[email protected] July 2005 Abstract This paper aims at capturing the level of deprivation of São Paulo’s population in 2000 as suffered by its inhabitants in a non-income framework. We construct a measure of functioning failure which indicates the degree to which functionings that are considered relevant in the city districts are not available to the individuals. Deprivation is measured by various indices proposed in the literature: 1) the Yitzhaki, 2) the Esteban and Ray, and 3) the Bossert, D’Ambrosio and Peragine indices. Keywords: Deprivation, Functionings, Poverty. ∗ Paper prepared for the International Conference on Multidimensional Poverty, Brasilia, 29—31 August 2005 organized by the International Poverty Centre, United Nations Devel- opment Programme. 1Introduction Brazil is often described as the land of inequalities and deprivation is an important issue in its metropolitan areas. The city of São Paulo, its richest city in terms of GDP, shows striking disparities among its inhabitants (10.4 million in 2000) and worrisome indicators of economic well-being.
