DeWitte Sonya Harper Elgie Sims Elizabeth Hernandez Dave Syverson Anna Moeller The Commission on Government Forecasting & Accountability is a bipartisan legislative support service agency that is responsible for advising the Illinois General Assembly on economic and fiscal policy issues and for providing objective policy research for legislators and legislative staff. The Commission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expenditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s Revenue and Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annual operating and capital budgets, public employee retirement systems, and other policy issues. -

We also want to ensure that you know the story of LillyPAC. Transparency is an important element of our integrity promise, and so we are pleased to share this 2016 LillyPAC annual report with you. LillyPAC raised $949,267 through the generous, voluntary contributions of 3,682 Lilly employees in 2016. Those contributions allowed LillyPAC to invest in 187 federal candidates and more than 500 state candidates who understand the importance of what we do. You will find a full financial accounting in the following pages, as well as complete lists of candidates and political committees that received LillyPAC support and the permissible corporate contributions made by the company. In addition, this report is a helpful guide to understanding how our PAC operates and makes its contribution decisions. February 17, 2021 U.S. House of Representatives Washington, D.C. 20515 U.S. Senate Washington, D.C. 20510 Dear Members of Congress: As elected leaders representing communities across our nation, we are writing to urge you to take immediate action on comprehensive coronavirus relief legislation, including desperately needed funding for states, counties, cities, and schools, and an increase in states’ federal medical assistance percentage (FMAP). President Biden’s ambitious $1.9 trillion American Rescue Plan will go a long way towards alleviating the significant financial strain COVID-19 has placed on our states, counties, cities, and schools, and the pocketbooks of working families. Working people have been on the frontlines of this pandemic for nearly a year and have continued to do their jobs during this difficult time. Dedicated public servants are still leaving their homes to ensure Americans continue to receive the essential services they rely upon: teachers and education workers are doing their best to provide quality education and keep their students safe, janitors are still keeping parks and public buildings clean, while healthcare providers are continuing to care for the sick. Meanwhile, it has been ten months since Congress passed the CARES Act Coronavirus Relief Fund to support these frontline workers and the essential services they provide. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis. -

1 Political Contributions Exelon Corporation's (Exelon) Success
Political Contributions Exelon Corporation’s (Exelon) success depends on sound public policies at the national, state and local levels. Issues vital to Exelon’s ability to recognize value for its stakeholders are debated and decided in the U.S. Congress, state legislatures and local forums across the country. Federal and Pennsylvania law prohibit companies from making political contributions to Federal and Pennsylvania candidates. Illinois and Maryland law limit the amount that Exelon and its affiliated companies can give to political candidates and PACs. In certain other states, corporations are permitted to contribute to state election campaigns. Exelon engages in political activity in accordance with all relevant state and Federal laws. Exelon Corporation, Atlantic City Electric Company, Baltimore Gas and Electric Company, PECO Energy Company and Potomac Electric Power Company have established political action committees that are funded solely through voluntary employee contributions (ExelonPAC, ACE PAC, BGEPAC, PECOPAC and Maryland Pepco PAC). Commonwealth Edison Company and Exelon Generation Company also have Illinois state political action committees which may be funded by both employee and corporate contributions (ComEd PAC and ExGenPAC). Exelon provides limited administrative support to all seven PACs. These PACs offer eligible employees a direct means to voluntarily participate in shaping public policy and expressing views on issues related to our business. The PACs operate in accordance with all relevant state and Federal laws. Information about ExelonPAC is available on the website of the Federal Election Commission at www.fec.gov. In the interest of transparency for our shareholders and stakeholders, Exelon has posted its Corporate Political Contributions Guidelines on its website. -

STATE FUNDING INITIATIVES REPORT State Funding Initiatives DECEMBER 2019 1 ABOUT THE TRANSPORTATION INVESTMENT ADVOCACY CENTER (TIAC) The Transportation Investment Advocacy Center ™ (TIAC) is a first-of-its kind, dynamic education program and Inter- net-based information resource designed to help private citizens, legislators, organizations and businesses successfully grow transportation investment at the state and local levels through the legislative and ballot initiative processes. The TIAC website, www.transportationinvestment.org, helps transportation investment advocates to mount successful campaigns. It exists to put in one place—and promote the sharing of—strategies… sample political and communica- tions tools… legislative and ballot initiative language… and information on where to obtain professional campaign advice, research and help. To receive free, regular email updates from the TIAC, subscribe to the TranspoAdvocates Blog (www.transportationinvestment.org/blog). TIAC staff produces regular research reports and analyses, hosts an annual workshop in Washington, D.C., and holds ongoing webinars for transportation investment advocates featuring case studies, best practices, and the latest in politi- cal and media strategies. $352K used to avoid prosecution could go to fight SC State House corruption (South Carolina) Special prosecutor David Pascoe said Thursday he wants to give $352,000 that his investigative team collected from five powerful organizations including the University of South Carolina to the S.C. Ethics Commission. The money is from five separate corporate integrity agreements Pascoe and his team made during his nearly seven-year investigation of questionable lobbying practices and secret payments to lawmakers in the the S.C. General Assembly. Pascoe made known his intentions about the money, which for several years has been untouched in escrow accounts, shortly before noon Thursday at the Richland County courthouse. There, during a brief hearing before Judge Robert Hood, Pascoe submitted an eight-page memo about what to do with the money to the judge. “The five corporations are AT&T, Palmetto Health (now part of Prisma Midlands), SCANA, the University of South Carolina, and the South Carolina Association for Justice (a trial lawyers’ group). In total, the agreements provide for payments totaling $352,000, among other conditions, in exchange for the State’s promise not to proceed with criminal charges,” Pascoe said in his memo. Under the corporate integrity agreements, those groups agreed to pay the state varying amounts of money but admitted no wrongdoing. In return, Pascoe promised not to prosecute them. Under a January S.C. Supreme Court decision, it is up to Hood — as current presiding judge of the State Grand Jury — to decide what to do with the $352,000. Corporate integrity agreements are used by both state and federal prosecutors around the country. -

Regarding congruency of political contributions on Behalf of Tara Health Foundation Ladies and Gentlemen: Tara Health Foundation (the “Proponent”) is beneficial owner of common stock of Pfizer Inc. (the “Company”) and has submitted a shareholder proposal (the “Proposal”) to the Company. I have been asked by the Proponent to respond to the supplemental letter dated January 25, 2021 ("Supplemental Letter") sent to the Securities and Exchange Commission by Margaret M. Madden. A copy of this response letter is being emailed concurrently to Margaret M. Madden. The Company continues to assert that the proposal is substantially implemented. In essence, the Company’s original and supplemental letters imply that under the substantial implementation doctrine as the company understands it, shareholders are not entitled to make the request of this proposal for an annual examination of congruency, but that a simple written acknowledgment that Pfizer contributions will sometimes conflict with company values is all on this topic that investors are entitled to request through a shareholder proposal. The Supplemental letter makes much of the claim that the proposal does not seek reporting on “instances of incongruency” but rather on how Pfizer’s political and electioneering expenditures aligned during the preceding year against publicly stated company values and policies.” While the company has provided a blanket disclaimer of why its contributions may sometimes be incongruent, the proposal calls for an annual assessment of congruency. -
