Taču Galvenā redaktore – asociētā profesore, Dr.oec. Sarmīte Rozentāle pasaules izzināšana ar modernās zinātnes palīdzību nav bijusi vienkārša. Vēl nesen Zinātiskā sekretāre – Mg.man. Zane Kalniņa zinātne sniedza fragmentāru pasaules ainu, sadalot to šķietami neatkarīgās disciplīnās. Tehniskā redaktore – Bc.oec. Baiba Auniņa Zinātniekiem nav bijis viegli skaidrot, kas saista fizikālo visumu ar dzīvību, cilvēka sabiedrību ar prāta un kultūras sfēru. Tagad arvien vairāk pasaules vadošo zinātnieku Latviešu valodas tekstu literārā redaktore – Mg.philol. Evija Lubņevska pasaules ainu cenšas uztvert arvien integrētāku, mēģina rast tiltu starp biznesu, politiku, Angļu valodas tekstu literārā redaktore – Mg. philol. Daina Lārmane inženierzinātni, apvienojot atšķirīgas cilvēka darbības sfēras – psiholoģiju, socioloģiju, filozofiju, ekonomiku, sistēmiskās teorijas un citas. Recenzenti: šodienas zinātnieki un pētnieki vairs nav pasaulslavenas personības kā Einšteins vai Ņūtons. Par iekļūšanu vēsturē ar inovatīvu atklājumu gandrīz visi zinātnieki var tikai Mg.oec. Aigars Andersons sapņot. Tajā pašā laikā šī attīstība izpētes procesā ļauj piedalīties arvien lielākam to cilvēku Dr.geogr. Andris Klepers skaitam, kas pasaules uzbūves izpēti vēlas padarīt par savu dzīvesveidu. Lai realizētu Mg.sc.pol. Anna Broka apjomīgus izpētes darbus zinātnes projektos, kopā jāstrādā zinātniekiem gan vienas Mg.sc.soc. Dace Jansone nozares, gan starpnozaru līmenī. Vairums zinātnisku rakstu ir vairāk nekā viena pētnieka sarakstīti. Publikācijas dabaszinātņu nozarēs nereti parakstījuši pat vairāki simti autoru. Dr.sc.ing. Egīls Ginters Un, patiesi, neviens pētījums vairs nav iedomājams bez dažādu zinātņu nozaru un Dr.sc.pol. Ieva Dmitričenko apakšnozaru integrācijas. Pētot biznesa stratēģijas, nevar norobežoties no politiskās Mg.sc.soc. Ieva Kukule un ekonomiskās situācijas, vēsture, māksla un kultūra ir tūrisma izpētes daļa, politikā Mg.geogr. Ilgvars Ābols ietilpst mārketings un komunikācija, neviena cilvēku dzīves sfēra vairs nav iedomājama bez informācijas tehnoloģiju rīkiem un instrumentiem. Mg.sc.soc. Ilze Grīnfelde To veicina arī globalizācijas process, kas ir sociālo attiecību attīstības jauns posms, kurā Mg.biol. Juris Smaļinskis politika, ekonomika un kultūra apvienojas savstarpējas atkarības tīklā. Mg.paed. Mihails Siņicins šādu integrētu pasaules skatījumu sniedz arī Vidzemes Augstskolas studentu pētnieciskie Bc.sc.comp. Ojārs Bāliņš darbi, kuri ir pieteikti 2012.gada studentu pētniecisko darbu konferencei. Dr.hist. Vija Daukšte Vidzemes Augstskolas studentu pētniecisko darbu konference notiek katru gadu kopš Mg.paed. Vija Melbārde 2007.gada. Tās mērķis ir veicināt studentu, maģistrantu un doktorantu pētniecisko darbību un popularizēt un ieviest praksē viņu pētījumu rezultātus. Mg.psych. Vineta Silkāne Krājumā ir apkopoti 28 recenzēti 6.studentu pētniecisko darbu konferences raksti. Latvia’s ‘Russian left’: trapped between ethnic, socialist, and social- democratic identities Ammon Cheskin and Luke March Following the 2008 economic crisis, Latvia suffered the worst loss of output in the world, with GDP collapsing 25 percent.1 Yet Latvia’s radical left has shown no notable ideological or strategic response. Existing RLPs did not secure significant political gains from the crisis, nor have new challengers benefitted. Indeed, Latvia has been heralded as a ‘poster child’ for austerity as the right has continued to dominate government policy.2 This chapter explores this puzzle. Although the economic crisis was economically destructive, we argue that the political responses have been consistently ethnicised in Latvia. Additionally, the Latvian left has been equally challenged intellectually and strategically by the ethnically-framed Ukrainian crisis of 2014.

    GENERAL ELECTIONS IN LATVIA 17th September 2011 European Elections monitor The opposition party, Harmony Centre, comes out ahead in from Corinne Deloy the general elections Translated by Helen Levy On 17th September a leftwing party came out ahead in the general elections in Latvia for the first time since 1991, the year in which the country recovered independence. Harmony Centre (SC) won 28.37% of the vote and 31 seats in parliament (+ 2 in comparison with the previous election on 2nd RESULTS October 2010). Harmony Centre took the lead over the Zatlers’s Reform Party (ZRP), a rightwing group founded by former President of the Republic (2007-2011) Valdis Zatlers, which won 20.82% of the vote and 22 seats and Unity (V), the party of outgoing Prime Minister Valdis Dombrovskis, which won 18.83% of the vote and 20 seats (- 13). The centre-right also emerges strengthened after these elections and should be able to form a government. National Alliance–All for Latvia, a new party that was formed after the merger of the Union for the Fatherland (TB/LNNK) and the far right party, All for Latvia (VL) is the other winner in this election. It has clearly gained ground coming fourth with 13.88% of the vote and 14 seats (+ 6), just ahead of the Greens and Farmers Union (ZSS), a member of the outgoing government coalition, which won 12.22% of the vote and 12 seats (- 9). The other parties, including the People’s Party (TP) led by businessman and former Prime Minister (1995-1997 and 1999-2000) Andris Skele Latvia’s First-Latvia’s Way (LPP-LC), led by Ainars Sle- sers did not manage to rise above the 5% threshold of votes cast, which are vital to be represented in the Saeima, the only chamber of Parliament.

General Provisions The elections for the Saeima in Latvia are held every four years on the first Saturday in October. The Latvia parliamentary election is a proportional representation election system by secret ballot for the 100 seats in the Saeima. The Saeima elections are held in five constituencies: Rīga, Vidzeme, Latgale, Zemgale and Kurzeme. Four months before election day, the Central Election Commission determines the number of Saeima seats for each of the five constituencies, based on the Population Register statistics. Ever since the re-establishment of Estonia and Latvia as independent states, Russophone minorities have suffered from restrictive policy measures stemming from the majority elites' monoethnic state and nation building projects. According to the literature on minority mobilisation and ethnic bargaining, Russia's interest in promoting the causes of its compatriots abroad that has been clearly pronounced in recent years should translate into increased bargaining leverage and radicalisation of the minorities that suffer from the policies of the "nationalising" state. However, as the cases of Estonia and Latvia demonstrate, group cohesion among both the minority and majority is an important variable affecting claim-making efforts. In the case of a fragmented minority, competing interpretations of bargaining opportunity that emerge within different sub-groups can decisively hamper effective claim-making – especially if the minority is trying to challenge a majority that is united in opposition to the minority's demands. Drawing from both theoretical frameworks of ethnic bargaining and political opportunity structure as well as descriptive quantitative data and elite statements, this thesis demonstrates that external support does not thus automatically translate into intensifying minority claim-making.

It will be held on 23 July, and probably the majority of the population will opt for the dismissal of the Saeima, the country’s unicameral parliamentary body. Early elections could lead to a new political constellation in parliament and one probably less reformist than the current group. If this happens, or there are difficulties in forming a new government, Latvia’s position in the region will be weakened. The impetus to declare a referendum in Latvia to dissolve parliament was spurred by the Saeima’s decision to reject a request by the Office for the Prevention and Combating of Corruption for permission to search the private property of influential entrepreneur and politician Ainārs Šlesers. The president’s decision to call for the early parliamentary election, independent of any political parties, was unexpected, especially as it came just before the election of the head of state by parlia- ment. Zatlers said his action was motivated by a desire to raise the standards of political life. In his speech, he warned against rampant “privatization of policy,” the growing influence of “oli- garchs” and called for a fight against corruption. This explanation, as confirmed by the polls, was convincing to the public.

Licia Cianetti writes that the country’s European Parliament elections are likely to be dominated by the national situation, with the results potentially giving an indication of where parties stand in the run up to October. She notes that the key issue for voters has been the legacy of austerity policies implemented by Latvia in the wake of the financial crisis, but that the campaign is also being fought against the backdrop of the Ukraine crisis given the large Russian population living in the country. This year has so far been particularly intense for Latvian politics and will most likely continue to be. After the resignation of former Prime Minister Dombrovskis in late 2013, January saw the formation of a new government. This is headed by the former Minister of Agriculture Laimdota Straujuma and is based on the previous coalition (Dombrovskis’ right-of-centre Unity, former president Zatlers’ Reform Party, and the right-wing nationalist National Alliance) with the addition of the Union of Greens and Farmers (ZZS). The latter is under the control of the multimillionaire mayor of Ventspils, Aivars Lembergs, and is one of the infamous parties of oligarchs that controlled Latvian politics until 2011 and whose corruption scandals led former president Zatlers to call for a referendum to disband the 2011 parliament.

Introduction After Latvians, Russians are the largest ethnic group in Latvia: thus, in 2008 Latvians comprised 59.2% of the country's population (1.345 million out of 2.276 million), and Russians comprised 28.0% (0.638 million). (Latvia, 2009, 1). Russians as ethnic minority differ from other ethnic minorities in Latvia – the Byelorussians, the Ukrainians, the Lithuanians, the Poles, the Jews, etc. – in numbers as well as in qualitative characteristics when organizing their own socio-cultural infrastructure. The population of the Latvian Russians outnumbers more than twice the corresponding number of all the other ethnic minorities in Latvia taken together. The proportion of the Russian population within the structure of the population of Latvia is the most important factor that influences formation of this ethnic minority’s identity. Besides the ethno-demographic factor, the identity of Russians in Latvia is formed under the influence of their socio- cultural and public-political life as well as some forms of social communi- cation. Unlike other ethnic minorities, the Latvian Russians during the years of the restored Latvian Republic since 1991 have managed to create a socio- cultural infrastructure on the basis of their mother tongue. This socio- cultural infrastructure involves wide spread of the Russian language in the sphere of Latvian entrepreneurship, in the system of private education (including higher education), in the sphere of entertainment and mass media.
