PROGRAM OVERVIEW

Attracting industry to locate in a community frequently requires timely investments in road improvements. When resources and processes are inadequate to support those improvements, development opportunities and jobs are lost. Enacted in 1987, the Transportation Economic Development Fund (TEDF) was created to assist in the funding of highway, road, and street projects necessary to support economic growth. The program’s mission is to serve as a catalyst for economic growth and enhance the state’s ability to compete in the global market, while improving the quality of life for the residents of the great State of Michigan. The fund was reauthorized with minor revisions in 1993.

The TEDF is administered through the Michigan Department of Transportation’s Office of Economic Development (OED), and provides a means for state government, local agencies and businesses to work together to meet the often extensive and urgent demands placed upon the transportation system by the fast paced and competitive, global economy in which we live. Road agencies eligible for funding include county road commissions, cities, villages, and the Michigan Department of Transportation (MDOT).

The types of projects eligible for TEDF assistance are:

Category A – Road improvements related to target industry development and redevelopment opportunities

Category C – Road improvements in urban counties to reduce traffic congestion

Category D – Road improvements in rural counties to create an all-season road network

Category E – Road improvements essential to the development of commercial forests in Michigan

Category F – Road improvements that support an all-season road network in the urban areas of rural counties

The above five categories support projects that complement each other in achieving the overall program mission. Category B was eliminated when the program was reauthorized in 1993.

CATEGORY A – TARGET INDUSTRY DEVELOPMENT

Purpose The Transportation Economic Development Fund (TEDF) Category A grant program was established to create a funding mechanism to respond quickly to immediate and non-speculative economic development opportunities. Without TEDF Category A, the three to five-year planning process for capital programs would leave transportation agencies hard pressed to respond before the private investment and consequent jobs went to another state or country.

Category A grants are used to make transportation investments that are integral to the establishment, retention, and expansion of companies that attract visitors, are natural resource based, or can most easily locate anywhere in the world. They are the developments that tend to spin off other jobs and economic activity.

The eight targeted industries are:

1. Agriculture or food processing 2. Tourism 3. Forestry 4. High technology research 5. Manufacturing 6. Mining 7. Medical Research and Tourism 8. Office centers of not less than 50,000 square feet

Specifically, the Category A program has four objectives:

1. Improve the network of roadways essential to economic competitiveness. 2. Improve accessibility to target industries as a catalyst for economic growth. 3. Support developments that generate private investment and are anticipated to create or retain jobs. 4. Encourage economic developments that improve the health, safety, and welfare of Michigan citizens.

Under Category A, the Office of Economic Development (OED) receives applications from public road agencies for grant funding to construct projects necessary to remove the transportation impediments to private investment in Michigan. To help identify where those needs exist, the OED collaborates with entities such as the Michigan Economic Development Corporation (MEDC), Michigan Department of Agriculture and Rural Development (MDARD), Prosperity Region partners, and local economic developers.

To address the transportation needs of an eligible private development in a reasonable timeframe, applications are accepted continually. To help avoid using public resources preparing ineligible or uncompetitive applications, the OED offers a “Letter of Interest” process to provide potential applicants advice on the viability of a full application. Applications are evaluated according to a cost versus benefits analysis to determine the merit and level of public grant participation. The OED works closely with the MEDC to help verify that the economic data provided during the application process is accurate at the time of the application. The OED also enlists MDOT’s professional engineering and planning staff to ensure that grant funding will not only benefit the target company but will have a benefit to all other users of the improved roadway. Eligible applicants are MDOT regions, county road commissions, and cities and villages. While private companies are not eligible for funding, they frequently contribute funding to these public projects, demonstrating the importance of the investment to their business.

To further accommodate the development timeframes of private entities, most Category A funded projects on local roadways are implemented by the Direct Grant method. Direct Grants provide the funding directly to the road agency based on the actual bids by private contractors. This method of implementation saves time by using the local road

Page 3 of 34 FY 2018 Transportation Economic Development Fund - Annual Report agencies’ own bidding processes and scheduling with limited MDOT oversight. Local agencies are responsible for the quality and financial oversight of their projects. To ensure that public roadway funding is used properly, all Direct Grant projects are subject to audit by the State Transportation Commission. Every effort is made to determine the impact of the grant and whether the transportation needs of the companies have been met. This is accomplished through surveys to the companies and site visits following the project completion.

Over the life of the program, TEDF Category A grants have supported development in the Agriculture and Food Processing industries. Of the three grants made in FY 2018 supporting development in those industries, two were made to support Michigan’s dairy industry.

Michigan is the fifth largest milk producing state in the country. The dairy industry contributes $15.7 billion to the state’s economy. However, there is a shortage of processing facilities in the state that can turn the milk production into value- added products such as cream, cheese, whey and milk solids. This shortage causes a substantial portion of Michigan’s milk production to be sent outside of the state for processing.

In conjunction with incentive packages from the MEDC and MDARD, the OED committed to helping address the transportation requirements associated with attracting two new dairy processing facilities (Greenville and St. Johns) to the state. As the two facilities will process up to 12 million pounds of milk per day, generating 1000 heavy commercial vehicle trips combined, improvements to the road system in both locations are critical in their ability to operate. It is anticipated that the two facilities will result in $660 million in private investment and generate 321 new, direct jobs.

Funding Recap and Outlook Continued growth of Michigan’s economy kept demand for Category A funding at a high level for FY 2018. To insure enough funding was available for FY 2018 requests, OED worked with applicant agencies and private entities to provide a more substantial portion of the project costs. OED also committed funding for some projects for future fiscal years (contingent on future appropriations), in order to address the immediate demand. By committing grant funding for future years, some FY 2018 funding was reserved to ensure some funding would be available to support FY 2019 private investment opportunities.

Nearly $19.1 million in Category A funding was appropriated for FY 2018. Eighteen projects utilizing nearly $16.7 million in Category A funds were approved, leveraging nearly $19.2 million in matching funds from federal, state, local and private sources (53%). Based on the applications reviewed and approved during FY 2018, it is anticipated that the Category A investments will help leverage over $1.7 billion in private investment. This investment represents a private/public investment ratio of 99:1. Additionally, it is anticipated that the grants will support the creation and/or retention of nearly 5,339 jobs throughout the state.

As experienced during FY 2018, a robust economy and resultant increases in private development have continued to ramp up demand for Category A funding. Based on demand, approved commitments for FY 2019 funding, and a $3 million re- direction of Category A funding to the new Community Service Infrastructure Fund, it appears that the FY 2019 appropriation ($16.7 million) and remaining FY 2018 funds ($2.4 million) will be insufficient to meet the demonstrated demand. As of this writing, approximately $9 million in grants have already been approved for FY 2019 funding.

Category A Featured Projects The following are examples of Category A transportation projects completed in FY 2018 that were critical to the creation and retention of jobs within the state of Michigan.

Rector and Haynor Road, Ionia County – Supporting Herbruck’s Poultry Ranch, Inc. Herbruck's Poultry Ranch, Inc. is the largest egg producer in Michigan and the 13th largest in the United States. As a fourth generation, family owned company, Herbruck's is one of the largest organic egg producers in the country, distributing organic and cage-free eggs nationwide under the Green Meadow brand. The company wanted to expand the rearing capabilities of cage-free juvenile chickens (pullets) at their facility on Rector Road, west of Haynor Road in Easton Township.

An expansion of the pullet rearing facility was anticipated to increase truck and employee traffic on the surrounding rural roads. A commitment to improve access to their facility, was a significant factor in company’s decision to expand at this location, resulting in a $22.5 million private investment and the creation of 50 new jobs.

To address the impact of the development, the Ionia County Road Commission reconstructed to all-season standards, Haynor Road from M-21 to Rector Road and Rector Road from Haynor Road to the Herbruck’s facility. A $200,000 Category A grant was awarded to support the project. In addition, Herbrucks, the Ionia County Road Commission, the Michigan Department of Agriculture, and the Michigan Economic Development Corporation, provided $941,816 in matching funds for a total project cost of $1,141,816.

Thompson Road, Genesee County – Supporting Performance Fabricating Performance Fabricating, a division of Miller Industries LLC specializing in steel fabrication and robotic welding, is a primary supplier to automotive, healthcare, and institutional customers worldwide. The company invested $9,125,000 in a new 100,000 square foot production facility and headquarters on Thompson Road in Fenton Township. Associated with the expansion, the company will create 55 new jobs.

Thompson Road is Performance Fabricating's primary route to US-23 for both its employees and freight shipments. Existing heavy traffic along this route had caused the road to deteriorate and the surface was in poor condition. Thompson Road was also subject to seasonal weight restrictions, which would have increased the company's transportation costs as frost laws would have forced them to lighten their truck loads.

To enable full truck loads during seasonal restrictions, increase safety, and provide an improved road surface, the Genesee County Road Commission reconstructed Thompson Road from Torrey Road to the northbound ramps at US-23.

Additionally, the road commission widened the road from two to three lanes, facilitating turning movements into Performance Fabricating's facility and other businesses located along Thompson Road.

The total cost of the project is $1,420,000, including $896,000 Category A funds, $284,000 in matching funds from the Genesee County Road Commission, and $240,000 in matching funds from Fenton Township.

Whittemore Road Bridge over the East Branch of the Au Gres River, Iosco County – Supporting National Gypsum National Gypsum is one of the world's largest gypsum board producers, with more than 40 operating plants, mines, quarries, and support facilities located throughout the United States and Canada. The company produces gypsum board, interior finishing products, and cement board. National Gypsum operates a quarry and wallboard plant in Iosco County's Grant and Sherman townships. The wallboard plant is the company's oldest, having opened in 1928. The company employs 57 workers between the two facilities.

National Gypsum annually trucks as much as 180,000 tons of gypsum from their quarry in White Rock to their wallboard plant south of National City. The bridge over the East Branch of the Au Gres River on Whittemore Road is located along the main route between the two facilities. The bridge had been downgraded over time from its original 60-ton weight limit to a 28-ton limit. This had forced the company to reduce their loads, which in turn led to increased transportation costs. The only alternative all-season route that bypassed the bridge added an additional 12 miles to the former five-mile trip. These increased costs threatened to make the National City location less competitive. The company had indicated that if the bridge issue was not addressed, it likely would have closed the two facilities, resulting in the loss of 57 jobs. To assure continued access and to enable full truck loads, the Iosco County Road Commission rebuilt the bridge and approaches.

The total cost of the project was $1,366,300, including $1,090,991 in Category A funds and $275,309 in matching funds from the Iosco County Road Commission.

Washington Road, Gratiot County – Supporting Zeeland Farm Services Ithaca, LLC Soybeans are an important crop in our state's agriculture sector, contributing $1.5 billion to Michigan's economy each year. Zeeland Farm Services, Inc. is Michigan's only soy processor and vegetable oil refiner. The company's affiliate, ZFS Ithaca, LLC, had identified a 435-acre site on Washington Road in Gratiot County as the site for the state's second soybean processing plant. The company projects up to 800 freight trips per day during the fall harvest season. The location has convenient access to US-127 but Washington, a two-lane road, was considered insufficient to handle the additional traffic generated by the new plant.

To assure efficient access to the ZFS Ithaca facility, and to improve traffic flow for all users, the Gratiot County Road Commission reconstructed and widened Washington Road from US-127 eastward approximately 2,000 feet. Major work items include widening the roadway from two lanes to four lanes, drainage improvements, curb and gutter, and wider shoulders.

These road upgrades were an important factor in ZFS Ithaca LLC's decision to locate in Gratiot County, which was selected over competing sites in Wisconsin, Pennsylvania, and Nebraska. The company's new $135 million facility will be capable of processing another 40 percent of the state's soybean crop, bringing the total soy processing capacity in Michigan to more than 50 million bushels annually. The investment will result in 72 new full-time positions.

Total costs for this project are $875,000, including $652,000 in Category A funds, $155,310 in matching funds from ZFS Ithaca, LLC and $67,690 in matching funds from the Gratiot County Road Commission.

CATEGORY B – STATE TRUNKLINE SERVICE

Category B, which provided for state trunkline service that would replace city or county service, is no longer eligible for funding through the Transportation Economic Development Fund (TEDF). Category B was eliminated in 1993 when the TEDF was reauthorized.

CATEGORY C – URBAN CONGESTION RELIEF

Purpose Funding is available through Category C of the TEDF for projects to reduce congestion on county primary and city major streets in urban counties. Eligible counties are those with a population greater than 400,000 (Wayne, Oakland, Macomb, Genesee, and Kent). State funds are allocated to eligible counties by a percentage set by statute for their specific population. The overall goal of Category C is to promote increased economic potential and improve the quality of life by reducing urban traffic congestion levels.

Specifically, the Category C program has three objectives:

1. Improve the operational level of service in heavily congested areas. 2. Reduce the accident rate on heavily congested roadways. 3. Improve the surface and base condition of heavily congested roadways.

In order to determine that these objectives will be met by improvements funded with Category C funds, Metropolitan Planning Organizations (MPOs) conduct regional analyses to determine traffic levels, air quality levels, and accident information of all roads in their areas. This information is used by their local federal aid subcommittees responsible for prioritizing projects for federal funding. Local public hearings are also held to determine the social, economic, and environmental concerns of local residents. This information is included in the planning and development process.

Based on the information collected, projects are recommended by the MPOs for Category C funding and included in the annual Transportation Improvement Plan (TIP) for the area. Due to the high cost of projects of this nature, counties are often forced to “bank” annual allocations for several years before enough dollars are available to fund their projects. Department liaisons in the Bureau of Transportation Planning work with the MPOs in this regard and provide the subsequent TIP information to the Office of Economic Development.

Once projects are completed, surface and base conditions are updated on local pavement management systems. Average daily traffic counts are done annually, and the local transportation modeling system is updated using the current counts. These tools are used to determine the degree to which the projects funded have achieved the objectives for Category C. In 2018, a total of 12.9 miles of roadway were improved using Category C funding.

It should be noted that all five counties have requirements under the non-attainment or maintenance designations for United States Environmental Protection Agency's 8 Hour Ozone Ambient Air Quality Standard. Category C projects were, and continue to be, important contributors to the air quality benefits achieved in the transportation program by reducing traffic congestion and improving the operational level of service for roads that are heavily congested. In these days of falling revenues, rising costs, and aging infrastructure, the TEDF has become an important source for matching federal aid.

CATEGORY D – RURAL ALL-SEASON SYSTEM

Purpose Category D was created to establish a local all-season road system to link communities with the state trunkline system.

Specifically, the Category D program has two objectives:

1. Complement the existing state trunkline system with improvements on connecting local routes with high commercial traffic. 2. Minimize disruptions resulting from seasonal load restrictions.

During FY 2018, 69 Category D projects were selected as part of the FY 2018 State Transportation Improvement Program (STIP). These projects will allow the addition or improvement of 195 miles of all-season roads in the state. The addition of uninterrupted, year-round access provided by these routes will complement the state trunkline system, minimize disruptions and delays in transporting goods to market, and assist the transport of goods by various transportation modes.

State funds are allocated to the 78 rural counties based on their relative share of the total rural primary road mileage in the state. The counties work together through regional rural task forces to provide coordination across county lines. In order to deliver larger, more cost-effective projects, eligible agencies often choose to “bank” annual allocations for several years before enough dollars are available to fund their projects. Pooling annual allocations among task force members is encouraged to put the dollars to work as soon as possible.

A department liaison with the Bureau of Transportation Planning works with the task forces to identify projects appropriate for Category D funding and submits this information to the Office of Economic Development. Whenever possible, projects are coordinated with Category F (urban areas in rural counties) projects to establish all-season system continuity within cities and villages. In these days of falling revenues, rising costs, and aging infrastructure, the TEDF has become an important source for matching federal aid.

CATEGORY E – FOREST ROADS

Purpose Category E was established to aid in the safe and efficient collection and transport of forest raw materials.

Specifically, the Category E program has two objectives:

1. Increase access to harvestable forest resources; and 2. Increase the safety and efficiency of forest raw material transport.

Funds are distributed by the department directly to the county road commission in each of the 47 qualified counties. Category E funding is limited to county road commissions of counties in which a national lakeshore or national park is located or in which 34 percent or more is commercial forest land.

CATEGORY F – URBAN AREAS IN RURAL COUNTIES

Purpose In order to provide a network of all-season roads, urbanized areas in rural counties need to link up to the all-season roads funded through Category D and other rural road programs. Category F was established to provide road improvements in urban areas with a population of 5,000 or greater in counties with populations of 400,000 or less. Category F projects are selected through a completive application process by the OED, from applications submitted by eligible road agencies.

Specifically, the Category F program has three objectives:

1. Improve all-season capabilities on routes having high commercial traffic. 2. Improve access to the state trunkline system 3. Coordinate with the secondary all-season system (Category D) or provide all-season routes within an urban area.

Category F grants allow the addition of miles to, or the preservation of, the all-season road network in the state. The addition of uninterrupted year-round access provided by these routes will complement the state trunkline system, improve safety for routes with high commercial traffic and assist commerce in the transportation of goods using various transportation modes.

Grants Approved in FY 2018 and Status Update on FY 2017 Grants The OED received 42 applications requesting over $13.1 million against an appropriation of $2.5 million in FY 2018. Using savings from prior year projects costing less than anticipated, OED was able to approve nine grants totaling over $2.5 million. FY 2018 Category F funds leveraged an additional $2 million in local matching funds.

Category F Featured Projects The following are examples of previously awarded Category F transportation projects that were important to the state’s all-season road network.

North Ostego Lake Drive – Ostego County Road Commission FY 2018 TEDF Category F grant was awarded to the Ostego County Road Commission for the reconstruction of North Ostego Lake Drive between Old US-27 to Dickerson Road in Bagley Township. The work included widened paved shoulders, pavement markings and improved signage.

The road, which is part of a commercial route between I-75 and several businesses located in the Gaylord Industrial Park was not built to all-season standards, had narrow shoulders and was severely rutted. The improvements will insure a viable truck route for current and future commercial users.

The construction cost of the project was $358,720 using $269,040 in TEDF Category F funds and $89,680 from the Otsego County Road Commission.

Redman Road - City of Milan The City of Milan was awarded an FY 2017 Category A grant to upgrade Redman Road between Platt Road and Wabash Road to all-season standards. The roadway is part of a commercial vehicle route between US-23 and the city’s industrial park. To insure continued commercial vehicle access, the city removed and replaced the existing pavement, installed new curb and gutter, replaced drainage structures and made Americans with Disabilities Act compliant sidewalk ramp upgrades.

The cost of construction was $857,781, using $370,000 in state TEDF Category F Funds and $487,781 from the city of Milan.

County Road 510 – Marquette County Road Commission County Road 510, located in Negaunee Township, is an important haul route for forestry products. An FY 2017 Category F grant was awarded to the Marquette County Road Commission to upgrade the section of roadway between Hardwood Lane and CR -502, to all-season status. The road commission has been upgrading sections of the roadway north of this section over several years to complete an all-season route to US-2.

The total cost of construction was $500,000, using $375,000 in state TEDF Category F funds and $125,000 from the Marquette County Road Commission.
