter 3 Strategic Directions and Chapter 1.9 Strategic Outcomes. 3. The Board has requested to be heard on its further submissions. 4. The parts of the Proposal that the Spreydon/Heathcote Community Board submission relates to are as follows: Chapter 1, 9.2 strategic outcomes, outcome 1 and 2 3.4.4 Key issues and opportunities – opportunity for protecting our resources, values, health and wellbeing. 3.4 Key issues and opportunities – issue 3.4.4.1 3.4 Key issues and opportunities – issue 3.4.4.4 3.4 Keys issues and opportunities – issue 3.4.4.5 3.5.2 providing for recovery and growth – 3.5.2.5 Policy 3.6.3.1 5. The particular changes that the Spreydon/Heathcote Community Board is seeking are as follows: Chapter 1, 9.2 strategic outcomes, outcome 1 and 2 – No change to wording in this section. 3.4.4 Key issues and opportunities – opportunity for protecting our resources, values, health and wellbeing - – No change to wording in this section. 3.4 Key issues and opportunities – issue 3.4.4.1 “a. Water/wai is a taonga valued by the community. This includes the high quality of the district's drinking water supplies, particularly within urban Christchurch. A key issue is to ensure that these resources are sustainably managed and continue to be available for both the existing community and future generations to enjoy. This requires careful management of development above the semi-confined and confined aquifers below the city and near spring/puna and stream-fed water supply sources in Banks Peninsula/Te Pataka o Rakaihautu. Policy 3.6.3 1. “a) enable Maori reserves to be developed in collaboration with Mana Whenua and used to residential, commercial and community facilities in accordance with Tikanga Maori, taking account of the following matters where relevant:” 6. Executive Summary of Submission 6.1 The Board recognizes the importance of the Plan in shaping Christchurch into the future, and stresses the importance of provisions that will protect and enhance communities while providing opportunity for development that is both sympathetic and sustainable, and that will enable Christchurch to be rebuilt and grow into a resilient city. 6.2 The Board by and large is supportive of those matters identified as strategic directions or outcomes in the Plan, and therefore does not seek major wording changes. It does, however, seek that these directions and outcomes be appropriately reflected in, and supported by, the other provisions of the Plan and are not contradicted or undermined. 7. Statement of Spreydon/Heathcote Community Board 7.1 Riccarton/Wigram Community Board 7.1.1 At 3.4.4.4 Residential amenity - it is recognised that residential development and intensification provide opportunities to increase the range of housing in Christchurch but also carry a risk that the amenity and character of residential areas could be degraded to an inappropriate degree and that it is therefore important to ensure that residential development is well designed and integrated. In its submission the Riccarton/Wigram Community Board has expressed support for the recognition of the need for residential development and intensification to be well designed and integrated to ensure that 4 good community outcomes result from such development. The Board is of the same view and is aware that the possibility of densification in existing residential areas is a matter of concern and consternation in the community that it represents. Community concern is that the character of neighbourhoods may be lost not only through the effects of increased traffic, noise etc but in nature from family oriented residential areas to areas catering largely for accommodation of individuals. The Board therefore sees that preservation of residential amenity requires that in development of dormitory like facilities there be minimum requirements for living space to be provided. 7.1.2 3.4 4.5 Health and safety of people and the environment –The Board shares the concern of the Riccarton/Wigram Community Board with regard to quarrying within the city limits and sees this as activity that requires management to mitigate a risk to the health and well being of people and the sustainability of natural resources. The Board considers that management in the case of quarrying within city limits would demand significantly more restrictions to be placed on the activity. 7.1.3 3.6.3.1 policy – Development of Maori reserves - The Board is concerned that the Plan includes a description of the relationship with Mana Whenua and its importance and includes an acknowledgement of the principles of the Treaty of Waitangi, but does not provide a pathway to make that relationship true on the ground and for this reason endorses the Riccarton/Wigram Community Board’s support for policy 3.6.3.1 enabling the establishment of Maori reserves in accordance with Tikanga Maori. The Board considers that the policy should provide that the establishment of any such reserves needs to be done in close collaboration with Mana Whenua. 7.2 Hagley/Ferrymead Community Board 7.2.1 The Board notes and shares the concern expressed by the Hagley/Ferrymead Community Board about the Plan rules at 15.2 – Commercial core zone that appear to have the potential to contradict the vision of outcome 1 Urban extent (Christchurch Urban) and outcome 2 Urban Form (Christchurch Urban) set out in Chapter 1 9.2 Strategic Outcomes that sees the central city as the principle Administrative, cultural/entertainment and tourist focus. The Board is 5 particularly concerned at what it sees as the potential for the concentration of development around suburban malls that will detract from the neighbourhood communities that are important to many. 7.2.2 The Board endorses the Hagley/Ferrymead Community Board’s acknowledgement of the importance of the statement at 3.4.4 that recognises the opportunity that the rebuild and recovery of Christchurch presents to promote the efficient use of energy, water and other resources. The Board considers that this opportunity must be taken up via the Plan to present Christchurch as a sustainable city in the future. 7.2.3 The Board, although supportive of the recognition of the value of water set out in 3.4.4.1 -Water/wai supply, in common with the Hagley/Ferrymead Community Board is concerned at the lack of a reference in the section to the likely effects of climate change on the on Christchurch’s water supply. 7.2.4 At 3.4.4.5 - Health and safety of people and the environment the need for management of issues that have the potential to adversely affect people’s health and safety and/ or the environment is acknowledged. The Hagley/Ferrymead Community Board has submitted that it considers that water quality is a matter of significant importance in this regard and the Board supports this submission and suggests that the management of activities that have the potential to adversely impact on the quality or quantity of Christchurch’s water supply should be given some primacy in the Plan. 7.2.5 The Hagley/Ferrymead Community Board has submitted that in terms of transport the Plan should look toward future uses and that both the strategic directions chapter and the transport chapters should therefore reference the provision of rail transport. The Board is supportive of 3.5.2.5 that sets out the importance that the transport system meets the needs of the community and it shares the Hagley/Ferrymead Community Board’s view of the significance of recognising rail transport. The Board considers that it is both timely and desirable for land to be designated for railway corridors and stations. The Board also further supports the Hagley/Ferrymead Community 6 Board’s submission that the Plan should provide a requirement for applications to use railway land to be notified. The Redcliffs Tram/Bus Shelter and Stone Wall have historical and social significance because of their relationship to transportation history in Christchurch. The Tram Shelter was built in 1934 and was known as the 'Pratt Street Tram Shelter', in order to differentiate it from the Moncks Bay Shelter further to the east. Pratt Street first appears in street directories in 1910 and was named after Frederick Pratt, a member of the Sumner Borough Council and later Mayor of Sumner. Pratt Street was re-named Wakatu Avenue on 1 September 1948 when 120 streets were re-named. The construction of the Tram Shelter was jointly funded by the Sumner Borough Council, Christchurch Tramway Board and the Main Highways Department at a total cost of £50. The tram service operated between Christchurch and Sumner from 1887, with an electric tram service opening in 1905 and the final tram running in Christchurch in 1954. Construction of the lengthy beachfront stone wall, a portion of which runs behind the Tram Shelter, was Page 1 carried out in stages. Work began in 1926 and was completed in 1942. It was built to mitigate the threat of flooding due to rising water levels in the estuary.
