Status of Roads and Bridges due to Effects of TY “Pepeng” and TS “Ondoy” – Tab F 5 Based on the report of DPWH, 10 road sections (6 in CAR and 2 in Region I and 2 in Region III ) and 9 bridges (2 in CAR, 3 in Region I and 1 in Region III, 2 in IV-A and 1 in IV-B ) are still impassable as of October 28, 2009 due to series of slides, scoured and washed out bridge approach, road cuts and scoured slopes protection Damaged bridges are the Baay Bridge in , Salacop Bridge in ; San Vicente Bridge in La Union, Bued and Carayungan Bridges in Pangasinan; Pulong Buhangin in Bulacan, Marcos Highway 3rd Concrete and Cawong Bridges in and the Manoot Bailey Bridge in Mindoro Occidental.

II. HUMANITARIAN RESPONSE

Highlights A. Food and NFIs

5 DSWD provided PhP49.72 Million worth of relief augmentation support/ assistance consisting of food (rice, canned goods, biscuits) and non food items (mats, blankets and clothing) to DSWD Field Offices 5 Air logistics support for the transport of food and NFIs to Regions II and CAR was provided by the PAF–AFP and UNHAS helicopter sorties of UN-WFP. Unserved families in the inaccessible areas in the Islands of Calayan and Fuga, , and Kibungan and Mankayan, Benguet were served through airlift operations 5 The UN Food Cluster expanded the initial distribution of 4,000 MT of locally purchased rice to Regions I, II, V and CAR in addition to the initial plan to distribute same in Regions III and IV-A affected by TS “Ondoy” 5 WFP’s projection as of October 20 indicates that the emergency food operations will likely be extended to March 2010 and is revising the budget to reflect the increased needs by expanding assistance to include TY “Pepeng” affected individuals 5 WFP and GoRP partners have pre-positioned 50 MT of high energy biscuits (HEBs) in Region I for potential use by families vulnerable to the effects of Typhoon “Ramil”. Shipment of 100 MT of HEBs was on October 24, 2009

WASH, Health, Nutrition and Psychosocial Services 5 From October 11 to October 22, 2009, DOH-CO sub-alloted funds for emergencies; augmented 200 pcs cadaver bags; 2000 amps ATS - boxes hypo chloride - P152,000 and medicines worth PhP506,776.00 on October 17, 2009; deployed 10 teams with 32 personnel (5 medical and (16 personnel); 1 surveillance team (2 personnel); 1 assessment team (7 personnel) and 2 WASH teams (4 personnel) with a total of 14 sites visited 5 Summary of logistics provided by DOH-CO to CHDs I, II, III, IV-B and CAR amounted to PhP 6,938,780 and the summary: of logistics provided by CHD’s from their line budget also amounted to PhP 4,034,021 5 CHDs I, II and III conducted medical consultations, psychosocial processing, disease surveillance and outbreak investigations 5 CHD III coordinated with all MRTs/DOH Representatives on the continuous conduct of assessment and provision of medical/public health/nutrition and IEC on their respective areas of assignment especially those greatly affected by flood 5 CHD I conducted surveillance of diseases with outbreak potential in the evacuation centers such as diarrhea and influenza; and collection of rectal swab among those with diarrhea and throat swab for those with influenza like illnesses

WASH 5 From Oct 10 to present, MWSS conducted water treatment to 170 barangays in Pangasinan and ; deployed mobile water treatment plant with 10 cu. m static tank in the following areas in Pangasinan: - Dagupan City (2 equipment with 4,000 liter/hr) - Bayambang (2 equipment with 4,000 liter/hr and 750 liter/hr) - Rosales (1 equipment with 4,000 liter/hr) - Umingan (1 equipment with 4,000 liter/hr) 5 Delivered containers in Dagupan City: 300 (5 gal) water filled containers; 10,000 (220 ml); cupped water and 1,000 (330 l)bottled water

Psychosocial 5 CHD CAR conducted training on psychosocial processing with 42 pax trained

C. Education 5 UNICEF to procure about 9,500 school packs, 1,500 teacher’s packs, about 57 educational materials for schools affected by Typhoon “Pepeng”

D. Shelter and Settlements 5 Following the UN Shelter Cluster’s release on October 15 – 31, 2009 initial strategy that identifies priority target population, a technical working group has recommended three (3) types of shelter support: repair kit; shelter kit; transitional shelter kit and minimum shelter standard 5 Rotary International delivered 150 units of shelter box in La Trinidad, Benguet 5 PMA provided 2 units KM 450 trucks to deliver 25 units of tents to Itogon, Benguet

3 E. Early Recovery 5 Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on the President’s directive 5 Housing and Urban Development Coordinating Council (HUDCC) conducted an inventory of relocation sites and noted that there was no much need for relocation of people in Pangasinan and La Union. HUDCC reported that there are 223 houses in Tuba, Benguet that can be used for a housing project. Department of Agriculture (DAR) has available lands for resettlement 5 PAG-IBIG allocated PhP 3 Billion for Calamity loan and housing repair loan 5 DOLE is undertaking project proposal evaluation for emergency employment of displaced workers and for more permanent long-term livelihood projects 5 A lot of the Department of Agriculture located at Marcos Highway is identified as the relocation site for displaced families in City 5 DSWD provided PhP2,280,000.00 burial assistance to the 228 bereaved families of the deceases persons in Cordillera Administrative Region (CAR) broken down as follows:

Airlift/Relief Operations 5 For the period 04 to 18 October 2009, one (1) C-130, two (2) F-27, one (1) UN Chopper, one (1) Ml-171 and one (1) UN 20-Footer Transport Truck transported a total of 516,068 lbs of relief goods (185 sorties and 1 hauling) to regions CAR (Abra, , Benguet, Mt. Province), I (La Union, Ilocos Norte, Pangasinan) and II (, Cagayan) 5 Lingap Disaster Response donated 6 tons of relief goods which was transported to affected areas by a UN helicopter 5 One (1) unit US helicopter assisted CRDCC in airlifting relief goods in isolated areas in the municipalities of Mankayan, Bakun, and Kibungan in Benguet Province 5 Three (3) container vans of food and non-food items of DSWD CO arrived at Wallace, La Union (designating staging area) and the goods were transported to BSU staging area through UN Heli, 5 M35 trucks from PMA and 503rd

TS “ONDOY” {KETSANA} (Glide No. TC-2009-000205-PHL)

I. SITUATION OVERVIEW A. Affected Population – Tab H 5 A total of 986,456 families / 4,843,819 persons were affected in 1,987 barangays, 172 municipalities, 16 cities of 26 provinces by Tropical Storm “Ondoy” in Regions I, II, III, IV-A, IV-B, V, VI, IX, XII, ARMM, CAR and NCR 5 The total number of evacuees currently staying inside 312 evacuation centers is 22,332 families / 106,211 persons B. Casualties – Tab I 5 Casualty remains at 1,030 broken down as follows: 464 Dead, 529 Injured and 37 Missing

C. Damages 5 Estimated cost of damage to infrastructure and agriculture amounted to PhP 11.060 Billion (PhP 4.391 Billion – Infrastructure; PhP 6.669 Billion – Agriculture). The decrease was due to the verification and validation conducted by DOH in damaged health infrastructures and equipment - Tab J 5 A total of 1,295 school buildings were damaged: 1,047 elementary and 242 high school including instructional materials and school equipment amounting to PhP750 Million. A total of 239 day care centers were damaged in Metro 5 A total of 203,477 hectares incurred losses of about 329.230 MT of crops (rice, corn, high value commercial crops), fishery products, livestock/poultry and facilities for irrigation, fishery and livestock/poultry production were damaged 5 The total number of damaged houses remains at 155,659 houses (27,731 totally / 127,928 partially) – Tab K D. Cost of Assistance 5 Validated cost of assistance as of this report is PhP162,568,190: NDCC (PhP22,493,125); DSWD (PhP72,015,508); DOH (PhP30,888,415); LGUs (PhP24,864,867); and NGOs/GOs (PhP 12,306,275) – Tab L 5 NDCC Rice Assistance - 24,750 sacks of rice have been distributed by NDCC to Regions III (4,650), IV-A (11,200), IV-B (1,000), X (200) and NCR (7,700)

5 5 The UN Flash Appeal for US$74 M to support government efforts to address the humanitarian needs of those affected has so far attracted $22.4M USD in funding – 30.29 % of the total amount requested (Tab O)

II. HUMANITARIAN RESPONSE

Highlights:

A. Education Cluster 5 DepEd has been conducting repair and rehabilitation works of damaged school buildings in 59 schools in National Capital Region amounting to PhP27,637,819.98. DepEd in coordination with UNICEF is also conducting a continuing training of selected Pasig City Teachers to implement alternative delivery modes for affected high school students. Schools in high risk areas in Pasig City are starting to resume classes although clean-up operations are still ongoing 5 UNICEF procured 33,798 more school packs for children; 1,500 teachers’ packs; 60-100 book library sets with recreational materials for 40 elementary and secondary schools in NCR (Marikina City, Pasig City, Navotas City, Pateros, Paranaque City and Taguig City) and Region IV-A ( and ); early childhood learning packages for 115 day care centers in Marikina City and Pasig City 5 Save the Children distributed 1,976 school kits in Muntinlupa City and Caloocan City and Laguna (Biñan and San Pedro) planning to distribute additional 2,000 school kits for Laguna and Pangasinan by next week 5 Plan International provided 8,684 school hygiene kits, 259 jerry cans; hyposols and school cleaning equipment to 13 schools in Tanay, Rizal; distributed megaphones and flashlights in schools used as evacuation center; conducted psychosocial sessions for school children, provided medicines in school, and currently conducting assessment of schools and day care centers in Rizal (Pililia, Jala Jala ,Baras and )

B. Food and NFIs 5 DSWD provided PhP73.40 Million worth of relief goods in the form of food (rice, bread, canned goods, noodles, etc) and non-food items (mats, blankets, clothing, water jugs, etc) and allocated stand-by funds to DSWD FOs NCR, CAR, I, II, III, IV-A, IV-B, V, VI, IX, XII, and NROC/CO in the total amount of PhP226,417,118 (standby funds PhP109,993,308 and PhP116,423,810 worth of food and non-food items) 5 World Vision provided food and non-food relief packs equivalent to two-weeks ration to more than 20,000 families in Marikina, Pasig, & Rizal Province; established six Child-Friendly Spaces providing psychosocial intervention and school supplies for 4,000 children 5 PAGCOR distributed 11,144 relief packs in Pasig City, Laguna, Rizal, Pampanga, and Nueva Ecija 5 International Committee of the Red Cross (ICRC) allocated USD 30,000 and 3,000 essential household kits to the PNRC to support its relief operations. Each kit contains kitchen sets, tarpaulins, blankets, jerry cans, plastic basins, buckets, mosquito nets, and hygienic items 5 As of October 24, 2009, OPLAN SAGIP BAYAN, Malacañang Palace was able to provide bottled water, canned goods and assorted relief supplies worth PhP25,369,827.79 with 260,195 families benefited from October 12-14, 2009.

6 The NFA Rolling Store was able to sell 17,356 kilos of rice to 3,479 customers to 85 areas amounting to PhP628,065.00

C. WASH, Health, Nutrition & Psychosocial Services

1. Health 5 From September 27 to October 26, 2009, there were 429 teams deployed (267 medical, 36 psychosocial, 44 WASH, 2 nutrition, 49 public health, 20 assessment, 7 international/NGO and 4 disease surveillance); 2,066 personnel deployed and 540 sites visited 5 DOH through local CHDs provided medical, psychosocial, public health, water sanitation and hygiene and nutrition services to 73,098 individuals (55,080 in NCR, 7,010 in Region III and 11,008 in Region IV-A) Medical - acute and ambulatory care to 16,136 patients and 42 referrals to hospitals Psychosocial - psychosocial interventions given to – 3,797 individuals Public Health - measles immunization to 19,779 persons and vitamin A supplementation to children under 5 years old - 21,696 Water Sanitation and Hygiene – 194 Microbiological testing of water sources; 154 portalets distributed/still on site; and 973 toilet facilities inspected Nutrition - Nutritional assessment (children and pregnant patients) - 63,098 Nutritional counselling and advocacy (for pregnant and lactating patients - 10,000 5 DOH continuously coordinating with all hospitals in for diseases under surveillance like leptospirosis, typhoid fever, cholera, and dengue cases seen and admitted 5 CHDs IV-A and NCR intensified information dissemination especially on areas with cases of leptospirosis Z From October 01-23, 2009: CHD NCR’s cumulative admission and deaths of leptospirosis in 15 Hospitals: o Admission of cases - 2,089 patients o Number of deaths - 162 Z On October 20, 2009, CHD IVA conducted simultaneous orientation to all municipal and provincial health officers of Rizal and Laguna provinces on the Interim Guidelines on the Prevention of Leptospirosis through the use of prophylaxis in areas affected by flood Z From October 16 to October 23, 2009, a total of 67,364 persons were given leptospirosis prophylaxis: o NCR - 48,619 o Region IV-A - 18,050 5 CHD III, NCR and IV-A reported that the top mortalities were drowning, Asphyxia 2nd, injuries, electrocution and hearth attack due to panic while the top morbidities were acute respiratory tract infection (54%), skin infection/wounds (18%); acute gastroenteritis (14%); Influenza-like illness (7%) and severe acute respiratory illness/pneumonia (.3%)

WASH 5 DOH is continuously monitoring the water quality (sampling and testing), inspection of sanitation facilities in evacuation centers and providing hyposol (water disinfectant) in all evacuation centers and conducted 1 microbiological testing of water supply in Muntinlupa City 5 Medicines Sans Frontieres is currently building latrines for evacuation centers in San Pedro, Laguna to provide additional sanitation facilities 5 PNRC is conducting hygiene promotion trainings and distributing hygiene items, drinking water and purification materials in Laguna and Rizal province 5 DSWD engaged partnership with Habitat for Humanity Foundation (HHPF) incorporated for the installation of communal toilets in the evacuation centers in the cities of Marikina, , Muntinlupa and Pasig 5 As of 21 October, Maynilad has restored water supply to 99% of its customers in the West Zone (Manila; portions of San Andres and Sta. Ana; certain parts of Quezon City; certain parts of Makati City-west of the South Super Highway; cities of Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon; also included in the West Zone are City, towns of , , , and Rosario, all in Cavite Province); and continue to provide drinking water (in 330 ml bottles and 5 gallon containers) to affected customers in Marikina and Cainta 5 WHO donated 10,100 pieces of jerry cans which were distributed to NCR (5,100) and Region IV-A (5,000)

3. Nutrition 5 Developed protocols on infant feeding in emergencies; orientation of nutrition assessment team; and breastfeeding support group orientation among coordinators, peer counsellors and NGO partners

D. Early Recovery and Rehabilitation

DSWD implemented the following programs:

F. Shelter 5 As of October 20, 2009, eight (8) volunteer organizations reported to support shelter activities addressing shelter needs of approximately 40,000 households

G. Logistics and Manpower 1. SAR and Evacuation 5 As a result of the utilization of resources/assets by the AFP, PNP, PCG, BFP, and PAGCOR, they were able to rescue/evacuate 115,824 families and 578,487 persons – Tab M-1 and M-2
