Critical Infrastructures in : are they crisis-resilient? Part 1: Foundational Infrastructures

Description: In times of crises, we become acutely aware how important ​ infrastructures are as a basis for society to continue to function … and to recover after the crisis. But this is not only the question of the importance of foundational infrastructures, such as telecom, postal services, public transport and electricity, it is also the question of their resilience.

In this webinar, we will discuss these questions for the case of Switzerland, together with representatives of the major Swiss infrastructure providers – Swissgrid, SBB, Swiss Post and Swisscom. The webinar will be introduced and moderated by Prof. Matthias Finger, Swiss Post Chair in Management of Network Industries at EPFL and will benefit from the critical view of a representative of the Swiss Confederation in charge of the national security network.

Part 1: 5 talks (10 min each)

Four speakers will discuss how critical their respective infrastructures are for Switzerland, especially in times of crises, such as COVID. They will provide considerations about their infrastructure’s resilience, but also about the lessons they have learned from the current crises for the future. Following the insights provided by the four speakers, Mr. Duvillard will offer his personal reaction from the perspective of the Confederation.

Speakers’ profile:

Dieter Bambauer, Head of PostLogistics, SwissPost

Dr Dieter Bambauer has been Head of PostLogistics and a Member of Swiss Post’s Executive Management since 2009. He studied Business Administration and obtained his doctorate in Münster and Giessen. After working for around ten years in logistics management in various European commercial and industrial companies, he joined the Executive Board of Kühne + Nagel Management AG in Schindellegi in 1999. In 2003, he moved to Deutsche Bahn AG, where he managed a business unit of DB Cargo. From 2005 to 2009, Dieter Bambauer served as CEO of Schenker AG’s Swiss subsidiary and its affiliate Hangartner AG. Dr Bambauer is also a Member of the Management Committee of the Chair for Logistics Management at the University of St Gallen.

Maurice Dierick, Head of Market, Swissgrid

Maurice Dierick joined Swissgrid in February 2015. Since June 2016 he is a member of the Executive Board, initially as Head of Grid and since January 2019 as Head of Market. Maurice Dierick is a mechanical engineer, who started his professional career in 1991 with E. I. Du Pont de Nemours S.A. in . He then moved to General Electric Plastics in Germany. Between 1998 and 2004, he supervised various projects in different businesses within the scope of the liberalisation of the energy market. From 2001 on, after the completion of the first phase of unbundling, he focused his attention on the structuring of asset management organisation, first for Cap Gemini Ernst & Young in the Netherlands and as of 2004 as a consultant to various energy supply companies in Belgium, Germany, France, Switzerland and Australia. In Switzerland, he was also involved in the market liberalisation in 2008.

André Duvillard, Delegate of the Swiss Security Network (SSN)

André Duvillard was elected by the Confederation and the cantons as common delegate. He moderates the dialogue in the Swiss Security Network between Confederation and cantons, elaborates and manages the affairs of the Political Platform, the Operational Platform and the working groups. He directs the Operational Platform, safeguards its concerns in the Political Platform and carries out the assignments of both platforms. He is supported by a branch.

André Duvillard completed his studies in jurisprudence at the University of Neuchâtel in 1987. Then, he served as delegate of the International Committee of the Red Cross (ICRC) in Iraq, Israel and the Lebanon. From 1991 to 1997, he served as secretary of the Security Policy Committees (SiK) in the Parliamentary Services. From 1997 to 2012, he was employed by the police force of the canton of Neuchâtel; first as as deputy commander, and from 2005 on as police superintendent.

Matthias Finger, Full Professor, Swiss Post Chair in Management of Network Industries at EPFL

Matthias Finger is known for his expertise in matters of governance of network industries. He holds a Ph.D. in Political Science from the University of Geneva and has been an Assistant Professor at (), an Associate Professor at (New York) and a Professor of Management of Public Enterprises at the Swiss Federal Institute of Public Administration. Since 2002, he holds the Swiss Post Chair in Management of Network Industries at Ecole Polytechnique Fédérale in . Since 2010 he also directs the Florence School of Regulation’s Transport Area at the European University Institute in Florence, Italy. Reto Näf, Head of Quality Mass Market Services, Swisscom

Reto Näf is responsible for the service quality mass market at Swisscom and chief of staff of the crisis team. He graduated in electrical engineering from the Bern University of Applied Sciences in 1997. From 2001 he managed large projects within Swisscom Mobile AG before taking over the 7x24h Mobile Network Operations Center in 2006 and joining the Swiss Armed Forces' Telekom staff. From 2009, he mainly led larger cross-departmental troubleshooting topics and task forces.

Daniel Schlup, Head of emergency and crisis management, SBB

Since June 1, 2013 Daniel Schlup is Head of Emergency and Crisis Management at SBB. He holds a Master of Corporate Communication Management and is a former career officer in the Swiss Armed Forces (Col GS). He gives lectures in Emergency and Crisis Management and Crisis Communication at various educational institutions.
