POPCOM Quality Policy

The Commission on Population (POPCOM) is the central policy-making, planning, coordi- nating, and monitoring body of the Philippine Population Management Program.

Quality and excellence shall be our guiding principle and the heart of our commitment in POPCOM. To accomplish these goals with our partners. we will:

P rovide evidenced-based information and technical services to our partners and clients;

O bserve and maintain a high degree of transparency and ethical standards in public service;

P romote professionalism and proficiency among officials and staff in meeting the evolving needs of our partners and clients and statutory requirements;

C ontinually improve our quality management system;

O ptimize the use of public funds and resources;

M anage gender-responsive and culture-sensitive population program efficiently and effectively.

It is the responsibility of everyone to ensure that quality is never compromised. Quality improvement is the job of all POPCOM personnel.

“EMPOWERING FILIPINO FAMILIES” MESSAGE FROM THE REGIONAL DIRECTOR

The Commission on Population (POPCOM) Region IV is comprised of two (2) regions with ten provinces. Despite limited resources for the 2 regions, POPCOM IV successfully contributed to the attainment of the Philippine Population Management Program (PPMP) vision which is well-planned, healthy, happy, and empowered Filipino families in and MIMAROPA regions.

From President Aquino’s to President Duterte’s administration, it was indeed a challenging transition. The leadership of President Rodrigo R. Duterte posed a challenge for the attainment of “zero unmet need for modern family planning” to all concerned agencies. This challenge is for the full implementation of Republic Act No. 10354 otherwise known as the Responsible Parent- hood and Reproductive Health Act of 2012. Unmet need for modern family planning refers to women capable of becoming pregnant and giving birth, who are not using contraception but wish to postpone their next childbirth or stop childbearing altogether.

As the lead agency strengthening the implementation of the three programs of PPMP: Population and Development (POPDEV) Integration, Responsible Parenthood and Family Plan- ning (RP-FP), and Adolescent Health and Youth Development (AHYD) with Gender and Develop- ment (GAD) cutting across all these program components, POPCOM IV wholeheartedly respond- ed to President Duterte’s directive for CALABARZON and MIMAROPA.

This annual report showcases various demand generation activities and initiatives of the agency for the year 2015 and 2016. In collaboration with our partners from the Local Govern- ment Units (LGUs), Civil Society Organizations (CSOs) and the academe, our programs, projects and activities contributed in the achievement of the needs and aspirations of the people in the community in both regions. Moreover, the support of Partner Agencies (PAs) including media reinforced various PPMP strategies.

Thus, we are happy to share with you POPCOM IV’s 2015 and 2016 Accomplishment Reports.

Philippine Population Management Program

Responsible Parenthood and Family Planning (RP-FP): RP-FP Program aims to help couples / parents exercise responsible parenting to achieve their desired number, timing and spacing of their children, and to contribute in improving the maternal, neonatal and child health, and nutri- tion (MNCHN).

Population and Development Integration (POPDEV): POPDEV Program is defined by the Philip- pine Population Management Program-Directional Plan as the explicit consideration and integra- tion of population dynamics and dimensions in the critical steps of any development initiative, such as plan and program development, policy formulation, database management and utiliza- tion, and other efforts that aim to improve, in a sustainable manner, the development conditions of the people and the locality in which they live.

Adolescent and Youth Development (AHYD): The overall goal of the AHYD Program is to contrib- ute to the improvement and promotion of the total well-being of young Filipinos ages 10-14; 15-19 and 20-24 through their sexual and reproductive health. Specifically, it aims to contribute to the reduction of the incidence of teenage pregnancies and sexually transmitted infections (STIs) and HIV/AIDS among young people which are aligned with the thrusts of the International Conference on Population and Development (ICPD) Program of Action (PoA). Gender and Development (GAD): In response to the Millennium Development Goals, and a call to action to promote the advocacy of GAD, POPCOM assures the gender-sensitivity and respon- siveness of its programs, projects, and activities.
