Municipal Rating Strategy Hon. Tim Sheridan, the Minister for Finance would like to provide the community with an update on the proposed introduction of municipal rates on Norfolk Island. The Norfolk Island Government is required under the Funding Agreement with the Commonwealth to develop a municipal rating strategy and the implementation of municipal rates was linked to the grant funding for the Cascade Pier project by Minister Briggs in February 2014. “A municipal rating strategy has been developed that provides for a model unique to Norfolk Island. The model is a levy system in which income raised is more directly focused on the provision of government services. LATE APPLICATIONS WILL NOT BE ACCEPTED people, are still trying to leap the chasm by themselves rather than trust Jesus and use the bridge. And the pity of it all is, they don’t even want to hear about the bridge. So do you have itchy ears, only wanting to hear nice things, feel good things about God or do you want to hear God’s truth about his rescue plan through faith in Do You Have Itchy Ears? his Son Jesus? Do you have itchy ears? I do. In fact my right Philip Bassett ear gets very itchy particularly when I am wearing Church of England Chaplain my hearing aids. But there is another sense in which people have itchy ears. Listen to what the Apostle Paul says to Timothy in 2 Timothy 4 vs 2-4: “Preach the Word; be prepared in season and out of season; correct, rebuke and encourage--with great patience and careful instruction, for the time will come when men will not put up with sound doctrine. Instead, to suit their own desires, they will gather around them a great number of teachers to say what their itching ears want to hear. They will turn their ears away from the truth and turn aside to myths.” Most people don’t mind hearing God’s Word; after all it contains God’s truth. But problems arise when they don’t like to hear God’s whole truth. What happens is - they want to hear the parts of God’s Word they believe in, not the ones they don’t want to deal with. They just want to hear the feel good passages, such as love one another, be kind and tender-hearted and so on. However, when a teacher comes along and says, yes, love one another, but love your enemy as well because God tells you to. That is just too uncomfortable. Rather than listening to that teacher, they find teachers that make them feel spiritual instead of ones that teach them how to live. The truth is of course that God does love us and he showed that love particularly by doing the hard yards on the Cross so that our sins could be forgiven and we can be reconciled with him. The hard bit that we don’t like is the suggestion that we are sinners in need of forgiveness and that forgiveness comes only through faith in Jesus. All too often we want God to smile upon us for the few things we do get right and to overlook the many more things that we get wrong. I’m reminded of an illustration of a massive deep chasm separating us from God. All too often we try to leap across that chasm by our own efforts. But as the Apostle Paul says, “All have sinned and fall short of the glory of God.” In the illustration, it doesn’t matter whether we try real hard and almost reach God’s side of the chasm, or whether we don’t even try and just totter off the edge, or perhaps like most people try a bit and maybe reach half way. We all end up in the same place. At the bottom of the chasm where lies destruction. We don’t want God to stand on his side pointing to different people and saying, “Hey look at that guy. Well done you almost made it.” Or “Oh dear what a shame that one didn’t even try.” No what we want is God to reach out and rescue us. In the illustration God has built a bridge across that chasm.
