Infrastructure policy and technology experts from across the country will join the National Governors Association (NGA) in Detroit, , for the second of four Stakeholder Summits in support of Maryland Larry Hogan’s 2019-2020 NGA Chair’s Initiative. This Summit will focus on protecting America’s critical infrastructure by strengthening security and resiliency. In every state, the threat of cyberattacks and the challenges posed by extreme weather and climate- related risks threaten the operation of critical infrastructure, including energy systems, water and stormwater facilities, and the transportation sector. The Summit will feature expert panel discussions, an engaging site visit, peer-to-peer exchanges and networking opportunities.

All events are business attire.

Thursday • October 17, 2019 • Ford Rouge Factory Visitor Center, Dearborn, Michigan

5:30-7:30 PM Welcome Reception at the Ford Rouge Factory All attendees are invited to join Maryland Governor Larry Hogan and Michigan Governor Gretchen Whitmer for a welcome reception at the Legacy Gallery of the Ford Rouge Factory Visitor Center.

Buses will depart at 4:45 PM from the Westin Book Cadillac Michigan Avenue entrance. Return buses will depart the Ford Rouge Factory at 7:30 PM to return to the Westin Book Cadillac.

For those not taking the provided transportation to the reception, the drop-off location is 3741 Miller Rd., Dearborn, MI 48120.

Maryland Governor Larry Hogan will welcome attendees to the Infrastructure Stakeholder Summit and provide background on his 2019-2020 NGA Chair’s Initiative, Infrastructure: Foundation for Success.

9:00-10:00 AM Smart and Secure Infrastructure: How Can States Ensure Critical Infrastructure Is Cybersecure as they Modernize? Woodward Ballroom A/B, 2nd Floor

Governors have been instrumental in modernizing infrastructure systems; through efforts to incorporate new connected and sensing technologies into transportation networks, energy systems, and water facilities. While these innovations bring many benefits, they also open systems to new cyber vulnerabilities. In this panel, experts will examine threats, highlight state actions, and explore what is needed as infrastructure becomes increasingly connected and automated.

10:30-11:30 AM Designing for Resilience: How Can States Protect Critical Infrastructure from Natural Disasters Woodward Ballroom A/B, 2nd Floor

Over the past decade, every state and territory has been affected by a federally declared disaster event. From wildfires that destroy transmission systems and cause widespread power outages, to severe storms that cause wastewater systems to overflow and contaminate drinking water supplies, and flooding events that wipe out transportation networks, our infrastructure is faced with increasingly severe stressors. This panel will examine physical threats due to extreme weather and a changing climate, highlight state actions, and what governors can do to assess and protect critical energy, water, and transportation infrastructure.

Site Visit: Rock Family of Companies Command & Training Center The Rock Family of Companies is offering summit participants with the opportunity to take a tour of its Command Center and Training Center which offers 24/7 safety and security services to its more than 30,000 team members as well as their tenants and visitors. They’re proud to be part of collaborative public-private partnerships working towards common goals of enhancing the safety for everyone who lives, works and visits Detroit, Cleveland and their other home cities. Each tour is limited to 40 attendees on a first come, first served basis.

All participants must register in advance of the summit or sign up at the registration desk at the Westin Book Cadillac.

Tour 1: Space Limited to 40 Attendees

12:20-12:30 PM Travel to Site Visit (for Tour 1) Buses for the first tour will depart from the Michigan Avenue entrance of the Westin Book Cadillac at 12:20 PM.

12:30-1:30 PM Site Visit (Tour 1): Rock Family of Companies Command & Training Center

1:30-2:00 PM Travel Back to Hotel Buses will return to the Westin Book Cadillac no later than 2:00 PM.

Tour 2: Space Limited to 40 Attendees

2:30-3:00 PM Travel to Site Visit Participants for the second tour are encouraged to walk, taxi, or use a ride sharing service (eligible for reimbursement by NGA) as buses will not be available.
