Minutes of 399th Meeting of the SRC held on 15th – 16th June 2021 NATIONAL COUNCIL FOR TEACHER EDUCATION SOUTHERN REGIONAL COMMITTEE G-7, DWARKA SECTOR – 10 NEW DELHI – 110075 The 399th Meeting of the Southern Regional Committee (SRC), National Council for Teacher Education held on 15th – 16th June 2021 through Virtual Tele Conferencing at the Conference Hall, SRC, NCTE, New Delhi. Pritam Singh, Regional Director and Convener, SRC welcomed the Chairperson and all members and apprised about the work done by the SRC along with the directions received from NCTE Hqrs from time to time. The Minutes of the 397th and 398th meetings of SRC were circulated to all members and the minutes are confirmed by the SRC. The Committee taken note of ATR and considered the following items for correction/changes/amendments. 1. Diana College of Education, No. 68, Chokkanahalli Village, Hege Nagar Main Road, Jakkur Post, Yelahanka Hobli, Banglore-560064, Karnataka. File No. – APS01695, Course – B.Ed. In response to the decision taken by the SRC in its 397th meeting held on 25th -26th March 2021. The decision may be read as under:- The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - Minutes of 399th Meeting of the SRC held on 15th – 16th June 2021 The Committee on the perusal of the reply submitted by the institution, decided that the continuation order be issued to the Institution Diana College of Education, Survey No. 68, (New No. 68/3, New Muncipal Khata No. 12/68, Chokkanahalli Village, Yelahanka Hobli, Benguluru North Taluk, Benguluru District – 560064, Karnataka for B.Ed. programme for 1 basic unit of 50 students. 2. Arcot Lutheran Church College of Education, Jeevanagar, Main Road, Tamil Nadu File No.- APSO9729, Course – B.Ed. In response to the decision taken by the SRC in its 397th meeting held on 25th -26th March 2021. The decision may be read as under:- The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee considered the reply submitted by the institution vide letter dated 06.11.2019 and 25.11.2019 in response to the Final Show Cause Notice and found the following deficiencies: - 1. The institution has not submitted a copy of the Building plan approved by the Competent Authority. 2. The institution has not submitted latest Faculty list approved by the affiliating University. 3. The land documents submitted by the institution are not readable. The institution has not submitted Certified English Translated copy of Land Document. 4. The institution has not submitted notarized copy of NEC in English translated version and also not submitted a notarized copy of LUC. In view of the above, the Committee decided to seek the above documents from the Institution by sending a last reminder (Letter) before withdrawal of the recognition on the grounds mentioned above to the institution. The institution is required to submit the documents / representation mentioned above within 21 days from the date of issue of the letter. Minutes of 399th Meeting of the SRC held on 15th – 16th June 2021 The Committee has taken up the following agenda items of 399th Meeting. 1. Al-Azhar Training College, KKR Junction, Thodupuzha-685585, Idduki District, Kerala. File No. – APS00619, Course – B.Ed. The original files of the Institution along with other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee perused the order dated 22.3.2021 of the Hon’ble High Court of Delhi and reconsidered the institutions application dated 4.11.2020. The Committee noted that after promulgation of the NCTE Regulations, 2014, the institution submitted an Affidavit dated 12.5.2015 for B.Ed. 2 units. Accordingly SRC, NCTE issued conditional RPRO. Subsequently the Management vide letter dated 25.6.2016 requested the SRC to reduce strength from 2 units to 1 basic unit of 50 students in B.Ed. programme. The SRC agreed to the request made by the institution and accordingly vide order No. SRO/NCTE/APSO0619/B.Ed./KL/2017-18/94775 dated 11.9.2017 is issued for reduction of intake from 2 units to 1 unit in the B.Ed course. Now the Management of the institution again seeking permission for increase of intake which is not permissible, as such SRC cannot consider the request made by the Management as per the NCTE Regulations. If the Management wants to increase their intake they have to make an application to the NCTE against the notification inviting applications to be issued by the NCTE Hqrs. Therefore, the Committee decided that the request made by the institution for increasing the seats in its B.Ed. programme from 1 unit to 2 units may not be considered as per the existing provisions of the NCTE Act. 2. Sri Ganga Parameshwari B.Ed. College, Cittapur, 125, Shanti Nagar, Gulbarga, Karnataka-585301. File No. – APS01943, Course – B.Ed. Minutes of 399th Meeting of the SRC held on 15th – 16th June 2021 The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee on the perusal of the reply submitted by the institution, decided that the continuation order be issued to the Institution Sri Ganga Parameshwari B.Ed. College, Sy. No. 78/4, Mudbool Village Chittapur Taluk, Chittapur, Gulbarga District-585211, Karnataka for B.Ed. programme for 2 basic units of 50 students each. 3. Majmaa Training College, Rahmath Nagar, P.O. KavanurmAreacode, Malappuram District, Pin- 673644, Kerala. File No. – APS00723, Course - B.Ed. The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made:- The Committee decided to obtain a report from the State Inspecting Authority, i.e. Regional Jt. Director of Education on the physical and human resource available with the institution for running B.Ed. programme as per NCTE norms. Further a clarification about the ownership of land be obtained from the concerned Tehsildar. The report from the Regional Jt. Director alongwith clarification from the concerned Tehsildar will enable the Committee to take appropriate decision in issuing RPRO to the institution. 4. Indian College of Education, Raziya Manzil, Chidri-585403, Bidar District, Karnataka. File No. – APS02435, Course – B.Ed. The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made:- The Committee noted the Appellate Authority order dated 26.3.2021 and accepted the contention of the institution vide letter dated 13.4.2021 that the institution is functioning in the own land and building from the date of recognition to till date. Pratap College of Education, Ramapuram Village, Papayapalem Post, Vetapalemm Chiral, Prakasam District – 523157, Andhra Pradesh. File No. – APSO7001, Course – B.Ed. The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made: - The Committee on the perusal of the reply submitted by the institution, decided that the continuation order be issued to the Institution Pratap College of Education, Survey No. 417, Ramapuram Village, Kothapeta Revenue Village, Akkayapalem Panchayathi Vetapalem Mandalam, Prakasam District – 523157, Andhra Pradesh for B.Ed. programme for 2 basic units of 50 students each. 6. Papasani Mala Konda Reddy College of Education, Plot No. 4-129, Chowtapalem Street, Darsi Village & Post Office, Darsi Taluk & City, Prakasam District-523247, Andhra Pradesh. File No. – SRCAPP14648, Course – B.Ed. The original files of the Institution alongwith other related documents, NCTE Act, 1993, Regulations Guidelines issued by NCTE from time to time and documents furnished by the institution were carefully considered by the SRC and the following observations were made:- The Committee decided to constitute the Visiting Team for inspection of infrastructure & instructional facilities etc. of Papasani Mala Konda Reddy College of Education, Plot No. 4-129, Chowtapalem Street, Darsi Village & Post Office, Darsi Taluk & City, Prakasam District- 523247, Andhra Pradesh for the proposed B.Ed.
