PNA 2018-2021 Supplementary Statement 05 Pharmaceutical Needs Assessment 2018-2021 Pharmaceutical Needs Assessment, 2018-2021 Supplementary Statement 05 This supplementary statement has been prepared and issued by the Derby and Derbyshire Joint PNA Steering Group on behalf of the Derby City and Derbyshire County Health & Wellbeing Boards, in accordance with the requirements set out under the National Health Service England (Pharmaceutical Services and Local Pharmaceutical Services) Regulations 2013 (SI 2013 No. 349) and amended in 2014, 2015 and 2016 [“the Regulations”]. The statement has been issued in accordance with Part 2; 6 (3) of the Regulations and updates the Pharmaceutical Needs Assessment (PNA) 2018- 2021 published by the aforementioned Council’s on 26th March 2018. The updated information that follows supersedes some of the original information contained within the PNA and should be read in conjunction with that document and Supplementary Statements 01, 02, 03 and 04. Changes noted reflect those that have occurred between the dates of 1st April 2019 and 30th June 2019. Since publication of the PNA in March 2018 there have been a number of changes to individual pharmacy opening times. Pharmacies are required to keep their NHS Choices entries up to date. For details of individual opening times that may have changed since PNA publication, please review the relevant entry on the NHS Choices website. Table 2 highlights the change in number and rate of community pharmacies per 100,000 head of total population. In June 2019 the Office for National Statistics (ONS) published the mid-2018 population estimates for UK, England and Wales, Scotland and Northern Ireland1 which updates the previously published mid-2016 figures used in the PNA 2018-21. Taking into account these and the cumulative changes to provision since publication of supplementary statement 04; Amber Valley, Bolsover and Erewash have seen a reduction of one pharmacy per 100,000 population. South Derbyshire has seen a reduction of two pharmacies per 100,000 and North East Derbyshire has seen a gain of one pharmacy per 100,000. Amber Valley, Erewash and South Derbyshire have seen a physical reduction of one pharmacy while North East Derbyshire has gained one pharmacy. Whilst there has been no overall change to the rate of provision across the Derbyshire STP area (21 pharmacies per 100,000 population), it should be noted that Derby City has experienced a reduction to the rate of provision across the city (23 per 100,000 population). 1 https://www.ons.gov.uk/peoplepopulationandcommunity/populationandmigration/populationestimates/datasets/populat ionestimatesforukenglandandwalesscotlandandnorthernireland Page 2 Pharmaceutical Needs Assessment 2018-2021 Table 2: Registered Community Pharmacies by Derby and Derbyshire District Change in Change in Current number from ONS mid- Pharmacies rate from number of PNA 2018-21 2018 per 100,000 PNA 2018-21 Derbyshire District pharmacies baseline population population baseline Amber Valley 26 -1 126,678 21 -1 Bolsover 17 79,530 21 -1 Chesterfield 23 104,628 22 Derbyshire Dales 12 71,977 17 Erewash 25 -1 115,490 22 -1 High Peak 21 92,221 23 North East Derbyshire 21 1 101,125 21 1 South Derbyshire 14 -1 104,493 13 -2 Derby City 60 -3 257,174 23 -2 Derbyshire County 159 -2 796,142 20 Derbyshire STP 219 -5 1,053,316 21 England 22 It is anticipated that Supplementary Statement 06 will be published in October 2019 unless any significant change to provision should occur in the interim months. INTRODUCTION 1.1 The purpose of planning is to help achieve sustainable development. Pursuing sustainable development involves seeking positive improvements in the quality of the built, natural and historic environment and includes a requirement to plan positively to support local development. As such, sustainable development and the creation of sustainable communities lies at the heart of the Government’s National Planning Policy Framework. 1.2 In considering where new development should be located, there is a need to balance the requirements of development against other needs such as sustainability and environmental impacts. Development needs to be accommodated in settlements where the need to travel can be reduced through good access to facilities and services and where it can be accommodated without significant adverse impacts. This paper seeks to assess the relative sustainability of each of the main settlements (excluding the Market Towns) in the Derbyshire Dales (outside the Peak District National Park) and will be used to inform strategy and policy formulation in the Derbyshire Dales Local Plan. From a national perspective, none of the District’s settlements would be regarded as large. However, there are nevertheless significant variations in the land uses and services that are located within them, the relationships between different settlements.

She can be contacted at [email protected] DATES Prior to 1752 the year began on 25 March (Lady Day). In order to avoid confusion, a date which in the modern calendar would be written 2 February 1714 is written 2 February 1713/4 - i.e. the baptism, marriage or burial occurred in the 3 months (January, February and the first 3 weeks of March) of 1713 which 'rolled over' into what in a modern calendar would be 1714. Civil registration was introduced in England and Wales in 1837 and records were archived quarterly; hence, for example, 'born in 1840Q1' the author here uses to mean that the birth took place in January, February or March of 1840. Public Agenda Item No. 4(g) DERBYSHIRE COUNTY COUNCIL MEETING OF CABINET MEMBER – HIGHWAYS, TRANSPORT AND INFRASTRUCTURE 12 July 2016 Report of the Strategic Director – Economy, Transport and Communities CONSULTATION: DERBYSHIRE DALES DRAFT LOCAL PLAN (1) Purpose of Report To agree the County Council’s formal response to Derbyshire Dales District Council’s (DDDC) public consultation on its Derbyshire Dales Draft Local Plan (DDDLP). (2) Information and Analysis The DDDLP sets out planning policies and strategic housing and employment land allocations for the period 2013 to 2033. Following an Examination in Public (EIP), DDDC withdrew its previous version of the Derbyshire Dales Local Plan (DDLP) in October 2014. The EIP Inspector had identified ‘soundness’ issues, particularly relating to its proposed housing provision target. The target was considered to be significantly below the District’s Objectively Assessed Housing Need (OAHN) of 6,400 dwellings. On 14 December 2015, Derbyshire County Council submitted detailed comments to DDDC on its Local Plan Key Issues Consultation (KIC). Reference is made to them where appropriate below. Section 1: Introduction of the DDDLP indicates that the Local Plan will be subject to an EIP in late 2016. Section 2 gives a Spatial Portrait of the District and a range of key issues that need to be addressed. Section 3 sets out the Spatial Vision, Aims and Objectives of the Plan. Sections 4 to 8 set out the main proposed polices and housing and employment land allocations of the Plan, including: • Section 4: Spatial Strategy - the District’s future housing provision target is at least 6,015 new homes and employment land provision is 15 hectares (ha); there are specific Development Strategies for Matlock/Wirksworth/ Darley Dale, Ashbourne, and the Rural Parishes; and policies for local infrastructure provision and developer contributions.
