The objective of the draft directive is to offer a way of avoiding the double taxation of profits transferred "artificially" between associated enterprises established in different member states. It is believed that multinational companies in particular have been using this device of disguised and artificial profit transfers in numerous ways (for example, by demanding excessive patent fees). Under present circumstances, a member state's tax au thorities may slap a higher tax on a parent company that has in effect reduced its tax liability by transferring profits to a subsidiary in another state. Yet, tax author ities in the latter state may not necessarily lower their assessment accordingly. The draft proposes that in such a case a special arbitration commission, composed of national tax officials and independent persons, would work out a so lution in order to eliminate double taxation (Common Market Reports, Par. -

DSA’s Options and the Socialist International DSA Internationalism Committee April 2017 At the last national convention DSA committed itself to holding an organizational discussion on its relationship to the Socialist International leading up to the 2017 convention. The structure of this mandatory discussion was left to DSA’s internationalism committee. The following sheet contains information on the Socialist International, DSA’s involvement with it, the options facing DSA, and arguments in favor of downgrading to observer status and withdrawing completely. A. History of the Socialist International and DSA The Socialist International (SI) has its political and intellectual origins in the nineteenth century socialist movement. Its predecessors were the First International (1864-1876), of which Karl Marx was a leader, and the Second International (1889-1916). In the period of the Second International, the great socialist parties of Europe (particularly the British Labour Party, German Social Democratic Party, and the French Section of the Workers International) formed and became major electoral forces in their countries, advancing ideologies heavily influenced by Marx and political programs calling for the abolition of capitalism and the creation of new systems of worker democracy. The Second International collapsed when nearly all of its member parties, breaking their promise not to go to war against other working people, rallied to their respective governments in the First World War. The Socialist Party of America (SPA)—DSA’s predecessor—was one of the very few member parties to oppose the war. Many of the factions that opposed the war and supported the Bolshevik Revolution came together to form the Communist International in 1919, which over the course of the 1920s became dominated by Moscow and by the 1930s had become a tool of Soviet foreign policy and a purveyor of Stalinist orthodoxy. -

The public debate over this policy reflects rising concerns in southern Africa over who should benefit from globally-significant resources. The goal of this thesis is to apply a critical geopolitics approach to create space for the consideration of Namibian perspectives on this topic, rather than relying on Western geopolitical and political discourses. Using a mixed methods approach, I analyze Namibians’ opinions on foreign involvement, particularly involvement in natural resource extraction, from three sources: China, South Africa, and the United States. -

Carter Center Preliminary Statement on Tunisia’s Presidential Election Nov. 25, 2014 This statement is preliminary; a final report will be published four months after the end of the electoral process. Statement of Preliminary Findings and Conclusions Political Background Tunisians expressed their will in a competitive and peaceful presidential election. For the first time since independence, Tunisians were offered the opportunity to choose among a diverse group of presidential candidates in a genuine election. The Nov. 23 presidential polls, the second of two elections intended to consolidate Tunisia’s democratic transition, were administered in a professional and neutral manner. Tunisia is the only country in the Arab world to have successfully pursued a consistent path of democratic reform after the 2011 revolutions. As such, Tunisia could serve as a model for other countries in the region struggling to establish democratic institutions. The results of the October legislative elections helped to shape the dynamics of the presidential campaign. A broad-based party, Nidaa Tounes, emerged as the largest winner with 86 seats, while the Islamist movement Ennahdha was second with 69 seats. In a positive step, all political parties announced before the ISIE officially released the preliminary results that they would accept the outcome of the polls. Legal Framework International best practices indicate that the legal framework for the organization of an election should be readily accessible to the public, be transparent, and address all the components of an electoral system necessary to ensure democratic elections.1 Tunisia’s legal framework for presidential elections is generally in alignment with international standards.2 The electoral process is governed by the January 2014 constitution, the 2014 electoral law and the implementing regulations issued by the Independent High Authority for Elections (ISIE), the 1 OSCE/ODIHR, Guidelines for Reviewing a Legal Framework for Elections, page 4. -

The 11 July 2006 Mumbai train bombings were a series of seven bomb blasts that took place over a period of 11 minutes on the Suburban Railway in Mumbai (formerly known as Bombay), capital city of the Indian state of Maharashtra and India's financial capital. 209 people lost their lives and over 700 were injured in the attacks. Details The bombs were placed on trains plying on the western line of the suburban ("local") train network, which forms the backbone of the city's transport network. The first blast reportedly took place at 18:24 IST (12:54 UTC), and the explosions continued for approximately eleven minutes, until 18:35, during the after-work rush hour. All the bombs had been placed in the first-class "general" compartments (some compartments are reserved for women, called "ladies" compartments) of several trains running from Churchgate, the city-centre end of the western railway line, to the western suburbs of the city. They exploded at or in the near vicinity of the suburban railway stations of Matunga Road, Mahim, Bandra, Khar Road, Jogeshwari, Bhayandar and Borivali. -

Western Europe Great Britain Domestic Affairs A HE POLITICAL WORLD was startled by the news of Prime Minister Harold Wilson's resignation in March 1976. He was succeeded by former Foreign Secretary James Callaghan, elected by the parliamentary Labour party after three ballots. The precarious position of the government was emphasized both in March, when three by-elections showed a fall in Labour votes and a rise in C^ nservative —though no party lost a seat it had previously held; and in April, when the resignation of one Labour Member of Parliament reduced the party's voting strength to 314, as compared with 316 for all other parties. In February 1975 Margaret Thatcher had replaced Edward Heath as leader of the Conservative party. In June of that year, in a 64.5 per cent turnout, 67.2 per cent of those who went to the polls voted for the United Kingdom to stay in the European Economic Community (EEC). On the economic front significant changes of policy took place. Foremost among these were the imposition in July of a limit of £6 per week on pay rises and the introduction of more food and government housing subsidies. These measures were taken to combat a rapidly rising rate of inflation, which in May was running at 30 per cent per annum. In this way the Labour party, which had won power in 1974 by asserting the principle of free collective bargaining, reverted to a policy of compulsory wage controls after only a year. There were still doubts whether the Trades Union Congress would agree to the change; it did so at its annual conference in September by a majority of two to one. -
