KATHERINE GOFF, COORDINATOR COMMUNITY AND PUBLIC RELATIONS MS. MELANIE ECONOMOU, ATTORNEY MRS. SANDRA FORD, CLERK I. Dr. George called the Regular Meeting to order at 7:00 p.m. II. PLEDGE OF ALLEGIANCE Finley Payne, a 5th grader at Tabb Elementary School, led the Board in the Pledge of Allegiance. III. RECOGNITIONS AND AWARDS a. Seniors of the Month: The following students were recognized for their achievements: Bruton High School- Rachel Brotherton (Mrs. Haywood); Grafton High School- Julia Larsen (Mr. Mathes); Tabb High School- Zachary Wusk (Dr. George); and York High School-Kyle Mastracci (Mrs. Kirschke). b. Student Service Awards: Dr. Shandor presented awards and plaques of recognition to Aryan Prabhudesai (Grafton Middle School); and Nicholas Turner (Tabb Elementary School). Community Volunteers of the Month: Dr. Shandor presented awards relating to volunteerism to Ms. Martha Owens (Tabb Elementary School) and Mandy Biebel (Grafton Middle School). d. York Foundation for Public Education: Mrs. Kirschke asked Ms. Kelly Ashe, a YFPE member, to come forward and present a special gift from “Cookie Text~An Edible Tweet!” on behalf of the York Foundation for Public Education Inc. and in partnership with their donor, Jeanne Fiocca, owner of “Cookie Text~An Edible Tweet!,” to the Pledge Leader, Student Service recipients, and Seniors of the Month. e. Virginia School Boards Association Academy Awards: (These recognitions relate to completion of professional development activities.) Dr. Shandor presented the following awards to School Board members: An Award of Recognition to Mrs. Kirschke, and Awards of Excellence and silver pins to Dr. George, Mr. Medford, and Mrs. Haywood. Dr. George presented Dr. Shandor with an Award of Excellence and silver pin. f. Accent on Academics: York River Academy’s staff (Mr.Walt Cross, Principal, Jamie Norton and Veronica Warwick, teachers), and students (Austin Roupe, Eric Oneill, Will Loughman, and Tim Tidwell) presented information on their project, Operation Grow Change: Growing Minds, Skills, Leadership, & Community, a Greenhouse Project that was an all-encompassing student led laboratory. Information was shared relating to the creation of the structure; including a blueprint for the greenhouse, an inventory list, a construction timeline, and their field trip experience to Ken Matthews Lawn and Garden Center. Dr. George declared a short recess at 7:33 p.m. for the Board to meet tonight’s award recipients. Dr. George reconvened the meeting at 7:46 p.m. IV. UNFINISHED BUSINESS a. There was no unfinished business to discuss. V. PRESENTATIONS a. Construction Report: Dr. James presented information regarding the Capital Projects Report for October, 2016 (Mr. Mark Tschirhart, Associate Director for Capital Plans and Projects, was absent); which included the following projects: Waller Mill Elementary School additions and renovations; Grafton School Complex partial roof replacement and coating; and Bailey Field track resurfacing project. October 24, 2016 Regular Meeting Minutes Page 3 of 6 VI. COMMENTS BY CITIZENS a. Public Participation: Dr. George stated that an opportunity would be given at the end of the meeting for any additional comments. At 7:53 p.m. the following citizens came forward to speak and the public comments closed at 7:59 p.m. Sam Eure, Jr. 302 Penrith Crossing, Yorktown, VA 23692 (AEW, ESSA and ESPs). Kathleen Howe, 121 Lance Way, Yorktown, VA 23693 (school start times). b. Public Forum on Goals and Objectives for FY18 Capital Improvements Program and Operating Budget. At 7:59 p.m. the following citizen came forward and made comments relating to the budget and the forum closed at 8:03 p.m. David Forrest, 104 Three Point Ct., Yorktown, VA 23692. VII. MATTERS BY BOARD MEMBERS a. Mr. Mathes shared complimentary comments pertaining to his visit and tour of Mt. Vernon Elementary School. He shared highlights and congratulations relating to several recent school band competitions. Mr. Mathes also encouraged everyone to attend the York County Marching Band Expo featuring all four high school bands on October 25 that will be held at Bailey Field. b. Mrs. Kirschke remarked on a couple of meetings she had the opportunity to attend, including the Special Education Advisory Meeting and the Gifted Education Advisory Committee Meeting. She was encouraged by the large number of parents who attended the meetings and Mrs. Kirschke extended appreciation to the parents for their involvement. She also thanked the staff members for their dedication in scheduling evening meetings that allow parents the opportunity to attend. Mrs. Kirschke encouraged everyone to participate in the Fifth Annual Restaurant Week, November 6 – November 12, sponsored by the York Foundation for Public Education, Inc. She congratulated the Grafton High School girls’ field hockey team for being the new Bay Rivers District Champion. c. Dr. George shared comments pertaining to the first annual upcoming Principal for a Day event. He reminded everyone to be careful on Halloween and to drive safely. Dr. George also shared he is looking forward to attending Virginia School Boards Annual Convention being held next month in Williamsburg, which is a professional development for staff and Board members. d. Mrs. Haywood echoed comments from Mr. Mathes pertaining to the upcoming York County Marching Band Expo. She also shared remarks relating to Yorktown Day and the participation of York County October 24, 2016 Regular Meeting Minutes Page 4 of 6 students in the activities including the Bruton High School band marching in the parade. Mrs. Haywood also shared information pertaining to Magruder Elementary students holding an election and voting on spirit day themes in recognition of Bullying Prevention Month. VIII. FINANCIAL MATTERS Mrs. Haywood summarized the items under financial matters: a. Approval of Claims Certified for Payment. b. Financial Reports. c. Approval of Resolution 16-67, a Resolution Authorizing Specific Procurement. A motion was made by Mrs. Haywood and seconded by Mrs. Kirschke to approve Financial Matters. The motion passed 4-0. IX. CONSENT CALENDAR Dr. George reviewed the items on the Consent Calendar: a. Approval of Personnel Actions. b. Approval of donations in the amount of $2,683.60. c. Approval of the 2016-2017 Gifted Education Advisory Committee. d. Approval of Overnight Field Trips and Student Activities for the period of November 1, 2016 through October 31, 2017. e. Approval of minutes from a regular meeting on September 26, 2016 and a work session on October 10, 2016 (all board members attended both meetings). f. Approval of a motion to authorize the superintendent to execute amendment number seven to the food service management contract between the County School Board of York County, Virginia and Sodexo Operations, LLC. g. Approval of a motion to authorize the superintendent to execute a memorandum of understanding for the family preservation school support program by and between York Poquoson Department of Social Services and County School Board of York County Virginia. A motion was made by Dr. George and seconded by Mr. Mathes to approve the Consent Calendar. The motion passed 4-0. X. ACTION ITEMS a. Consideration of a motion to approve the Proclamation for American Education Week, November 14-18, 2016. Dr. Shandor shared comments pertaining to the proclamation. A motion was made by Mrs. Kirschke and seconded by Mrs. Haywood to approve the proclamation. The motion passed 4-0. October 24, 2016 Regular Meeting Minutes Page 5 of 6 b. Consideration of a motion to approve the minutes from a Regular Meeting on August 22, 2016. Mr. Mathes was absent. A motion was made by Mrs. Haywood and seconded by Mrs. Kirschke to approve the minutes. The motion passed 3-0, with Mr. Mathes abstaining. c. Consideration of a motion to approve the minutes from a Special Meeting on October 10, 2016. Mrs. Haywood and Mrs. Kirschke were absent. Item (c) will be voted on during the November 21, 2016 meeting in order to have a quorum. XI. POLICY – DISCUSSION a. Dr. Shandor asked Dr. Guy to share comments relating to the Annual Review of File IGBC Family Involvement Policy of the York County School Board Policy Manual. Dr. Guy reviewed the policy. This policy item will come back to the Board for a First Reading at the November meeting. XII. POLICY-FIRST READING a. None. XIII. POLICY-SECOND READING-ACTION a. None. XIV. REPORT OF THE SUPERINTENDENT Dr. Shandor shared remarks on several events he had the opportunity to attend: The celebration of “School Bus Transportation Employee Appreciation Day” and the various school visits he and the Executive Leadership Team members participated in by sharing hot coffee and doughnuts in recognition of the great work our transportation staff members do each day for our students and staff; The opportunity to speak to the York High School Leadership Class; The Association of Realtors General Membership meeting he attended along with other area superintendents which provided him with an opportunity to share information pertaining to the accomplishments of the York County School Division; The “Meet the Administrators” event he and staff members participated in that kicked off the York County PTA’s first meeting of the year; and October 24, 2016 Regular Meeting Minutes Page 6 of 6 In closing, Dr. Shandor shared comments relating to the recent meetings of the Special Education Advisory Committee meeting (SEAC) and the Gifted Education Advisory meeting (GEAC).

He noted there were 1,677 volunteers providing 49,078 volunteer hours, which was the equivalent of 23.6 full-time employees, and the monetary and in-kind donation value to the County was $1,413,028.     Busch Field, the home of Tribe field hockey, was renovated this past summer with AstroTurf 12TM. The renovation of the 20-year-old facility included a total revamp of the field, underlying pad, and drainage sys- tems to create a competition surface that ranks alongside those used at the U.S. National Training Centers in Virginia Beach, Virginia, Chula Vista, California as well as at last year’s Olympic Games. Included in the renovation was the installation of five fully-automated water cannons and watering system that recaptures over 90% of the water used.
