I am grateful for the opportunity to submit the following statement for the record. Since I teach at National Intelligence University (NIU) which is part of the Department of Defense (DoD), I need to begin by making clear that all statements of fact and opinion below are wholly my own and do not represent the views of NIU, DoD, any of its components, or of the U.S. government. You have asked me to discuss whether China seeks an alternative global order, what that order would look like and aim to achieve, how Beijing sees its future role as differing from the role the United States enjoys today, and also to address the parts played respectively by the Party’s ideology and by its invocation of “Chinese culture” when talking about its ambitions to lead the reform of global governance.1 I want to approach these questions by dissecting the meaning of the “new era for socialism with Chinese characteristics” Xi Jinping proclaimed at the Communist Party of China’s 19th National Congress (afterwards “19th Party Congress”) in October 2017. -

In his most important writing in this field called "Politics", Aristotle classified authority in the form of two main parts: the correct authority and moose authority. In this sense, correct forms of government are 1.basileus, 2.aristocracy and 3.politeia. These forms of government are based on the common good. Bad or moose forms of government are those that are based on the property of an individual or small governmental structures and they are: 1.tiranny, 2.oligarchy and 3.democracy. Also, Aristotle's political thinking is not separate from the ethical principles so he states that the government should be reflected in the true virtue that is "law" or the "golden mean". Kant’s political philosophy of religion, in addition to extending and further animating his moral doctrine, interprets religion in such a way as to give the Christian faith a moral grounding that will make possible, and even be an agent of, the improvement of social and political life. The dissertation emphasizes the wholeness and structure of Religion within the Boundaries of Mere Reason as a book, for the teaching of the book is not exhausted by the articulation of its doctrine but also includes both the fact and the manner of its expression: the reader learns most fully from Kant by giving attention to the structure and tone of the book as well as to its stated content and argumentation. -

INSCRIPTIONAL RECORDS OF THE WESTERN ZHOU Robert Eno Fall 2012 Note to Readers The translations in these pages cannot be considered scholarly. They were originally prepared in early 1988, under stringent time pressures, specifically for teaching use that term. Although I modified them sporadically between that time and 2012, my final year of teaching, their purpose as course materials, used in a week-long classroom exercise for undergraduate students in an early China history survey, did not warrant the type of robust academic apparatus that a scholarly edition would have required. Since no broad anthology of translations of bronze inscriptions was generally available, I have, since the late 1990s, made updated versions of this resource available online for use by teachers and students generally. As freely available materials, they may still be of use. However, as specialists have been aware all along, there are many imperfections in these translations, and I want to make sure that readers are aware that there is now a scholarly alternative, published last month: A Source Book of Ancient Chinese Bronze Inscriptions, edited by Constance Cook and Paul Goldin (Berkeley: Society for the Study of Early China, 2016). The “Source Book” includes translations of over one hundred inscriptions, prepared by ten contributors. I have chosen not to revise the materials here in light of this new resource, even in the case of a few items in the “Source Book” that were contributed by me, because a piecemeal revision seemed unhelpful, and I am now too distant from research on Western Zhou bronzes to undertake a more extensive one. -

July 2012 Three Dimensions of Classical Utilitarian Economic Thought ––Bentham, J.S. Mill, and Sidgwick–– Daisuke Nakai∗ 1. Utilitarianism in the History of Economic Ideas Utilitarianism is a many-sided conception, in which we can discern various aspects: hedonistic, consequentialistic, aggregation or maximization-oriented, and so forth.1 While we see its impact in several academic fields, such as ethics, economics, and political philosophy, it is often dragged out as a problematic or negative idea. Aside from its essential and imperative nature, one reason might be in the fact that utilitarianism has been only vaguely understood, and has been given different roles, “on the one hand as a theory of personal morality, and on the other as a theory of public choice, or of the criteria applicable to public policy” (Sen and Williams 1982, 1-2). In this context, if we turn our eyes on economics, we can find intimate but subtle connections with utilitarian ideas. In 1938, Samuelson described the formulation of utility analysis in economic theory since Jevons, Menger, and Walras, and the controversies following upon it, as follows: First, there has been a steady tendency toward the removal of moral, utilitarian, welfare connotations from the concept. Secondly, there has been a progressive movement toward the rejection of hedonistic, introspective, psychological elements. These tendencies are evidenced by the names suggested to replace utility and satisfaction––ophélimité, desirability, wantability, etc. (Samuelson 1938) Thus, Samuelson felt the need of “squeezing out of the utility analysis its empirical implications”. In any case, it is somewhat unusual for economists to regard themselves as utilitarians, even if their theories are relying on utility analysis. -

AUGUSTINE AND POLITICAL THEORY: DIALOGUE OR DIALECTIC? Monday, April 16, 2018 Prospect House, Princeton University A public workshop presented by The James Madison Program in American Ideals and Institutions, Princeton University Cosponsored by The University Center for Human Values, Princeton University Recent scholarship in political theory displays a considerable interest in Augustine’s thought. This conference workshop aims to deepen this scholarship, by probing how political theorists develop accounts of modernity and republicanism, political theology, and contemporary theory through positive or negative readings of Augustine’s thought. Undoubtedly, much recent scholarship is post- Rawlsian. Either it seeks to apply insights Augustine has on concepts Rawlsian liberalism deems integral to sustaining pluralistic societies, such as fairness. Or, it argues that to sustain pluralistic societies, Rawlsian liberalism must include concepts of civic virtue, care, and love found in Augustine. While these lines of enquiry are fruitful, they take the framework of Rawlsian liberalism as a given without probing its foundations. Addressing these foundations, this workshop explores themes in republicanism, political theology, and modern political theory, with Augustine as its guide. For Rawlsian political theory, the concern with the civil and religious unrest of the 17th century demands that common political life be sustained by the idea of an overlapping consensus, which does not make reference to comprehensive doctrines. Hence the modern problem of religious violence impels a defense of a modern ideal of public reason. But critics of political liberalism ask whether this account of modernity is adequate. What claims does modernity make about human beings, politics, and God? What understanding of modernity should inform future political theory? It is here where political theorists reveal how they stand toward Augustine’s deepest themes. -
Confucian Self-Cultivation and Daoist Personhood: Implications for Peace Education

China 2013, 8(1): 62–79 DOI 10.3868/s110-002-013-0006-0 RESEARCH ARTICLE Hongyu WANG Confucian Self-Cultivation and Daoist Personhood: Implications for Peace Education Abstract This essay argues that the concept of reaching peace within in order to sustain peace outside in classical Confucianism and Daoism offers us important lessons for peace education in the contemporary age. Building harmonious connections between differences in one’s personhood paves a path for negotiating interconnections across conflicting multiplicities in the outside world. The essay starts by discussing the Confucian and Daoist notions of personhood as a microcosmic universe connected to a macrocosmic universe. Second, the historical context of the Spring and Autumn and Warring States Period in which Confucianism and Daoism emerged are briefly reviewed. Third, Confucian self-cultivation and the Daoist conception of personhood are discussed. Fourth, relational issues of harmony in difference and tranquility in turbulence are analyzed. Lastly, inner peace reaching outer peace in leadership and governing is formulated in terms of the unity between means and end in peace education. Keywords peace, Confucianism, Daoism, harmony in difference Introduction While the contemporary age has brought unprecedented interconnectedness across the globe and in everyday life, it has also simultaneously witnessed fragmentation, conflict, and ethnic and religious warfare. Can Confucianism and Daoism, first formulated in ancient China, be useful for addressing our contemporary concerns about bringing peace out of conflict? This essay argues that the Confucian and Daoist traditions of reaching peace within in order to sustain peace outside offer us important lessons. Although being two opposite ends of the Eurasian continent, the Greek and Chinese philosophers in the period of 600 BC to 300 BC came with some similar cures for the government. Both Greek and Chinese philosophers emphasized the importance of harmony, virtue and music in politics. Furthermore, in regard to the differences between ancient Greek and ancient Chinese philosophies on politics, it is interesting to note that Aristotle described democracy as the most tolerable one of three perverted form of government. Despite the fact that ancient China never truly formed an aristocracy nor a constitutional political entity, the ideas of Western and Eastern philosophers resonated with each other and formed the brightest light in the human history. 1. Introduction From 600 BC to 300 BC, it was a golden age for philosophy. Ideas and thoughts were formed in different areas in the world. During this period, great philosophers appeared from Greece in the west to China in the east. In the west, the most prominent philosophers were Socrates, Plato and Aristotle, while in the east, the great philosophers, such as Lao Zi, Confucius and Han Fei accomplished their works in China. Most of the philosophers in that period addressed the ideal form of government and how to rule a state. -

Wall, Ph.D. ABSTRACT China, with its long history of using education to serve the nation, has committed significant financial and human resources to building world-class universities in order to strengthen the nation’s development, steer the economy towards innovation, and gain the prestige that comes with highly ranked academic institutions. The key economic shift from “Made in China” to “Created by China” hinges on having world-class universities and prompts China’s latest intentional and pragmatic step in using higher education to serve its economic interests. This thesis analyzes China’s potential for reaching its goal of establishing world-class universities by 2020. It addresses the specific challenges presented by lack of autonomy and academic freedom, pressures on faculty, the systemic problems of plagiarism, favoritism, and corruption as well as the cultural contradictions caused by importing ideas and techniques from the West. The foundation of the paper is a narrative about the traditional intertwining role of government and academia in China’s history, the major educational transitions and reforms of the 20th century, and the essential ingredients of a world-class institution.
