LANGUAGES OF ERSTWHILE STATE OF JAMMU KASHMIR (A Preliminary Study) By Dr. Mohsin Shakil University of Azad Jammu Kashmir (AJK Medical College); 2012 ABSTRACT: The study aims at an estimation of active speakers of the indigenous languages of erstwhile state of Jammu Kashmir. Method adopted was the analysis of the data to identify the languages and determine percentage of the population speaking different languages by evaluating the relevant literature, data and informed input of scholars to prepare the demography charts. Observations relevant to study were made by review of literature and informed input and conclusions were drawn to determine the language demography in erstwhile state of J&K in tabulated form showing “Major Languages” and “Percentages of Major Languages” at state and district levels. Introduction: State of Jammu and Kashmir was founded by Gulab Singh of Jammu initially by establishing his rule over dozens of chiefdom or principalities of “Aap Raji” period, which emerged at that time in Jammu & Pir Panjal region during the last days of Mughal Empire. He did it by taking advantage of his position as a trustworthy great vassal of powerful Sikh Maharaja of Punjab. Gulab Singh realized British Military might after the defeat of Punjab by colonial power. He preferred to make them friend and also managed to extend his rule over the ancient kingdom of Kashmir by founding the state of Jammu & Kashmir as a consequence of the treaty of Amritsar. -

ERGATIVITY IN KUNDAL SHAHI, KASHMIRI AND HINDKO KHAWAJA A. REHMAN INTRODUCTION The present paper focuses on ergative patterns in three languages— Kundal Shahi, Kashmiri and Hindko—as they are spoken in the dis- trict of Neelam in Pakistan-administered Kashmir. The estimated popu- lation of the region is 154,000,1 while according to the 1998 Census of Pakistan, the population was 124,000. The total length of the valley is about 150 kilometers. Both banks of the river Neelam are populated, with a few villages on the left bank under Indian control. The languages spoken in the area include Hindko, Kashmiri, Kundal Shahi, Gojri, Pashto, Shina of Phulwei and Guresi Shina. Hindko is the predominant language of the district and virtually all members of the other language groups are bilingual in Hindko (Akhtar and Reh- man 2007). This linguistically rich area has long been inaccessible to linguists. Before partition, the region was inaccessible due to the absence of a road link; after partition, and until the recent devastating earthquake, outsiders (and foreigners in particular) were not allowed access to the region for security reasons. Therefore, no baseline linguistic literature is available on the languages and language varieties spoken in the re- gion, and the area is not covered in Grierson’s (1915) or O’Leary’s (1992) surveys. Most of the Indo-Aryan languages spoken in the Indian subconti- nent are characterised by split ergativity (Butt and Deo 2001, Masica 1991). In this article, I investigate to what extent the language varie- ties of the Neelam Valley conform to the patterns of ergativity found in the wider region. -

Tel: +92-51- 2872765 PREFACE The Reconstruction and Rehabilitation Programme implementation took off in April 2006. By that time, ERRA had already gained momentum in the planning and strategy development and started devolving responsibilities with due focus on building capacity of its affiliates, SERRA/PERRA and DRUs. The enormity, complexity and diversity of reconstruction and rehabilitation programme afforded unparallel experiences that opened new avenues for learning to people within the organization, as well as to stakeholders, development practitioners, planners and managers, academic institutions and international community. One such avenue led to the development of District Profiles of the nine earthquake affected districts. The impediments faced in collecting accurate data for damage assessment of the earthquake and for planning reconstruction strategies was a sufficient indicator for ERRA to address the deficiency timely and pragmatically to ensure that such a situation would not be repeated in the future. Therefore, ERRA, together with its affiliates SERRA/PERRA and DRUs, initiated compilation of available district specific data/information on relevant socio-economic and physical indicators in the form of District Profile to serve as a baseline and a reference point for planning and monitoring progress of work. The first District Profile has been completed in July 2007.
