Local Scout wins District Pinewood Derby Pack 26 of Manila recently attended the Pilot Butte Dis- trict’s Cub Scout Camp at Scott’s Bottom in Green River, Wyoming. It was a fun day for the scouts as they partici- pated in many activities and worked on a variety of activi- ties for their badges. One of the activities held during the Camp was the District Pinewood Derby. Congratulations to all the cubs who participated, but es- pecially to Hayden Slaugh who won the Wolf Den contest ( 8 year old scouts) and also took overall honors for the whole District !

Special Fire Closure For a Section of the Ashley National Forest Beginning Mon- day, July 2 nd at Midnight: Flaming Gorge National Recreation Area and the Duchesne Ranger District remain open and ready for 4 th of July Recreation Only a portion of the Ashley National Forest is closed as a result of the Neola North Fire. The area closed by the order in- cludes portions of the Roosevelt Ranger District and a portion of the Vernal Ranger District. The area closed by the order is located east of the Yellowstone Canyon Road on the Roosevelt Ranger District and the Taylor Mountain Road and on the Vernal Ranger District. In total the area of the Ashley National Forest Closed by this order amounts to approximately one quarter of the Ashley National Forest. The Flaming Gorge National Recreation Area is fully open and prepared to receive visitors for the 4 th of July. Conces- sionaires at the Flaming Gorge National Recreation Area are ready to receive visitors over this holiday week. The Duchesne Ranger District is also fully open for those wishing to fish, hike, and recreate on the Ashley National Forest. Campfire Restrictions also go into effect Monday at midnight. This restricts the building, maintaining, attending or using a fire, campfire, or stove fire. Campfires are permitted within metal or concrete fire rings established by the US Forest Ser- vice. Stoves fueled with gas, propane, alcohol, or canned heat may be used for cooking.

Neola North Fire Update The Neola North Fire was reported at 9 a.m. on June 29 th about four miles north of Neola, Utah on the Uintah and Ouray Indian Reservation. The cause of the fire remains under investigation. For the first two days, suppression of the fire was managed by a local Type III incident management organization. Rapid fire growth resulted in the need to call in a Type I National Incident Management Team from the Rocky Mountain Region, with Kim Martin serving as Incident Commander. The Type I team assumed manage- ment responsibility for the fire at 6 a.m. yesterday. As of July 2nd, the fire is 30,499 acres and five percent contained. There are currently 400 fire fighters, eight helicopters, six air tankers, eight engines, and one dozer assigned to the fire. Movement of the fire yesterday occurred primarily towards the north onto Ashley National Forest lands. The fire showed little growth to the east or south where communities were threatened during the first two days of the fire. Air tankers and helicopters were used to drop fire retardant in these areas while hand crews worked hard to build and reinforce firelines. The result is that the southern and eastern flanks of the fire are now suffi- ciently secure to allow residents to return to the community of Whiterocks. As of 8 a.m. Monday, resi- dents within the city limits of Whiterocks will be allowed to return to their homes. Evacuations in outlying areas north of Whiterocks and in the Farm Creek area remain in place. An area closure for the Ashley National Forest in the fire vicinity east of Yellowstone Canyon and west of Taylor Mountain Road will be in effect beginning at midnight on Monday, July 2, 2007. For additional infor- mation on the closure please contact the Forest office at (435) 789-1181. The weather forecast is showing that the high pressure will continue with hot dry weather through the week. High temperatures and low relatively humidity will result in extreme burning conditions. Residents and visitors are asked to be extremely careful with the upcoming holiday.

Flaming Gorge Community Health Center Efforts to get the Health Center opened have been delayed. We are awaiting the comple- tion of some minor changes to the facility re- quired by the State and then the final inspec- tion. Until everything has passed we will not know what the exact date of opening will be. Duane Draper, the Physician’s Assistant is in town and helping to write grants and working with the State to get all the needed certifica- tions and licenses to open the facility. Genevieve Eva Ruble Siler Genevieve Eva Ruble Siler, 90, of Rock Springs, died Sunday, June 24, 2007, at Castle Rock Convalescent Cen- ter in Green River. A resident of Rock Springs for the past year and former resident of Hurricane, Utah, Mrs. Siler died following a brief illness. She was born Feb. 17, 1917, in Independence, Calif., the daughter of Thomas Hayden and Eva Rebecca Cur- rens Ruble. She attended schools in Green River and Manila, Utah and was a 1949 graduate of Manila High School. She married Findlay Fernard Siler on Oct. 7, 1933, in Manila. He preceded her in death on Feb. 25, 1992. Her interests included painting, researching family history, crocheting and gardening. She was a member of the Church of Jesus Christ of Latter-day Saints. Survivors include three sons, Jerry Siler and wife Mary, Hugh Siler and Clyde L. Siler, all of Green River; one daughter, Lorena Leora Siler Dow of Rock Springs; one brother, James S. Ruble of Manila; one sister-in-law, Mary Ruble of Manila; 13 grandchildren; 20 great-grandchildren; nine-great-great-grandchildren; four step- grandchildren; 10 step-great-grandchildren; and two step-great-great-grandchildren. She was preceded in death by her husband; one son; one grandson; one great-grandson; one sister; and four brothers. Funeral services were conducted at noon Friday, June 29, 2007, at the L.D.S. Chapel in Manila. Bishop Bruce E. Northcott conducted the services. Interment will be in the Manila Cemetery.

Charles Vernon Keefer Our beloved husband, father, grandfather and friend passed away June 9, 2007 at Ashely Valley Medical Center due to complications of leukemia. “Chuck” was born January 8, 1922 near Thomas, Oklahoma, the son of Henry Keefer and Bessie Denham Keefer. He was one of 11 children. When Chuck was 16 he moved with his mother and siblings to Folsom, California. Chuck was in the Air Force during WWII, from January 1943 to January 1946. He spend most of his time in England working on planes and gliders. Chuck married Frances Edna Hill on February 14, 1949. Shortly thereafter they moved to Nome, Alaska, where Chuck operated one of the largest gold dredges in the world. Their first child Sandra Lynn, was born in Nome on April 20, 1950. They welcomed their second daughter Linda in the spring of 1952. She died five weeks later. They joy of the family, Debra Ann, was born October 20, 1953. Chuck, Fran, Sandy and Deb moved to Dutch John in December 1963. What a change that was! Chuck worked for the Bureau of Reclamation; Department of the Interior. Fran passed away February 6, 1971. Chuck married Carlene November 8, 1974. They had a wonderful fun filled 33 years. Both Chuck and Carlene loved to fish. Chuck caught a world record brown trout at Flaming Gorge Reservoir on January 25, 1975. It weighed 31 pounds 12 ounces. Chuck and Carlene traveled and had fun everywhere. They spent winters in Mexico, Florida, and nine winters in Bull- head City, Arizona. And of course there was lots of fishing! Most summers were spend in their home in Manila. In 2002 Chuck and Carlene moved to Vernal. They have a beautiful home and were comfortable and happy. Chuck loved his kids and grandkids. He is survived by wife, Carlene; daughters, Sandy (Craig) Collett of Dutch John; Debra Keefer of Poulsbo, Washing- ton; Judy Fender of Colorado Springs, Colorado; Joy Wilhelm of Wheatland, Wyoming; Happy (Jess) Younger of Casper, Wyoming; 16 grandchildren and 17 great grandchildren. We love you Sweetie! Funeral Service was held Wednesday, June 13, at 11am at the Vernal Mortuary. A viewing was one hour prior at the funeral home. Military honors were provided by American Legion posts 11 and 124. Burial was in the Vernal Memorial Park under the direction of Blackburn Vernal Mortuary.
