The National Highways Authority of India (NHAI) invites proposals for engaging an Independent Engineer (IE) on the basis of International Competitive Bidding for the following contract package in the State of Madhya Pradesh. As such before submitting the proposal, the Consultant (the firm and all key personnel) shall mandatorily register and enlist themselves, on the MoRT&H portal “INFRACON” and upload all relevant information to enable correct evaluation of RFP. Bidders while submitting the RFP proposal shall furnish registration details including INFRACON Team ID. A copy of INFRACON Operation Procedure is enclosed for bidder’s reference. 2. Selection of IE & AE shall be as per selection procedures given in the Model Concession Agreement and general procurement methods followed in NHAI. The selected IE shall be intimated to the Concessionaire/Contractor. 3. The proposal shall be submitted in English Language and all correspondence would be in the same language. 4. The Operation & Maintenance of project broadly include Operation and Maintenance activities of the Concessionaire for completed construction works and Projects Facilities are opened to traffic as per the Concession Agreements ( Appointed for OMT work of Agra Gwalior Section of NH-3) and to act as Authority’s Engineer for implementation of EPC projects for new construction of flyover at Morena Town with BT service road & drains & median as per provision in the respective agreements. 5. As per the Terms and Conditions of the Concession Agreement(s), the Independent Engineer is broadly required to: i. Review of the Drawings and Documents; ii. Determine the Project Facilities Completion Schedule; iii. Review, inspection and monitoring of Construction Works; iv. Conducting Tests on completion of construction and issuing Completion Certificate; v. Review, inspection and monitoring of O&M; vi. Review, inspection and monitoring of Divestment Requirements; vii. Determining, as required under the Agreement, the costs of any works or services and/ or their reasonableness; viii. Determining, as required under the Agreement, the period or any extension thereof, for performing any duty or obligation; ix. Assisting the Parties in resolution of disputes; and x. Undertaking all other duties and functions in accordance with the Concession Agreement. The Consultant is also required to act as Authority’s Engineer for implementation of Three EPC project. As per the Terms and Conditions of the respective EPC Agreement(s), the Authority’s Engineer shall perform all the duties as per TOR given in this RFP along with any amendment thereof. The selection of Authority’s Engineer shall follow the laid down procedures. 6. The interested consultancy firms may download the RFP from the e-portal of the Employer and submit through online on e-tender portal & INFRACON w.e.f. 19.07.2018 to 31.08.2018 up to 17:00 Hrs . The Consultant who downloads the RFP document from the e-portal will be required to pay the non- refundable fee of Rs. 5,000/- through online/Demand Draft in the name of “Regional Officer, National Highways Authority of India” payable at Bhopal at the time of the submission of the Bid proposal. 7. The RFP will be invited through e-tendering portal. Refer Registration process for bidders in New e-tendering portal (developed by NIC) is enclosed with document. In this document, unless the context otherwise requires, reference to a firm or consultant or bidder or applicant shall be construed as reference to any individual firm, organization, company or their JV, reputed engineering institutions such as IITs/ NITs/ Deemed Universities. Unqualified bidders would be informed regarding their non qualification, without any explanation. 9. The proposal should be submitted by consultancy firms in two parts in two separate envelopes/package duly marked Proposal for Consultancy Services as (i) Independent Engineer for Operation and Maintenance of Agra-Gwalior section from Km 8.0 to Km 103.0 of NH-3 (Length 95.00 Km) and Operation of Toll Plaza at Km 32.607 (Km 00.00 to Km 42.033 of Gwalior Bypass) in the State of Uttar Pradesh, Rajasthan and Madhya Pradesh on Operate, Maintain and Transfer (OMT) Basis-Pkg-22-(NS).(ii) Authority Engineer for Construction of 4-lane Flyover at Km. 80.742 from Km. 79.780 to 81.200 (Length 1.420Km.) of NH-3 at Morena Town in the State of Madhya Pradesh on EPC mode, and put together in one single outer envelope/ package. The two parts of the proposal are Part 1: Technical Proposal and Part 2: Financial Proposal. For a given Project, Stage-1 of the Evaluation shall consider the evaluation of the Technical Proposal (i.e. Part 1). The firms scoring the qualifying marks (minimum 75%) as mentioned in RFP shall be listed in the descending order of their technical score and 5 top ranking firms shall only be considered for further evaluation provided none of them is in conflict of interest with the Concessionaire. The firms in conflict of interest shall be substituted by next ranking firm not having conflict of interest with the Concessionaire. Under stage 2, the financial proposal of such five firms as selected above shall be opened and evaluated. The weightage of Technical and Financial score shall be 80% & 20% respectively. The final selection of the firm shall be based on the highest combined score of Technical and Financial Proposal. 10. The total time period for the assignment as Independent Engineer/Authority Engineer will be for 66 months with reduced man power on completion of EPC works i.e.

    1. AREA AND POPULATION This section includes abstract of available data on area and population of the Indian Union based on the decadal Census of population. Table 1.1 This table contains data on area, total population and its classification according to sex and urban and rural population. In the Census, urban area is defined as follows: (a) All statutory towns i.e. all places with a municipality, corporation, cantonment board or notified town area committee etc. (b) All other places which satisfy the following criteria: (i) a minimum population of 5,000. (ii) at least 75 per cent of male working population engaged in non-agricultural pursuits; and (iii) a density of population of at least 400 persons per sq.km. (1000 per sq. mile) Besides, Census of India has included in consultation with State Governments/ Union Territory Adminis- trations, some places having distinct urban charactristics as urban even if such places did not strictly satisfy all the criteria mentioned under category (b) above. Our persistency paid off really well and we have started to reap benefits of our hard work. From the time we came into existence, we have received full support of MoR, Govt. of India and also from Hon’ble Minister, MoR, Govt. of India. One of the striking achievement in June 2020 has been the unprecedented response to the RFQs floated for redevelopment of Nagpur, Gwalior, Amritsar and Sabarmati Railway Stations. 32 developers, including fund houses successfully submitted ‘applications’ for the RFQs. 9 Applications were received for Sabarmati Railway Station, 8 each for Nagpur and Gwalior Railway Stations and 7 for Amritsar Railway Station. We are hopeful that the response to our upcoming projects will be even higher than this. IRSDC is committed to transform railway stations into world class hubs with par excellence passenger amenities. Another huge development in the month of June has been the approval accorded by Group of Secretaries (GoS) to IRSDC for taking up 90 railway stations for stand alone ‘Facility Management’ on PPP. This is in addition to the five railway stations, namely, Anand Vihar, Secunderabad, Chandigarh, Bangalore, Pune being managed by us already and also in addition to stations taken up for redevelopment.

Hinduism is still the majority religion; but the Moghul Emperors were Muslims, and the Sikhs created their own religion in the 16th and 17th centuries. We will sample all of these – as well as some of the best 20th-century architecture, and conclude with a visit, in Doha, to a spectacular collection of Shah Jahan’s jewelry. Traveling with us, Olivier Bernier, who has designed this trip, will share his deep knowledge of India’s history and culture as well as his experience—with an almost endless array of shopping possibilities. Mr. Bernier, whose passion for India has illuminated many lectures at the Met, will also be describing and analyzing museums and monuments as we visit them. We will begin in Delhi and go through many centuries, from the Qtub Minar, built in the 11th century to Humayun’s Tomb, designed in the 1570s and onto Shah Jahan’s majestic 17th-century mosque.
