    Intro 1996 National List of Vascular Plant Species That Occur in Wetlands The Fish and Wildlife Service has prepared a National List of Vascular Plant Species That Occur in Wetlands: 1996 National Summary (1996 National List). The 1996 National List is a draft revision of the National List of Plant Species That Occur in Wetlands: 1988 National Summary (Reed 1988) (1988 National List). The 1996 National List is provided to encourage additional public review and comments on the draft regional wetland indicator assignments. The 1996 National List reflects a significant amount of new information that has become available since 1988 on the wetland affinity of vascular plants. This new information has resulted from the extensive use of the 1988 National List in the field by individuals involved in wetland and other resource inventories, wetland identification and delineation, and wetland research. Interim Regional Interagency Review Panel (Regional Panel) changes in indicator status as well as additions and deletions to the 1988 National List were documented in Regional supplements. The National List was originally developed as an appendix to the Classification of Wetlands and Deepwater Habitats of the United States (Cowardin et al.1979) to aid in the consistent application of this classification system for wetlands in the field.. The 1996 National List also was developed to aid in determining the presence of hydrophytic vegetation in the Clean Water Act Section 404 wetland regulatory program and in the implementation of the swampbuster provisions of the Food Security Act. While not required by law or regulation, the Fish and Wildlife Service is making the 1996 National List available for review and comment.

  • Hudson River Estuary Wildlife and Habitat Conservation Framework
    PART I: An Approach to Biodiversity Conservation Introduction The Hudson River Valley is one of New York State’s most impressive regions, rich in history, and cultural, geological, and biological diversity (Figure 1). At the heart of this region is the Hudson River Estuary, which ranges from saline to fresh water, and pulses daily with four-foot ocean tides. The Hudson River Estuary corridor is one of the most densely populated areas of the country and has long been the fastest growing region of the state. Additionally, it is one of the state’s primary industrial centers. As a result, tremendous pressures have been placed on the health and sustainability of the region’s natural resources. Despite these stresses, it remains highly productive with thousands of species of plants and animals. Because of the diversity and complexity of both the biological resources and the threats that face these resources, partnerships involving landowners, municipalities, non-profit organizations, government agencies, and others must be developed to effectively con- serve biodiversity in the Hudson River Valley. Successful implementation of the strate- gies and actions presented in this report will require a commitment to both developing and sustaining these partnerships. The Hudson River Estuary Biodiversity Program The purpose of the Hudson River Estuary Biodiversity Program is to support the conser- vation, recovery, and sustainable use of the biodiversity of the Hudson River Estuary cor- ridor, especially as it relates to terrestrial ecosystems. The project emphasizes voluntary approaches to biodiversity conservation in the context of local home rule. The broad goals of the program are: 1.

Dana Northwestern University One of the central dilemmas of the Endangered Species Act is how to foster species conservation and recovery on private land. Much of the habitat thought to be occupied by endangered species is on private land. According to some estimates, more than two thirds of listed endangered species can be found on private land.1 And even in areas where there is substantial federal land that contains critical habitat, the federal land often is part of a patchwork of federal, state, local and purely private holdings. (Importantly, the Act treats state and locally-owned land as private land.) In such cases, any comprehensive recovery plan would need to extend to private land. In theory, the Endangered Species Act powerfully addresses the risks posed to endangered species by private development and other economic activity on private land. Section Nine of the Act prohibits the "taking" of endangered species on private land, and broadly defines "take."2 The Fish and Wildlife Service's regulation implementing Section 9 clearly encompass private development activity that kills or prevents the reproduction of protected species members,3 and the United States Supreme Court upheld 4 that regulation in Sweet Home v.

    Enhancing environmental flows of Putah Creek for Chinook salmon reproductive requirements Written by: Chan, Brian; Jasper, Chris Reynolds; Stott, Haley Kathryn UC Davis, California ESM 122, Water Science and Management, Section: A02 Abstract: Putah creek, like many of California’s rivers and streams, is highly altered by anthropogenic actions and historically supported large populations of resident and anadromous native fish species. Now its ecosystem dynamics have changed drastically with the Monticello dam, the Solano diversion canal and the leveeing of its banks. Over time the creek has found a balance of habitats for native and non-native fish species that is mainly dictated by species-preferred temperature tolerances (Keirman et. al. 2012). Cooler temperatures and faster flows upstream from Davis prove to be ideal habitats for native species, in particular, the federally endangered Chinook salmon, which is the most widely distributed and most numerous run occurring in the Sacramento and San Joaquin rivers and their tributaries. As water moves downstream, it becomes shallower and warmer, resulting in ideal conditions for non-native species (Winters, 2005). This report analyzes the environmental flows released into putah creek and how much salmon preferred breeding habitat is available from this flow regime based on temperature. The Putah Creek watershed begins at the highest point in Lake County, Cobb Mountain, and flows down to the Central Valley where it empties into the Yolo Bypass at near sea level.

Homalopoa has diversified extensively in the Americas. Over half of the species in the supersection are diclinous; most of these are from the New World, while a few are from South-East Asia. Diclinism in Homalopoa can be divided into three main types: gynomonoecism, gynodioe- cism and dioecism. Here the sampling of species of New World Homalopoa is expanded to date its origin and diver- sification in North and South America and examine the evolution and origin of the breeding system diversity.
