SEE MY OPTIONS ARCHIVES | 1975 Julius Epstein, Author, 74, Dies; Wrote of Forced Repatriations JULY 5, 1975 PALO ALTO, Calif., July 4 (UPI)—Julius Epstein, a journalist who wrote hooks about the forced repatriation of antiCommunist to the Soviet Union after World War II, died Thursday at the age of 74. Mr. Epstein was for 10 years a research associate at Hoover Institution, Stanford University, acrd was also a professor of international affairs at Lincoln University in San Francisco. His latest work dealing with the return of anti‐Communists was entitled “Operation Keelhaul.” In it Mr. Epstein maintained that the United States had secretly agreed to the forcible return of more than a million Russians and East Europeans to the Soviet Union after the war. He said those returned had been prisoners of war, refugees and displaced persons. Mr. Epstein discovered early in 1954 in the Army's Historical Records Branch at Alexandria, Va., an Index card marked, “Forcible Repatriation of Displaced Soviet Citizens—Operation Keelhaul.” Told it was “top secret,” he went to court to have the decouments declassified, without success. In 1970 the White House informed him that President Nixon had removed the Government's objection to declassification. “However,” the spokesman said, “given TRENDING the joint origin of the documents, British concurrence is necessary before they can be released, and this concurrence has not been received.” AD DECENTRIC GPS is Doomed (No Joke) Meet the company taking on an $11.2 trillion dollar market.

A few centuries ago, translations of Flavius Josephus's Jewish War were among the most widely read books in Muscovy, in the Polish-Lithuanian Kingdom, in Bohemia, and in neighboring lands. It is sad and incongruous that Professor Dawidowicz's volume, which deals with a more recent war against the Jews fought largely on the territory of these countries, is not likely to be published in any of them. The years 1971 and 1972 were important in the historiography of World War II, for it was then that nongovernment researchers finally were given access to much of both the American and the British archives concerning the forcible repatriation in 1944-47 of about two million Russians and Ukrainians. Bethell's The Last Secret resulted directly from such access; Epstein's Operation Keelhaul had the misfor­ tune to be substantially completed before that access was granted. Forcible repatriation was too big and too shocking to be kept really secret, despite Solzhenitsyn's use of that label and Bethell's borrowing of it for his title.
