Introduction The Colorado Student Assessment Program (CSAP) will be administered from February 16 through February 27, 2004 (Grade 3 English and Spanish Reading) and from March 8 through April 9, 2004 (all other tests). The tests will assess student proficiency relative to three documents: the Literacy Rules, the Colorado Model Content Standards, and the Assessment Frameworks. The Literacy Rules describe what third-grade students should know and be able to do. They are derived from Grade 4 benchmarks from the Colorado Model Content Standards and are found in the Colorado Basic Literacy Act (CBLA). The Colorado Model Content Standards represent the fundamental knowledge and skills Coloradans expect that students should possess at various intervals as they continue their education. The assessment frameworks are also derived from the Colorado Model Content Standards. They define what can be assessed by the CSAP at each grade level. Because the CSAP consists of selected-response and constructed-response items, the frameworks are more limited in scope. The assessment frameworks are not intended to be a new set of standards, but rather, to be a guide for test development. Assessment frameworks have been developed for reading and writing in grades 3 through 10 and for mathematics in grades 5 through 10. Because science is tested only in grade 8, that test assesses the science content standards developed for grades 5 through 8, and no additional assessment frameworks are required. The purpose of this manual is to provide instructions to District and School Assessment Coordinators for securing and distributing test materials and returning them to CTB/McGraw-Hill for scoring. Please read these directions carefully before distributing any materials. The Success of Your Students on the CSAP Please take the time to read this manual. Completing the steps in checking and assembling the test materials is essential to the success of your students on the CSAP. This manual is organized in sections: • The District Assessment Coordinator’s responsibilities for distributing materials (Step 1) • The School Assessment Coordinator’s responsibilities for completing documents and packing materials (Steps 1–7) • The District Assessment Coordinator’s responsibilities for checking the boxes and preparing for pickup (Step 8) District and School Assessment Coordinators should read all sections so that each understands the detailed process and the roles of others involved. Step Review Your Test Materials Instructions for the District Assessment Coordinator (DAC) 1• • The District Assessment Coordinator will be responsible for: ✓ receiving test materials from CTB. ✓ checking the shipment. ✓ organizing test materials for individual school buildings in the district. ✓ training School Assessment Coordinators. ✓ delivering test materials to schools one week or less before the testing period. ✓ determining responsibility for reviewing rosters of precoded
