Adjournment Page 2 Memo To: County Commissioners Phillip Smith-Hanes, County Administrator From: On behalf of County Department Heads Date: January 15, 2018 Re: Monthly Departmental Report for December 2017 This consolidated monthly report is presented to the Commissioners at your third meeting each month. If you have any questions, please advise the County Administrator at the meeting and he will ask the affected department head(s) to be present at the first meeting of the following month to address those questions. If you have no questions, this item can be received and filed. Appraiser October - December 2017 Real Estate - On-site reviews • Sales of improved properties – 115 • Required 17% Review of Residential, Commercial & Ag parcels Urban: 174 Rural: 85 • Review of new or removed structures Urban: 335 Rural: 106 Real Estate • Processed 425 transfers of real estate ownership during the 4th quarter 2017. 158 of these transfers included a monetary exchange. • New homes started or completed in 2017: 46 (Compared to 53 in 2016) • New commercial structures started or completed in 2017: 32 (Compared to 35 in 2016) Page 3 • Began the process of setting 2018 real estate values. • To verify current land use, 467 surveys were mailed to agricultural land owners, with 60% returned. Personal Property o Finalized 2017 personal property values Oil • Processed Low Production Exemption BOTA orders for tax years 2015-2017, resulting in 94 abatements with a total valuation decrease of $651,446 and a total of $63,592 in tax rebates. Miscellaneous • Started the process of scanning 1982-1996 real estate sales documents • Appraiser Lisa Ree was sworn in as the Kansas County Appraiser’s Association President-Elect • Received delivery of 2018 Chevrolet Tahoe • Filled Appraiser I position that was vacated in November Environmental/Planning & Zoning See Attachment 1. In addition to the various services listed on the Health Department’s Report for the month of December, the Health Service Administration and staff also completed the following: Epidemiology: Administration and Nursing Staff investigated 5 cases of reportable diseases as assigned by the Kansas Department of Health and Environment. These cases included: • Hep B 1 case • Hep C 1 case • TB 3 cases Clinics: Several Community Blood Pressure clinics were held on Dec 6, 7, and 12. A Community Pneumonia and Prevnar Clinic was conducted Dec 19 at the Hays Good Samaritan Center. 2 Page 4 Meetings Staff Members Attended: Dec Kerry McCue, Health Services Administrator, agenda is unavailable for December and will be published in the January report. Dec 5 Carla Hearld, Chief Health Nurse, attended a leadership team meeting with Phillip Smith-Hanes, County Administrator. Laura Leiker, Administrative Assistant, and Carla Hearld, Chief Health Nurse, attended a WIC Nutrition Action Plan meeting in Stockton, KS. Eunice Dillinger, Public Health Billing Coordinator, attended a meeting with G&J Billing. Dec 7 Laura Leiker, Administrative Assistant, attended a Healthcare Coalition meeting. OTHER: Department employees utilized 198 hours ($2,259.33) of benefit time in December. Human Resources Change of Status forms signed by County Administrator in December: Appraiser – 1 new hire Attorney – 10 raises Community Corrections – 1 raise, 1 resignation EMS – 1 retirement, 1 temporary assignment, 1 part-time to full-time Public Works – 1 change of address, 1 retirement Sheriff – 2 retirements Noxious Weed See Attachment 4. Road & Bridge See Attachment 5 for table and Attachment 6 for sign vandalism. Throughout December, Bill Ring, Public Works Director met with Phillip Smith-Hanes, County Administrator on Road & Bridge, Environmental, Noxious Weed, and Solid Waste/Landfill divisions activities and projects along with several other short meetings throughout the month. Bill met with the 4 Divisions supervisors and staff within Public Works to discuss current projects and activities for monthly scheduling departments operations during December. December 1st – Bill, Curt Hoffman, and Dan Randa interviewed possible candidate for mechanic position. 3 Page 5 December 1st – Bill reviewed FEMA information with Mickie Dreiling. December 1st – Bill met with Phillip Smith-Hanes and Ty Wilson regarding paving roads in Stonewood Estates. December 1st – Bill met with Phillip Smith-Hanes regarding employee issues. December 1st –Bill met with Dan Dreher regarding Union and employee topics. December 4th – Bill inspected thistles blowing and causing issues on road right-of-way in Catharine. December 4th – Bill met with Phil before commission meeting. December 4th – Bill attended the Board of County Commission meeting. December 5th – Bill met with Mickie Dreiling on right-of-way issues and road costing. December 6th – Bill attended a LTAP Level III Project Management class in Newton, KS. December 7th – Bill attended a KDHE/LEPA class with Karen Purvis, Carla Meier, and Mason Ruder. December 8th – Bill met with Rick Rupp and Dan Randa on end of year purchases. December 11th – Bill, with Phillip Smith-Hanes, and Sheriff Harbin attended Dare Graduation at St. Mary’s in Ellis, Kansas. December 11th - Bill attended the Board of County Commission meeting. December 12th – Bill, Dave Hoffman, and Chuck McGinnis attended Bridge 101 class in Salina, KS. December 12th – Met with Phillip Smith-Hanes for preparation of Resolution to NW Kansas Solid Waste Authority for the Landfill/Solid Waste. Resolution will need approval by the Commission. December 12th – Met with Rick Rupp to review Union Payroll implementation for accuracy. December 13th – Bill and Curt Hoffman met with landowner regarding cleaning out a cattle guard on Riverview Road and addressed concerns property owner had regarding right-of- way. December 13th – Bill attended a Kiwanis luncheon. 4 Page 6 December 15th – Bill and Dave Hoffman interviewed possible candidate for the Truck Driver position in R & B. December 18th - Bill attended the Board of County Commission meeting. December 19th - Bill attended Communications Group Committee meeting. December 19th – Bill met with Gary Haas and Mickie Dreiling on year end purchases for Weed Division. December 19th – Bill met with Sheriff Ed Harbin regarding a Service Request from citizen. December 19th – Bill met with Phillip Smith-Hanes and Karen Purvis regarding Environmental activities. December 20th – Bill met with Harve Newlin, Hall Brothers regarding paving in the county for FY 2018. December 20th – Bill, Curt Hoffman, and Dave Hoffman met with Ted and Ryan Weber, Coughlin Company to discuss FY 2018 Asphalt Cold-In-Place Recycling Program for Ellis County. December 20th – Bill attended the Planning & Zoning committee meeting. December 21st – Bill, Curt Hoffman, Dave Hoffman, and Larry Rohr visited Barton County Public Works in Great Bend, KS touring their Sign Shop. December 23rd – Bill met with Phillip Smith-Hanes regarding Road & Bridge Division for FY 2018 budget requests and needs. December 23rd – Bill met with Ken Sweeney regarding his bid on grader blades. December 28th – Bill had a follow-up meeting with County Councilor, Bill Jeter regarding a tumble weed complaint in Catharine. December 29th – Met with Jerol DeBoer, Engineer, Penco Engineering to discuss possible solutions on bridge concerns on Saline River Road on the Ellis blacktop road.
