Infrastructure Stakeholder Summit II Infrastructure Stakeholder Summit II Strengthening Security and Resiliency Governor Larry Hogan NGA Chair’s Initiative Infrastructure Stakeholder Summit II Strengthening Security and Resiliency: Protecting America’s Critical Infrastructure October 17 – 18, 2019 Westin Book Cadillac 1114 Washington Blvd Detroit, MI 48226 Infrastructure policy and technology experts from across the country will join the National Governors Association (NGA) in Detroit, Michigan, for the second of four Stakeholder Summits in support of Maryland Governor Larry Hogan’s 2019-2020 NGA Chair’s Initiative. This Summit will focus on protecting America’s critical infrastructure by strengthening security and resiliency. In every state, the threat of cyberattacks and the challenges posed by extreme weather and climate- related risks threaten the operation of critical infrastructure, including energy systems, water and stormwater facilities, and the transportation sector. The Summit will feature expert panel discussions, an engaging site visit, peer-to-peer exchanges and networking opportunities. All events are business attire. Thursday • October 17, 2019 • Ford Rouge Factory Visitor Center, Dearborn, Michigan 5:30-7:30 PM Welcome Reception at the Ford Rouge Factory All attendees are invited to join Maryland Governor Larry Hogan and Michigan Governor Gretchen Whitmer for a welcome reception at the Legacy Gallery of the Ford Rouge Factory Visitor Center. Buses will depart at 4:45 PM from the Westin Book Cadillac Michigan Avenue entrance. Return buses will depart the Ford Rouge Factory at 7:30 PM to return to the Westin Book Cadillac. For those not taking the provided transportation to the reception, the drop-off location is 3741 Miller Rd., Dearborn, MI 48120. While these innovations bring many benefits, they also open systems to new cyber vulnerabilities. From wildfires that destroy transmission systems and cause widespread power outages, to severe storms that cause wastewater systems to overflow and contaminate drinking water supplies, and flooding events that wipe out transportation networks, our infrastructure is faced with increasingly severe stressors. This panel will examine physical threats due to extreme weather and a changing climate, highlight state actions, and what governors can do to assess and protect critical energy, water, and transportation infrastructure. They’re proud to be part of collaborative public-private partnerships working towards common goals of enhancing the safety for everyone who lives, works and visits Detroit, Cleveland and their other home cities. Each tour is limited to 40 attendees on a first come, first served basis. All participants must register in advance of the summit or sign up at the registration desk at the Westin Book Cadillac. Many of our states have taken the step of waiving co-payments for coronavirus- related testing and treatment through our Medicaid programs and have encouraged our private insurers to do the same. We all know that more needs to be done to increase access to affordable health care during this crisis, however. To that end, we would ask that you reconsider your decision and immediately open a special enrollment period of at least 30 days on the federal health care exchange. A special enrollment period would ensure individuals in the 38 states on the federal exchange, in addition to those who already qualify, can purchase the coverage they need during this challenging time. Too many of our constituents are uninsured or underinsured despite the steps we’ve taken at the state level. As a result, far too many of our residents are choosing to forgo coronavirus testing and treatment out of fear of the potential costs to themselves and their families at a time of increasing economic distress. Not only is this unacceptable, it’s also dangerous as it undermines our ability as a nation to stop the spread of COVID- 19.

It’s about issues, not appearances. I don’t care how distracting Senator Shirkey’s outfit is—cut him a break. Tonight, I have the honor of speaking both on behalf of the people of Michigan—and directly to the people of Michigan. So, whether you are watching from home or you are in this room: welcome. I’m glad you’re here. I’m especially pleased my family is here, Marc, Sherry and Sydney. I also want to acknowledge the dedicated Michigan Army and Air National Guard members who are serving overseas. As they represent our state and defend our country, we owe them our deepest gratitude. Two of our brave servicemembers are here tonight – Colonel Alice Clark and Chief Warrant Officer Amber Burgess, thank you for your service. The order also directs Michiganders to stay in their homes unless they’re a part of that critical infrastructure workforce, engaged in an outdoor activity, or performing tasks necessary to the health and safety of themselves or their family, like going to the hospital or grocery store.
