With the Industrial Development Zone (IDZ) planned for the area, it is essential to have electricity strengthened to accommodate high demand for electricity. This project is also required to facilitate integration of renewable energy. The proposed development will be located in the Saldanha Bay area, approximately 130km north west of Cape Town, in the Western Cape Province. -

Determining the Vitality of Urban Centres
The Sustainable World 15 Determining the vitality of urban centres J. E. Drewes & M. van Aswegen North West University, Potchefstroom Campus, South Africa Abstract This paper will attempt to provide an encompassing Index of Vitality for urban centres. The Vitality Index’s© goal is to enable measurement of the general economic, social, physical, environmental, institutional and spatial performance of towns within a regional framework, ultimately reflecting the spatial importance of the urban centre. Towns have been measured in terms of numerous indicators, mostly in connection with social and economic conditions, over an extended period of time. The lack of suitable spatial indicators is identified as a significant shortcoming in the measurement of urban centres. This paper proposes the utilisation of a comprehensive index to measure the importance of an urban centre within a specific region. The Vitality Index© is consequently tested in a study area situated in the Northern Cape Province, South Africa. This study contributes in a number of ways to the measurement of urban centres, i.e. the shortcomings that are identified for the urban centres can be addressed by goal-specific policy initiatives, comprising a set of objectives and strategies to correct imbalances. The Vitality Index© also provides a basis for guiding national and regional growth policies, in the identification of urban centres with sustainable growth potential and vitality. Legislation, Performance Standards and the Dingleton Resettlement Dr Gwendolyn Wellmann [email protected] www.gwendolynwellmann.com Abstract During the recent two decades, resettlement in South Africa has changed significantly, and whilst the country does not at this time have a national resettlement policy or a law specifically addressing resettlement, the process is supposed to be in accordance with the Constitution of South Africa and the country’s legal framework. On occasion, a private sector implementer will claim to adhere to international performance standards and policies of the International Finance Corporation (IFC). In December 2007, AngloAmerican Kumba Iron Ore announced that it will relocate the Dingleton town to another location, and the first group of Dingleton residents were resettled to temporary accommodation in late 2014. As of March 2021, the process is ongoing with at least 50 households still in temporary accommodation with no real end to the resettlement in sight, with the company suing resettled persons for rental in arrears for accommodation provided for them in company housing post-resettlement, with mediation and arbitration processes also ongoing for other cases. Background Dingleton was a town located adjacent to the Sishen Iron Ore mine, which is located near Kathu in the Northern Cape Province of South Africa. Sishen Iron Ore belongs to Anglo American subsidiary, Kumba Iron Ore. The town of Sishen was built in the early 1950s by the then state-owned mining company Iron and Steel Corporation (ISCOR), which was founded by the South African government in 1928. In 1989, ISCOR became the first South African state-owned entity to be privatized in a R3.7 billion deal that led to its listing on the Johannesburg Stock Exchange at R2 a share. -

NEWS RELEASE 15 February 2013 Anglo American announces underlying EBITDA(1) of $8.7 billion and underlying operating profit(2) decrease to $6.2 billion Financial results driven lower by commodity prices in weak global economic conditions (2) • Group underlying operating profit of $6.2 billion, decreased by 44% (3) • Underlying earnings of $2.8 billion and underlying EPS of $2.26 • Following one-off impairments, loss attributable to equity shareholders of $1.5 billion (4) (5) • Net debt of $8.6 billion at 31 December 2012 (pro forma net debt of $9.3 billion) Safety • It is regrettable that 13 employees lost their lives in work related incidents – safety programmes continuing to drive for zero harm with 70% reduction in fatalities since 2006 • 48% improvement in lost time injury frequency rate since 2006 Disciplined capital allocation • Aiming to maintain a strong investment grade rating, with the Board’s commitment to sustain the rebased dividend and return surplus cash to shareholders • Final dividend increased by 15% to 53 US cents per share, bringing rebased total dividends for 2012 to 85 US cents per share, a 15% increase Impairments recorded and Platinum review proposals announced • Minas-Rio project cost and schedule review confirms FOOS end of 2014 and $8.8 billion expected capital expenditure (including $0.6 billion contingency) – $4.0 billion post-tax impairment • Platinum industry currently facing challenging economic conditions- $0.6 billion post tax impairment in 2012 on projects.
